Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a RFA Underwriter who will administer, evaluate and process multifamily loan servicing requests, including changes in ownership, changes in use, payoffs, assumptions, subordinations, and modifications to Agency loans on existing projects. The position exercises technical judgment to balance Agency mission, financial considerations and program compliance while serving as a primary contact for borrowers, attorneys, and internal teams. This role contributes to the effective operation and continuous improvement of the Agency’s preservation efforts by ensuring clear, timely and compliant servicing decisions.
Essential Job Duties
- Process and evaluate RFA submissions, including collecting, verifying and interpreting legal documents and due diligence.
- Analyze and underwrite loan servicing requests, assessing financial data, compliance requirements, long-term property health and Agency mission alignment.
- Coordinate cross-division review, collaborating with asset management, legal, compliance, and external funding partners to resolve loan servicing issues.
- Prepare and present clear written memos for and deliver presentations to internal committees and Agency leadership.
- Administer and monitor the maturing loans list, ensuring timely notices, follow-up, and borrower guidance.
- Lead annual LURA extension outreach activities, including technical review of LURA documents and coordination with owners.
- Support RFA program operations, including procedure updates, inter-team communication, and maintenance of legal file systems.
- Perform other duties as assigned.
Minimum Qualifications

- Two (2) years of demonstrated experience in affordable housing including multifamily underwriting, multifamily loan servicing, multifamily asset management, closing multifamily affordable housing loans,
OR
- Two (2) years of program management experience in affordable housing or community development,
OR
- Two (2) years of experience as a real estate paralegal (foreclosure, loan servicing).
- A bachelor’s degree in business administration, housing, real estate, or community development/planning, may substitute for 12 months of experience – or – an associate degree in the listed fields may substitute for 6 months of experience.
- For this role, multifamily generally means rental properties containing more than 12 units. Single family lending experience or mortgage banking experience is insufficient.
- Experience with multifamily housing programs, financing, or funding sources.
- Ability to analyze financial and compliance information and apply requirements from loan documents to loan servicing scenarios.
- Demonstrated communication skills, including ability to comprehend and communicate complex information in plain language
- Ability to work independently while meeting deadlines.
- Proficiency in Microsoft Word (to prepare memos and use templates), Excel (to create spreadsheets and use formulas), Outlook (to use email communication and navigate calendars), and Access (to navigate database).
- Demonstrated ability to work effectively with partners from diverse backgrounds and maintain respectful relationships with a variety of internal and external partners.
Preferred Qualifications
- Three (3) years of demonstrated experience in affordable housing including multifamily underwriting, multifamily loan servicing, multifamily asset management, closing multifamily affordable housing loans.
- Preference for candidates with experience with one or more of the following federal and state affordable housing funding resources: federal Low-income Housing Tax Credit (LIHTC); HUD Risk-sharing insurance; federal HOME & National Housing Trust Fund programs; and, state funding programs that may include the Economic Development Housing Challenge (EDHC) loan program, Preservation Affordable Rental Investment Fund (PARIF) loan program, and Housing Infrastructure Bonds (HIBs).
