Our ‘Engineering and Safety Division’ is looking for a Project Coordinator, Signals & Communications for its Signals & Communications Projects – Level Crossings Office.
The Project Coordinator will coordinate, monitor, and control the design and construction of at-grade level crossing railway signal infrastructure and associated assets in a safe, timely, consistent, and cost-effective manner.
In this role you may support the following work: network wide roll out of at-grade crossing enhancements and upgrades, provision of a new GO Transit Train Control System, expansion, and modification for electrification of the existing conventional signalling systems on each of the Rail Corridors, Communication Based Train Control, and Engineering and Asset Management.
What Will Be Doing?
- Plans, forecasts, monitors and reports operating and capital project expenditures such as consultant fees and addenda, purchase orders, material supply contracts, Vendor of record contracts, construction contracts, legal agreements, change orders and cost sharing agreements with public or private organizations. May be designated with signing authority for authorized capital projects
- Ensures all internal and external approvals are obtained, and that design and cost dispute resolution and timely completion within established budget and schedule restrictions are adhered to.
- Ensures that each project or project phase is properly invoiced in a timely manner. May be designated with signing authority for authorized capital projects or their components as assigned.
- Administers project cost control by estimating capital costs, lifecycle cost, and maintenance cost, comparing actual cost/date with Baseline and creating, and monitoring and tracking monthly accruals for the project or portion of the project to which they are assigned, in order to forecast future accruals.
- Monitors the delivery of contractor services to ensure compliance with Metrolinx and GO Transit standards and policies, Regulated Railway Standards, Transport Canada regulations and guidelines, AREMA practices, the Railway Safety Act, Building Codes and Standards, and internal user group requirements through all stages of the project or maintenance program. Projects may include the rehabilitation of existing, and the design and construction of new, Railway Corridor infrastructure. The work may involve the preparation of environmental impact reports, project studies, design proposals, design reports, contract specifications, track schematics, inspection reports, inspection analysis, drawings, and construction administration.
- Contributes to the procurement and contracts process for projects or their component as assigned, including: coordination RFP in-market activities (setting up meetings, developing the agenda and presentation for senior management/evaluation committee), initiate tender process and prepare tender document specifications for construction and consultant contracts for submission to Procurement and Contract Services for tendering, review and respond to RFIs where applicable, participate in the drafting of the Request to Qualify and Quote, participate in evaluating bids and recommending for approval the award of contracts.
- Administers contractual paperwork and expedite in timely fashion (contract changes, submittals, invoices, financial documents are in order); coordinate Contract Amendments and emergent contracts, arranging site visits to confirm work as necessary
- Administers, monitors, and controls construction contractor assignment for GO Transit Railway Corridors signal and right-of-way infrastructure, as assigned, in order to hold vendors accountable by ensuring contract documents comply with policies and contractors/consultants are performing as per the terms of the contract
- Perform day-to-day project administration such as organizing electronic files, coordinating meetings (internal and external), attending meetings related to project or component, organizing and reporting on tasks, in order to minimize customer impacts, ensure all internal and external approvals are obtained, design and cost disputes are resolved in a timely way within established budget and adhering to schedule restrictions.
- Coordinate Railway Corridor projects with external agencies including the Railways and Road Authorities to ensure compliance with legislation, regulations and the requirements of governing/regulatory authorities.
- Provide coordination support to obtain necessary permits and approvals from internal and external stakeholders.
- Inspect and monitor on-site construction and rehabilitation activities to ensure work remains safe, on-scope, and on-schedule.
- Liaises with the Rail Corridor Access and Controls team to plan and secure necessary work blocks to ensure successful and safe completion of planned works with minimal impacts on service and On-Time Performance.
What Skills and Qualifications Do I Need?
- A college diploma in a related field or an equivalent combination of education, training and experience that provides a good knowledge of track, signal, structural railway engineering within an operating environment.
- A college diploma in Electrical Engineering Technology is an asset.
- Minimum Five (5) years-experience related to the maintenance of track, signal infrastructure, structures or in the planning, design and construction, interpreting and applying contract plans and specifications and co-ordinating contracted engineering projects.
- Must have a good working knowledge of the principles and practices of civil engineering and/or electrical systems and/ or railway signal systems, railway track.
- Detailed knowledge of project management principles including cost control, scheduling, codes, standards, specifications, corporate policies and procedures.
- A good working knowledge of applicable contract legislation is desirable. Must have a good understanding of Railway Operating Rules, Regulations, Safety & Operating procedures.
- Excellent written and oral communication skills, ability to work independently, strong interpersonal and negotiating skills and analytical ability are required.
- Proficiency in the use of project management software is desirable. Good working knowledge of PC-based data systems and software applications is also necessary.
- Must be able to obtain the GO Transit Operators permit
- Possession of a current certificate of qualification in CROR, Track Inspection Guidelines, Signals, or other railway certification is considered an asset.
- Must have a valid Ontario Class “G” driver’s license and must meet the corporate standard for a good driving record as determine by the organization, which is subject to change. A valid Ontario G driver’s abstract will be collected from the successful hire.
