Minnesota Housing is hiring! We’re a mission-focused financial and grant making agency looking for a Grant Operation Teams Supervisor who will provide direct supervision to the Housing Stability’s Grant Operations staff and facilitate the team’s work in a highly collaborative manner with both internal and external teams, including applicants and grantees. The role advances consistent, compliant, and efficient implementation of Program support, contracting, funds disbursement and monitoring by coordinating program workflows and ensuring alignment with state, federal and Agency requirements. Through cross divisional collaboration and operational leadership, the position strengthens the division and agency’s goal to prevent and end.

In all the work, this person will help advance Minnesota Housing’s equity and anti-racist commitments.

Essential Job Duties

Supervision: This position will provide thoughtful, intentional and constructive supervision to staff that manage and support programs to help prevent and end homelessness. Operate from a strengths-based approach to coach, develop and guide staff to work in a highly collaborative and team-centered environment.
Program Operations Direction and Implementation: This position will ensure all program management responsibilities are completed and compliant with statute, rules, Office of Grants Management and agency policies and procedures.
Housing Stability Operations Lead: In partnership with the Multifamily Operations Director, provide leadership to ensure the Housing Stability division’s operational needs are fully met.
Division Leadership Team: Actively participate in planning, decision making and implementation of Housing Stability division work.
Perform other duties as assigned.

Minimum Qualifications

Four (4) years of demonstrated leadership experience as a manager, supervisor, team leader or other informal leadership role, that includes fostering a positive, innovative and productive atmosphere.

A Bachelor’s degree in Business Management, or Business Administration may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience

Four (4) years professional experience in administering state and/or federal programs including contracting, funds disbursement and grant monitoring and applying program policies to evaluate vendor performance and ensure compliance.
Ability to interpret complex program policies and procedures, exercise sound judgment, and make well-supported decisions that uphold agency standards and safeguard State interests.
Demonstrated proficiency with Microsoft Outlook, Word, and Excel sufficient to manage schedules, communicate with administrators, document monitoring activities, and support accurate and timely operational reporting.
Demonstrated experience in recognizing and resolving conflicts and dealing with difficult people sufficient to provide a positive work environment, diffuse and retain control of volatile situations, and resolve problems without sacrificing the State's interests and the image of the Agency with the public.
Demonstrated communication skills, using empathy, understanding, persuasion, problem-solving, collaboration and bridge building with the ability to comprehend and communicate complex information in plain language to diverse audiences.
Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.

Preferred Qualifications

Working knowledge of Minnesota Housing technology applications, procedures, Request for Proposal (RFP) processes and contracting process.
Project management experience or certification
Working knowledge of the homeless response system, including how program administrators and stakeholders operate in the environment.
Demonstrated history of written communications skills, including preparing letters, memos, reports, and technical papers sufficient to relate ideas in a concise, logical, readable, and appropriate manner.
