We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.

Our Capital Projects Group workforce is made up of driven and dedicated professionals who care deeply about working together to deliver infrastructure and make a positive impact in our communities. This leadership role will be instrumental in overseeing commercial interests, and ensuring that cost, contract, and risk strategies are executed with integrity, discipline, and transparency. As a key member of the project leadership team, you will provide direction and oversight on all commercial and contractual matters across the lifecycle of complex infrastructure projects from procurement and negotiation through delivery and closeout.

What will I be doing?

Act as the Owner’s Representative or Owner’s Participant in contracts, negotiations, change management, and performance management with delivery partners.
Oversee the development and execution of progressive design-build, alliance, and target price agreements.
Manage commercial performance including cost control, value engineering, change management, contingency utilization, and risk allocation.
Establish governance frameworks to monitor contract compliance, performance metrics, and commercial health indicators.
Provide strategic advice to internal stakeholders on commercial risk exposure, procurement strategies, and incentive structures. Lead, mentor, and support a team of commercial professionals.
Ensure integration with legal, technical, and financial advisory inputs to support informed decision-making.

What Skills and Qualifications Do I Need?

Completion of a degree in Engineering, Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent; Graduate level degree is an asset.
Demonstrate experience in a public transportation development, operational and/or construction environment with experience and measured success in the application of commercial management methodology in the context of multi-million-dollar projects; experience in the transportation industry and public sector is an asset.
Licensed Professional Engineer recognized by the Province of Ontario (P.Eng.); Project Management Professional (PMP) or international equivalent accreditation an asset
Proven track record representing Owner interests in major infrastructure, transit, or P3 projects.
Deep understanding of various contract models (target price, cost reimbursable, progressive design-build, etc.) and their commercial levers, and experience in establishing and operating within commercial governance frameworks.
Strong negotiation skills, with demonstrated ability to manage complex commercial agreements.
Knowledge of relevant legislation, policies, procedures, professional or technical practices and precedents (e.g., Metrolinx Act, Places to Grow Act, Planning Act).
Knowledge of regulatory, legislation, building codes, legal, and financial issues and government bodies, external agencies, and partnering transit organizations involved in developing public transportation systems, knowledge of construction engineering principles and best practices.
Highly developed written communication skills to develop briefs and presentations for executive management with a clear and succinct definition of the issues, identifying a priority ranking of issues and providing well-researched and concise answers to anticipated questions; to prepare strategy documents and issue reports.
Excellent interpersonal and stakeholder management skills, including experience working with legal counsel, technical advisors, and executive stakeholders.
A Driver’s Abstract (within the last 3 Years) will be required of the successful candidate. The employee(s) in this role will have access to a company vehicle (Non-Revenue Fleet Vehicle).

Don’t Meet Every Requirement?

If you’re excited about working with Metrolinx but your past experience doesn’t quite align with every qualification of this posting, we encourage you to apply. You just might be the right candidate for this or other roles. We are always looking for great talent to join our team.
