This includes leading the hospital's Design, Build, Finance and Maintain (DBFM) contract management responsibilities; coordinating with the DBFM Facility Manager and FM service provider; and overseeing contract performance, governance, compliance, reporting, issue escalation and service outcomes. The Manager ensures the FM service provider meets its contractual obligations and that hospital operational requirements are supported through effective governance, accountability and performance management.

In addition to the CVH-focused contract management portfolio, the role provides supporting oversight for site-specific physical facilities, building systems and infrastructure at Mackenzie Richmond Hill Hospital (MRHH), including projects, 24/7 operations, repair and maintenance of business systems and equipment, and operational direction to Plant Services staff as required. In collaboration with the Director, Facility Operations and Planning, senior hospital leadership and the Plant Services team, the Senior Manager supports annual goals, priorities, policies, procedures and standard operating procedures for Facility Services, while ensuring compliance with applicable legislative, regulatory and professional standards, including building, fire, electrical and plumbing codes, municipal by-laws, environmental legislation, the Operating Engineers Act, NFPA and CSA requirements.

Primary Responsibilities

  • Lead FM-related planning, operational readiness, project coordination and transition activities associated with CVH, ensuring facility services, building systems, equipment, maintenance programs, reporting structures and operational processes are aligned with hospital requirements.
  • Participate in FM steering, operational and contract governance meetings to support contract oversight, monitor performance, confirm action ownership, review documentation, track escalated matters and ensure appropriate follow-up by the party responsible.
  • Provide leadership to direct reports and assigned support staff, including coaching, performance reviews, development planning, workload prioritization, corrective action where appropriate and support for a trained team capable of responding to facility issues in a continuous 24/7 hospital environment.
  • Oversee the safe, reliable and continuous operation of hospital building systems across assigned portfolios, including mechanical, ventilation, electrical, plumbing, life safety, medical gas, temperature control, utilities, building automation and other critical infrastructure systems.
  • Ensure continuity and reliability of utilities, infrastructure and building systems to support patient care, life safety, essential services, emergency response and continuous hospital operations.
  • Ensure preventive, corrective and predictive maintenance programs are established, completed, documented and continually improved for facility systems, equipment and services, in collaboration with the DBFM Facility Manager, FM service provider and Plant Services team.
  • Develop, maintain and implement facility policies, procedures, standard operating procedures, service standards and health and safety practices, ensuring they are understood, applied and monitored by staff, contractors and service providers.
  • Establish and maintain a strong safety culture through visible leadership, training, documentation, personal protective equipment, safe work procedures, incident reporting, follow-up, corrective actions and encouragement of initiative and accountability in all aspects of safety.
  • Coordinate and participate in periodic building-wide safety inspections, audits and compliance reviews to confirm alignment with applicable safety, regulatory, operating policy, accreditation and contractual requirements.
  • Ensure incidents, service failures, deficiencies, risks and non-compliance issues are appropriately documented, reported, escalated, tracked and resolved by the responsible party in accordance with hospital policies, contractual requirements and legislative obligations.
  • Manage, control and monitor external facilities service contracts, vendors and suppliers required to support facilities operations, ensuring services are appropriately procured, directed, supervised, evaluated and aligned with hospital standards.

  • Implement process, cost effectiveness, sustainability, energy management and energy conservation initiatives, including monitoring building system reporting, identifying opportunities for improvement and supporting green technology and best practice adoption.
  • Collaborate with Human Resources and departmental leadership on recruitment, workforce planning, onboarding, training and retention strategies, particularly for key technical and hard-to-fill facilities positions.
  • Assist the Director, Facility Operations and Planning with development of the annual facilities budget; analyze financial and operational data; monitor, report and authorize expenditures within established guidelines and approved budgets.
  • Maintain current knowledge of technical developments, healthcare facility operations, DBFM/FM contract management, building systems, environmental sustainability, applicable legislation, codes, standards and regulatory requirements.
