Original job description

Basic Purpose

What is the overall function of the job? What is it expected to accomplish?

Responsible and accountable for the successful operation of the Organization's Payroll Department, ensuring labour standards, union agreements, City policy and legislated Federal and Provincial requirements are accurately interpreted and followed, resulting in accurate and timely pay to employees.
Processes payroll transactions accurately and on schedule, maintains payroll records in the Document Management System, and follows established internal control procedures.
Supports the payroll function by identifying process improvements and making recommendations to enhance efficiency and accuracy.
Assists with payroll-related projects and initiatives by completing assigned tasks, gathering data, and providing input as needed to support the People and Partner Services Business Plan.

Key Accountabilities / Responsibilities

Payroll Administration

Execute bi-weekly payroll processing, including coordinating of approval process, reporting, and ensuring deadlines are adhered to.
Reconcile Payroll including T slips, EI Rebate, WCB Assessment and all associated working papers for the Organization's Financial Statements.
Assist employees with payroll related inquiries.

Systems & Process Improvement

Analyze and prioritize PeopleSoft Payroll system capabilities and limitations based on contractual or legal regulations.
Support initiatives to improve system capabilities, constantly looking to create efficiencies and reduce manual entry.
Test system changes and provide feedback on upgrades in financial systems including PeopleSoft Payroll and JDE.
Process all payroll payments accurately and on time.

Stakeholder Support

Maintain internal contact with Timekeepers, Benefits/Disability, Managers, Financial Services, Information Technology, People and Culture, Department managers and employees with respect to procedures and performance, system performance, source document requirements and system changes.

Projects & Initiatives

Assists with the completion of applicable projects and/or new initiatives in accordance with the People and Partner Services Business Plan.

Payroll Management & Reporting

Manage and maintain:

CRA reconciliations and reporting.
Records of Employment.
RBC group plan (RRSP & TFSA).
Retroactive pay adjustments.
Garnishments.
Document all processes and review annually.

Skills and Know-how

Qualifications

National Payroll Institute designation – Payroll Compliance Practitioner (PCP).
Two (2) year Business diploma in Accounting, Human Resources, or related field.
Minimum four (4) years of payroll experience.
An equivalent combination of experience, training and education may be considered.

Technical Knowledge

Expert knowledge of PeopleSoft Payroll and JDE functionality.
Proficient Microsoft Office and computerized financial skills.
Strong understanding of accounting principles and payroll systems.
Solid understanding of accounting principles.

Decision Making

Interpretation and implementation of Federal/Provincial requirements.
Implementation of changes needed in PeopleSoft system.
Pay cycle complete and ready for execution.
Decisions are made with the guidance and direction of Federal and Provincial labour laws, Canada Revenue Agency (CRA), National Payroll Institute manual, and City policies and procedures.
The employees of the Organization are most affected by decisions made. Decisions made can affect pay (earnings and deductions), T4's, RRSP contribution room, pension payments as well as benefit eligibility. Grievances are also possible.
Incorrect decisions can result in reporting and remittance errors to our customers, internal and external, and can impact decisions that the corporation is making.
Inaccurate decisions result in time consuming adjustments, inaccurate reporting, and a potential for costly penalties or interest charges. They also impact the employees' level of trust in the employer to accurately maintain their payroll record.

Results

A well maintained and managed Payroll system enables the Organization to produce accurate and timely pay to employees.
Execute bi-weekly and year-end payroll procedures successfully within time limits.
An integrated Payroll system reduces inefficiencies and streamlines processing of information.
Accurate, clear, timely and concise reporting for various internal and external customers (People & Culture, Department Managers, Unions, Financial Services, CRA, Employment and Social Development Canada) to assist them in making informed decisions.
