Michif Child & Family Services (MCFS) Agency is a mandated child and family services agency with the responsibility to administer and manage culturally appropriate community-based child protection and support services for Metis and Inuit people in Manitoba.

PROGRAM LEAD

FULL-TIME POSITION

Competition #: MCFS-PL-2026.013

Hours of Work: Various - Days, Evenings, Nights, Weekends, 40 hours per week.

Classification and Salary: EAULT $23.54 - $33.87 per hour

Location : Dauphin, Manitoba, Must be able to travel.

Under the supervision of the Service Supervisor, the Program Lead will work together with workers in all areas of service and administration across the agency. The Program Lead is responsible for the development, implementation, and management of a range of targeted supports to children, youth, or families and is responsible for the supervision and management of any assigned staff.

Main areas of Key Responsibilities and Activities

Complete various applications or forms as required, i.e., Birth Certificates, Birth Records, Passports, Social Insurance, Passport, Enhances basic ID, Health Cards, camp and field trip requests, DSW request form, family visit requests, tax requests, child tax benefits, CIC subsidiary forms online, etc. and assist with various other administrative tasks as assigned (closing/transfer summaries, assist with service of court documents, prepare records and documentation, complete memos or contracts).
Work with units to provide support and services for children and families, i.e., contact families and set up appointments or help to build support networks, assist in the placement of children, driving children or youth to and from appointments, assist with family time (supervisor visits), visit families at home (community setting), following up with case plan goals, assistance in creating life books as needed, follow-up with inquiries.
Provide youth-led case management and transitional planning for those reaching independence. Ensure collaborative planning occurs for youth reaching the age of majority. Develop and implement programs and activities which build on youth’s skills and work towards ensuring consistent assessments and transfer of knowledge occurs for all youth working towards independence.
Coordinate with children, youth, families and collaterals towards developing and engaging children with their culture. Develop cultural plans, and coordinate with caregivers, children and youth to ensure they are connected to various area local resources and supports.
Assist youth in obtaining employment, housing, and educational opportunities. Offer/organize programming and life skills to youth on topics that directly impact their age group.
Provide supervision and consultation to any assigned staff related to facility operation and program operation. Provide direction and leadership on the resolution of identified service and administrative issues that may arise.
Manage and coordinate any necessary scheduling (may include either program or facility related activity). Perform any required daily documentation (case notes, incident reports, meal planning, discharge reports, daily or financial logs, program summaries).
Effectively and efficiently manage human and financial resources allocated by adhering to budget allocations, workload distribution, performance management, staffing and training.
Support, develop and implement any Agency administrative, service and personnel policy and procedural requirements within the program area or facility.
Provide crisis management and conflict resolution support.
Build positive relationships and rapport with children, youth and families, helping to identify personal strengths, promote growth, self-worth, and a sense of belonging. Promote positive teamwork, role modeling and mentorship.
Work collaboratively with other community and related service organizations to achieve program and service objectives.
Provides service that is child, youth and family centered and focuses on their strengths and experiences.
Complete all reporting requirements (program management or reporting mechanisms, written reports, file recordings, forms or correspondences).
Participate in the Agency After Hours Services rotation.
Scan, fax and photocopy.
Update CFSIS/MK as needed
Other duties as assigned

Education and Experience

Youth in Care certificate, Early Childhood Diploma, Applied Counselling Certificate or other related post-secondary education in social sciences an asset.
Minimum 2 years related experience with families, youth and children.
Experience working with Metis people.
Demonstrated supervisory and leadership skills in a changing environment are required.
Ability to prepare reports with MS software applications: spreadsheet (Excel), word processor (Word)
Ability to maintain highly sensitive and confidential information.
Ability to work effectively under pressure and meet deadlines.
Excellent interpersonal and organizational skills.
Proven verbal and written communication skills.
Access to a vehicle and possession of a valid Manitoba driver’s license as travel to various Agency offices throughout the Province will be required.

Prior to commencing employment the successful applicant will be asked to provide satisfactory results of a Criminal Record Check with Vulnerable Sector Search, a Child Abuse Registry Check, Prior Contact Check, proof of $2 million dollar insurance liability, and a Driver’s Abstract upon hire at their own expense. A valid Manitoba driver’s license and the use of a personal vehicle are requisites as travel is required.
