This role leads critical initiatives necessary for implementing operational readiness within the GO & UP Operational Readiness & Performance division. It provides specialist and technical expertise in the analysis, interpretation, response and resolution of complex readiness, design, construction and commissioning issues.
The role supports the Manager, Operational Readiness’ by providing functional and technical leadership to Project Coordinators, oversees the quality and consistency of their technical work, and develops team capability to support the safe and successful delivery of projects and service changes.
What will I be doing?
- Delivers a structured readiness approach to projects, programs and operational changes, assessing impacts on operations, maintenance, safety, customers, business processes, technology and organizational responsibilities.
- Integrates operational readiness requirements into project plans across design, construction, testing and commissioning, handover and entry into revenue service.
- Provides technical expertise through the review of engineering and architectural drawings, construction documents, work plans, staging plans and commissioning documentation.
- Reviews complex or high-risk Project Coordinator deliverables to ensure technical analysis, operational impacts, risks, recommendations and supporting evidence are suitable and complete.
- Identifies operational, technical, maintenance, safety and customer risks and develops mitigation strategies and corrective actions.
- Collaborates with project delivery teams, Operations, Maintenance, Safety, Service Design, Customer
- Experience, Engineering and Construction Management to determine readiness for project, service and program changes.
- Defines Project Coordinator technical competency requirements and develops learning plans, training materials and development priorities to address capability gaps.
- Develops and recommends readiness policies, procedures, standards, tools and templates to support operational, maintenance, safety and customer requirements.
- Monitors readiness performance indicators, identifies potential issues and missed milestones, and develops intervention and improvement plans.
- Provides day-to-day technical guidance, coaching and feedback to Project Coordinators and other team members, without direct supervisory responsibility.
What Skills and Qualifications Do I Need?
- Demonstrated years of experience in operational readiness, infrastructure project delivery, construction management, commissioning, quality assurance or project management, including experience providing technical guidance or functional leadership to others.
- Completion of an undergraduate degree in Engineering, Architecture, Construction Management, Planning or a related discipline, or a combination of education, training and experience deemed equivalent.
- Ability to interpret and evaluate engineering, architectural and construction documents, drawings, specifications, work plans, staging plans, technical reports and commissioning documentation.
- Demonstrated understanding of operational, maintenance, safety and customer requirements and their relationship to infrastructure project delivery.
- Strong relationship-building and stakeholder engagement skills, including the ability to manage expectations, work across varied audiences and influence process improvements.
- Demonstrated analytical and problem-solving skills to assess business processes and data, identify improvement opportunities and develop evidence-based recommendations.
- Strong oral, written and presentation skills to prepare and deliver reports, briefings and presentations.
- Organizational skills to manage multiple priorities and navigate ambiguity.
- Professional Engineer designation or eligibility for registration with Professional Engineers Ontario would be an asset.
NOTE: Deals with unexpected changes to deadlines, tight time pressures and conflicting work demands and priorities from multiple contacts/clients. Required to travel throughout the Metrolinx network in the Greater Toronto and Hamilton Area (GTHA) and be available outside of regular office hours to maintain business relationships and address issues as they arise. The position will also be required to visit a transit operating environment, including train facilities and track alignment above and below grade. PPE IS REQUIRED whilst at the work site.
