Original job description

The client is restarting this mandate with clarifications that narrow down the need: to the initial profile of a senior planner capable of handling an English-speaking vendor, they add a technical requirement (architectures, development) and proven experience with client’ CRA and CVOP processes. The main deliverable is an integrated plan with dependencies and a critical path, readable by executive bodies, not just ticket tracking. Oral English is a prerequisite: the person manages the daily interface with the vendor and challenges their commitments in writing. They coordinate contributors from multiple sectors without hierarchical authority, in a political context where interests diverge. The project manager truly delegates and expects initiative, which rules out a profile used to just following instructions.

Candidate sought: a senior CLA who has already led CRA and CVOP processes at client, who builds and maintains an integrated MS Project plan at the program level, and who has managed an external vendor in English as part of a delivery. Experience with cloud migration and audited environments strengthens the application but is not mandatory, as emphasized in the follow-up.

Requirement

Integrated planning with dependencies and critical path management using MS Project, including tracking views for executive committees
Proficiency with JIRA
Management of external vendors in project delivery, including challenging and documenting their commitments
Leadership of CRA and CVOP processes at client (feasibility, design, and operationalization)
Technical knowledge of architectures and development activities
IT delivery and resource management for complex, high-visibility programs, with full autonomy
Written traceability of decisions, refusals, commitments, deviations, and risks, with dates and supporting documentation
Professional English proficiency, both written and spoken, including participation in supplier meetings
Professional demeanor in political and challenging environments, ability to remain calm under pressure, proactive mindset, leadership, and independence

Profile without demonstrated work context in English on the CV (supplier, team, or English-speaking client).
Profile of a PMO or administrative coordinator without demonstrated exposure to architectures or development work.
Scrum Master, Product Owner, or agile coach profile presented as equivalent to a CLA.
Profile without experience with CRA and CVOP processes at client (subject to the client's response).
