Senior Trainer, Instructional Design & Training
Role Overview
We are seeking a highly skilled and motivated
Senior Trainer, Instructional Design & Training professional to lead the design, development, and delivery of high-quality training programs and enablement materials supporting a major satellite communications program for the
Canadian Department of National Defence (DND).
Reporting to the
GTM PMO & Business Operations Head, the successful candidate will have responsibility for the full training deliverable lifecycle, including
Business Support Systems (BSS), LEO Mission and Network Operations, and User Terminal (UT) operations and field maintenance training.
The role requires the ability to translate complex technical and operational concepts into structured, accessible, and effective self-paced and instructor-led training programs. Training materials must meet Canadian accessibility, formatting, and Learning Management System (LMS) requirements.
The ideal candidate will have a proven track record of delivering technical training in complex, regulated, defence, telecommunications, or other mission-critical environments.
Key Responsibilities
Training Framework & Development
- Develop comprehensive training frameworks and development plans for:
- LEO Mission and Network Operations
- User Terminal operations and field maintenance
- Business Support Systems
- Develop training based on agreed mission, system configuration, operational use cases, and scenarios.
- Translate technical system requirements and operational procedures into clear and structured learning objectives and curricula.
- Establish training approaches that support operational readiness and effective knowledge transfer.
Mission & Network Operations Training
- Develop curriculum covering the fundamentals of LEO satellite systems and mission operations.
- Develop training covering portal and API functionality, network monitoring, reporting, and operational workflows.
- Create training for mission planning, routine operations, system control, and operational procedures.
- Develop hands-on and scenario-based exercises to support operator proficiency.
User Terminal Training
- Develop training for User Terminal configuration, components, deployment, and commissioning.
- Create training covering UT operations, stowage, safety procedures, troubleshooting, and field maintenance.
- Develop training for field-replaceable and field-swappable components.
- Tailor training programs to each User Terminal type identified for the program.
Instructional Design & Training Materials
- Design structured, repeatable, and engaging self-paced and instructor-led training programs.
- Develop training materials using formats such as PowerPoint, e-learning, interactive content, and immersive video.
- Ensure training materials can be deployed remotely and installed within the required IT infrastructure and LMS environment.
- Develop instructor guides, student materials, presentations, demonstrations, exercises, assessments, and supporting documentation as required.
- Apply adult learning principles and instructional design best practices throughout the training lifecycle.
Accessibility & Standards
- Ensure web-based and digital training materials comply with applicable Canadian accessibility requirements, including CAN/ASC – EN 301 549:2024.
- Develop training materials in English and ensure they meet required accessibility and formatting standards.
- Use CFITES (A-P9-050-000/PT-006) as a reference for training development where applicable.
- Ensure training content is suitable for deployment within government and defence IT environments.
Instructor-Led Training
- Plan and deliver instructor-led training for operators and Canadian Armed Forces personnel.
- Deliver classroom, hands-on, and practical training at contractor and DND facilities.
- Support over-the-air (OTA) satellite training and hands-on operation of fully functional User Terminals.
- Coordinate training schedules, course logistics, training environments, and required equipment.
- Adapt delivery approaches to accommodate different levels of technical experience and operational responsibility.
Review & Continuous Improvement
- Submit training materials for customer review and approval before training delivery.
- Incorporate customer feedback and required changes into training materials.
- Maintain and update training content as systems, processes, and operational requirements evolve.
- Support additional training sessions and training serials as required.
- Continuously evaluate training effectiveness and identify opportunities for improvement.
Education & Experience
- Bachelor's degree in Education, Instructional Design, Adult Learning, Communications, or a related discipline.
- Master's degree is considered an asset.
- Professional training or instructional design certification such as CTDP, CPTD/ATD, or equivalent is an asset.
- Minimum 8+ years of experience in instructional design, technical training, and training delivery.
- Demonstrated experience leading end-to-end curriculum development and training programs.
- Proven experience developing and delivering technical or systems training in complex, regulated, defence, telecommunications, aerospace, or other mission-critical environments.
- Experience supporting government or defence customers is highly desirable.
- Experience with satellite communications, network operations, telecommunications systems, or User Terminal equipment is an asset.
- Strong understanding of instructional design methodologies and adult learning principles.
- Experience with LMS platforms and e-learning/authoring tools such as Articulate, Adobe Captivate, iSpring, or equivalent.
- Working knowledge of accessibility standards, including CAN/ASC – EN 301 549:2024, is an asset.
- Familiarity with defence training frameworks such as CFITES is an asset.
- Strong verbal and written communication skills.
- Ability to communicate complex technical concepts effectively to both technical and non-technical audiences.
- Strong presentation, facilitation, and stakeholder management skills.
- Ability to work independently while collaborating effectively within small, high-performing, multidisciplinary teams.
- Flexible, proactive, and open-minded approach with strong interpersonal skills.
Security & Language Requirements
- Eligibility to obtain and maintain a Government of Canada Secret security clearance.
- Eligibility for Controlled Goods Program (CGP) registration.
- Fluent English is required.
- French language proficiency is considered an asset.
Decision Making & Collaboration
- Work under the general direction of the GTM PMO & Business Operations Head.
- Operate independently while maintaining alignment with program objectives, customer requirements, and approved training plans.
- Collaborate with engineering, systems, operations, program management, commercial, and training teams.
- Interact directly with government and defence stakeholders and technical authorities as required.
- This position has no direct reports but requires strong leadership, facilitation, coordination, and stakeholder management capabilities.
