Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Operational Readiness & Performance Office is seeking an Operational Readiness Specialist. The Operational Readiness Specialist leads and supports critical initiatives that prepare GO & UP operations for the successful implementation of service, program, process, technology and organizational changes. The role provides specialist expertise in readiness planning, assessment, performance measurement and stakeholder engagement, ensuring operational readiness is delivered consistently through a structured, measurable and evidence-based approach.

What will I be doing?

Lead a structured operational readiness approach for impacted teams, assessing business impacts, stakeholder readiness, and gaps between current and future states resulting from changes to processes, technology, roles, services, and organizational structures.
Develop and integrate readiness strategies, assessments, processes, and plans into business and project plans, ensuring readiness activities align with Operational Readiness & Performance priorities and broader business objectives.
Establish and monitor readiness performance measures and key performance indicators (KPIs) to track progress, identify risks and emerging issues, assess critical milestones, and recommend intervention or improvement plans where required.
Conduct research, analysis, and requirements development to identify business and end-user needs, evaluate complex readiness challenges, and provide evidence-based recommendations and solutions that support successful implementation.
Identify and manage readiness risks, dependencies, barriers, and resistance to change, developing mitigation strategies and escalating issues where required to support timely decision-making and successful adoption.
Build strong relationships and collaborate with internal stakeholders and business partners to understand operational needs, assess readiness for service and program changes, facilitate decisions, and ensure initiatives meet stakeholder requirements.
Provide readiness expertise, advice, coaching, and guidance to leaders and teams, building organizational capability and promoting consistent readiness, quality, change adoption, and continuous improvement practices.
Develop and deliver readiness communications, presentations, training, and information sessions to build awareness and support the consistent implementation and adoption of new or changed procedures, systems, tools, and ways of working.
Research industry trends, innovations, and best practices and apply lessons learned, performance insights, and continuous improvement principles to strengthen the organization's operational readiness capability.
Provide specialist leadership in complex or ambiguous situations, evaluating operational and financial impacts, resolving issues and conflicts, and guiding readiness activities and solutions without direct supervisory responsibility.

What Skills and Qualifications Do I Need?

Completion of an undergraduate degree in Business, Public Administration, Engineering, Planning, or a related discipline, or a combination of education, training, and experience deemed equivalent.
Demonstrated experience in operational readiness, organizational readiness, or business transformation, including the development and delivery of readiness programs, projects, or large-scale organizational change initiatives.
Strong knowledge of operational readiness practices, principles, and methodologies, including assessing business impacts, preparing organizations for new or changed services, and supporting successful implementation and adoption.
Demonstrated project management, planning, and process-development experience, with the ability to manage multiple priorities, dependencies, deadlines, and deliverables in a complex and changing environment.
Strong analytical and problem-solving skills, with experience analyzing business processes, requirements, performance data, risks, and operational impacts to develop evidence-based recommendations and solutions.
Demonstrated stakeholder engagement, relationship-building, facilitation, and influencing skills, including the ability to coach and advise leaders, work effectively across cross-functional teams, and support organizational and behavioural change.
Excellent oral, written, and presentation communication skills, with demonstrated ability to develop and deliver reports, briefings, presentations, work plans, training, and stakeholder communications for a variety of audiences.
Demonstrated initiative, judgment, and organizational skills, with the ability to work independently, navigate ambiguity, address competing priorities, and proactively identify and resolve issues with minimal oversight.
Proficiency with Microsoft 365 and relevant project and planning applications, including Teams, Outlook, Word, Excel, PowerPoint, Visio and Microsoft Project or equivalent tools.
Professional certifications are considered assets, including Project Management Professional (PMP), Prosci or other recognized change management certification, Lean Six Sigma, or other quality-related certifications.
