Overview

Reporting jointly to the Manager, Financial Planning and Reporting and the Manager, Capital and Treasury, the Senior Financial Analyst is primarily focused on capital and treasury operations while supporting broader financial reporting across programs of the Toronto East Health Network. While dedicated heavily to cash management, liquidity forecasting, and capital accounting structures (including Internal Orders, WBS, and deferred capital grants), this role maintains versatility to assist with general financial planning, budgeting, and variance analysis to support departmental continuity and cover operational vacuums.

The Senior Financial Analyst is a highly motivated self-starter who seeks to understand all aspects of current Hospital financial and statistical reporting. To be successful, the incumbent must be willing to invest the necessary time to understand related systems including SAP S/4HANA to inform financial system improvements and streamline processes.

Primary Responsibilities

  • Capital & Treasury Operations (Core Focus):
    • Manage and maintain capital project financial structures, including the setup, tracking, and monitoring of Internal Orders (IOs), Work Breakdown Structures (WBS) and Asset capitalization.
    • Oversee the accounting, tracking, and recognition of deferred capital grants, ensuring alignment with project expenditures and funding agreements.
    • Update and monitor daily cash balances, execute short- and long-term cash flow forecasts, and manage Electronic Bank Statement (EBS) processing, complex bank reconciliations and GIC Investment reconciliations.
    • Prepare and maintain capital planning records, portfolio forecasts, and funding requests made by various hospital departments.
    • Perform capital project reconciliations and prepare required external submissions.
  • Financial Planning, Reporting & General Support (Coverage & Vacancy Support):
    • Coordinate and prepare monthly financial statements, variance reports, and operational performance reviews against plans.
    • Monitor assigned program operational performance by providing monthly status and year-end forecast reports.
    • Support the preparation of hospital program budgets, regularly monitor and analyze variances, and report on strategies to achieve accountability to the hospital's Strategic Plan.
    • Monitor Ministry and other external revenue flows, prepare monthly revenue recognition journals, and coordinate mandatory ministry submissions (such as HIRF, CIRF, and Statistics Canada surveys).
    • Assist with monthly, quarterly, and year-end close processes for funds and accounts.
    • Prepare and review account reconciliations in accordance with MIS Guidelines.
    • Assist in preparing annual financial statements, note disclosures, and working papers for external audits, and coordinate audit reviews of hospital accounting systems.
    • Provide general financial analysis, business case preparation, and costings for hospital initiatives to support programs during operational vacancies or peak periods.
Secondary Responsibilities

  • Participate in projects involving the hospital and external stakeholders, including budget and business intelligence tool implementations, requests for proposal (RFP) analysis, and specific initiative costing.
  • Ad hoc assignments and cross-functional support as required.

EDUCATION

  • Chartered Professional Accountant (CA, CMA, or CGA) designation coupled with a degree in business or a relevant program of study.
  • Strong computer skills required in all Microsoft applications (i.e., Excel, Word, Outlook) with an aptitude for learning new computer applications quickly.
  • Proven working knowledge and practical experience with SAP S/4HANA (specifically Capital, Treasury, Internal Orders, WBS, and deferred grant accounting) is strongly preferred.
  • Familiarity with GEAC (Smart Stream) and Cognos would be an asset.
  • Working knowledge of MIS Standards, MOHLTC reporting requirements (e.g., HIRF, CIRF), and statistical reporting standards.

Qualifications

  • 3 to 5 years of financial analysis and interpretation of results including budget variances in a hospital setting.
  • Demonstrated hands-on experience managing daily cash forecasting, EBS bank reconciliations, capital project accounting, deferred capital grants, Internal Orders, and WBS structures.
  • Minimum of 2 years of auditing experience including evaluating internal controls.
  • Strong analytical, communication, and interpersonal skills with the ability to work independently and within a multi-disciplinary team.
  • Demonstrated excellence in organizing and prioritizing workflow to meet strict deadlines in a high-pressure, time-sensitive environment.
  • Flexible, self-directed, and able to work effectively with minimal supervision.
