This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.
As the IT Project Management Supervisor, you are responsible for the supervision of a project management unit in the performance of formal project management of new and existing DHS/MNsure systems design, development, and implementation efforts. This position provides direction to staff working on current DHS/MNsure systems and the development of new systems in Integrated Human Services Delivery Framework. Systems include METS, MMIS, MnCHOICES, MAARC, MN-ITS, as well as several other systems that support the work of the Department of Human Services (DHS). This position will supervisor PM’s that may also work on DCYF or shared system (Human Service and Digital Services) projects.
This Position Requires An Employee To Work Onsite At 540 Cedar Street, St. Paul, Minnesota At Least 50% [or More Or Less If Space Limitations Remain] Of The Time, With Limited Telework Available. Telework Eligibility Depends On Residence
- Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
- Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
- Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

Position requires a minimum of three (3) years of experience leading formal IT project management efforts, including planning, scheduling, scope management, risk management, stakeholder communication, and successful implementation of enterprise-level technology projects.
Experience Must Include
- Leading project teams, including assigning work, coaching, or evaluating performance of project staff members.
- Evaluating and shaping best practices, project standards, processes, and/or procedures supported by strong written and verbal communication skills to clearly document, explain and guide their adoption.
- Communicating with stakeholders, including presenting project status, facilitating discussions, and resolving issues that support mutual understanding and successful outcomes to both technical and non-technical individuals.
- Applying project management lifecycle (PMLC) and systems development lifecycle (SDLC) practices to ensure rigor, quality, and governance in system design, development, and implementation.
- Communicating clearly and effectively to foster mutual understanding, and guide teams through organizational, project, or system change.
- Applying customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, supported by formal or informal leadership and engagement to activities that contribute to positive user experiences and high-performing results.
Preferred Qualifications
- Two (2) years of lead work or supervisory experience.
- Experience working with product, iterative/incremental, hybrid, waterfall or agile methodologies.
- Demonstrated success in building and supporting collaborative, high-performing teams through trust, knowledge sharing, and empowerment of individual team members.
- Experience supporting or managing projects involving DHS/MNsure systems (e.g., METS, MMIS, MnCHOICES, MAARC, MN-ITS, etc.) or similar large-scale public sector systems.
Strongly Preferred Qualifications
- Proven experience leading a PMO environment, ensuring consistent project governance, methodology, standards, and delivery of complex enterprise implementations under tight timelines with demonstrated knowledge of project planning, change control, risk management, and project reporting (status reports, milestones, Gantt charts, etc.).
- Experience managing high-visibility, multi-team initiatives by resolving competing priorities and stakeholder conflicts through negotiation, influence, and consensus-building, with strong knowledge of MNIT/DHS and county human services operations.
- Experience managing or coordinating a portfolio of multiple concurrent IT projects and aligning priorities across business and IT leadership.
- Experience managing contractor resources, vendor deliverables, and collaborative work agreements.
