Original job description

We are hiring!

The Manitoba Association of Friendship is now accepting applications for the role of Program Administrator.

About the Role

Position Overview

The Program Administrator is a key reporting, coordination, administrative, and management liaison between MAFC, its member Friendship Centres, and external funding partners. The position supports the planning, coordination, implementation, monitoring, and reporting of MAFC programs, and ensures that required documentation is completed and submitted accurately and on time. The Program Administrator works with multiple Friendship Centres and funders at once, and requires strong organization, attention to detail, communication, follow-up, data management, and the ability to manage competing priorities and deadlines.

Primary Responsibilities

Funder liaison: Act as a liaison between MAFC, member Friendship Centres, and funders (including the National Association of Friendship Centres, the Government of Manitoba, and other government, community, and funding organizations); respond to inquiries and communicate funding requirements, reporting expectations, deadlines, and changes.

Monitoring and compliance: Monitor funding agreements, program activities, timelines, and deliverables; identify reporting requirements, submission dates, and compliance needs; and proactively identify potential delays or concerns.

Reporting schedules: Develop and maintain reporting schedules and tracking systems across multiple Friendship Centres and funding streams, and follow up when information is incomplete, unclear, inconsistent, or missing.

Data collection and analysis: Develop and use reporting templates, spreadsheets, databases, and tracking systems; collect and organize information on program activities, services delivered, participants served, outcomes, and expenditures; and identify trends, gaps, and challenges.

Report preparation and submission: Draft, edit, and finalize reports required under funding agreements; prepare supporting documentation; coordinate internal review and approval; submit reports by funder deadlines; and respond to follow-up questions from funders.

Records management: Maintain organized electronic and physical program, funding, and reporting records, and handle organizational, financial, program, and participant information confidentially.

Support to Friendship Centres: Help member organizations understand what information is needed to demonstrate program activities and outcomes, recommend improvements to reporting processes, and support communication and coordination between MAFC and Friendship Centres.

Program development and evaluation: Assist with program development and evaluation.

Internal communication: Provide updates on reporting progress, outstanding requirements, and upcoming deadlines, and bring program, funding, or compliance issues to the Executive Director.

Meetings and Travel

Attend MAFC board and committee meetings, planning meetings, conferences, training sessions, funder meetings, and meetings with Friendship Centres, and provide reporting updates and follow up on action items.

Travel throughout Manitoba, including northern and remote communities, by personal, rental, or organizational vehicle, and by commercial air travel when required. Travel may involve extended driving, early departures, and overnight stays, and plans may change because of weather or road conditions.

Coordinate or participate in travel arrangements (flights, vehicles, accommodation, itineraries, and materials), while continuing to meet regular work responsibilities and reporting deadlines.

Required Skills and Working Conditions

Ability to read and interpret funding agreements and reporting requirements, and to review large amounts of information from multiple sources with sustained concentration and accuracy.

Strong organization and the ability to manage multiple deadlines, switch between tasks, track outstanding requests, and work under time-sensitive conditions.

Clear written and verbal communication with funders, Friendship Centre staff and leadership, MAFC management, and board members, by telephone, email, virtual meetings, and in person.

Proficiency with spreadsheets, databases, and electronic files; a significant portion of the work is computer-based, with prolonged periods at a computer during reporting periods.

Sound judgment and problem-solving when information is incomplete or inconsistent, including knowing when to seek clarification.

Ability to work with organizations that have differing levels of administrative capacity and reporting experience.

Qualifications

Must be legally entitled to work in Canada.

Must be able to commute to and work in an office setting, situated in downtown Winnipeg.

Application

Please submit a cover letter and resume to info@friendshipcentres.ca

DEADLINE TO SUBMIT: November 12th, 2026

About the MAFC

Since the 1950s, initially formed as gathering places for Indigenous people to come together in larger urban settings, Friendship Centres in the present day continue to remain strong and stable pillars of their communities. From the onset of Indigenous people relocating from reserves, Metis communities, and remote locations, an overarching need for access to various services, such as employment and housing, was identified and Friendship Centres evolved to provide referral services for both urban Indigenous and non-Indigenous people in a safe and culturally reflective manner.

The first Friendship Centre in Manitoba, and one of the first in Canada, was incorporated in the city of Winnipeg in 1951 and through the next few decades 10 additional Friendship Centres incorporated across the province. Currently 11 Friendship Centres operate in Brandon, Dauphin, Flin Flon, Lynn Lake, Portage La Prairie, Riverton, Selkirk, Swan River, The Pas, Thompson, and Winnipeg.

The strength of the Friendship Centre Movement is the grassroots-based emphasis on community well-being, inclusion, and equality for all. As autonomous organizations that identify and establish self-determined activities, Friendship Centres respond to the required needs and fill in the gaps where services and resources are lacking within their communities. Working to improve the social determinants of health for urban Indigenous people, Friendship Centres provide programs and services in areas such as elder and senior programs, youth programming, early childhood education, mental health and counselling, food insecurity, cultural program, justice and prevention programs, liaison services, and emergency services.
