Senior Oracle Developer (ID#5580)

New Value Solutions is recruiting experienced Senior Oracle Developers to support Government of Canada IT consulting engagements focused on enterprise application development, database modernization, systems integration, and digital transformation.

We are seeking accomplished Oracle Developers with demonstrated experience designing, developing, optimizing, and maintaining complex Oracle database solutions within large enterprise environments.

Responsibilities:

• Design, develop, test, and maintain Oracle database applications, PL/SQL packages, stored procedures, functions, triggers, and related database components.
• Develop and optimize complex SQL queries, database objects, and data processing routines to support enterprise applications and business requirements.
• Analyze business and technical requirements and translate them into database designs, development specifications, and application enhancements.
• Support database design activities, including logical and physical data structures, schemas, tables, views, indexes, and relationships.
• Develop and maintain data integration processes, interfaces, and data transformation routines across enterprise systems.
• Conduct SQL and PL/SQL performance tuning, query optimization, and troubleshooting to improve application and database performance.
• Support database modernization, application upgrades, data migration, and integration initiatives.
• Collaborate with business analysts, solution architects, database administrators, application developers, and testing teams to deliver reliable technical solutions.
• Develop unit tests, support system and integration testing, and resolve defects throughout the software development lifecycle.
• Apply secure coding practices, database development standards, version control, and change management procedures.
• Prepare technical specifications, database documentation, implementation procedures, and operational support materials.
• Provide technical analysis, troubleshooting, and production support for Oracle-based enterprise applications.

Requirements:

• Extensive professional experience in Oracle database development and enterprise application development.
• Advanced proficiency in Oracle SQL and PL/SQL, including packages, stored procedures, functions, triggers, and complex queries.
• Demonstrated experience developing, maintaining, and optimizing Oracle database applications within large, complex IT environments.
• Strong understanding of relational database design, data modelling, normalization, indexing, and database performance optimization.
• Experience developing database interfaces, data integration routines, and data transformation processes.
• Experience with Oracle Database technologies and tools such as Oracle SQL Developer, SQL*Plus, or comparable development environments.
• Strong experience troubleshooting database application issues, optimizing SQL execution plans, and resolving performance bottlenecks.
• Knowledge of software development methodologies, version control, testing practices, and application deployment processes.
• Experience working with business analysts, application developers, database administrators, and technical architects on enterprise technology projects.
• Strong analytical, problem-solving, communication, and technical documentation skills.
• Relevant post-secondary education in Computer Science, Information Technology, Software Engineering, or a related discipline, or an equivalent combination of education and experience.

Preferred Qualifications:

• Previous experience providing Oracle development services to Government of Canada departments or agencies.
• Experience supporting large-scale public sector application modernization, database migration, or enterprise systems implementation initiatives.
• Oracle Database SQL, PL/SQL, or other relevant Oracle certifications.
• Experience with Oracle Database 19c or newer versions.
• Experience with Oracle Forms, Oracle Reports, Oracle APEX, or other Oracle application development technologies.
• Experience with Oracle data modelling tools, including Oracle SQL Developer Data Modeler or comparable platforms.
• Experience developing or supporting ETL processes, data migration utilities, and enterprise data integration solutions.
• Experience working with Oracle databases deployed in cloud, hybrid, or on-premises enterprise environments.
• Familiarity with database security, access controls, auditing, and data protection requirements.
• Experience working within formal government development, documentation, and change management frameworks.
• Existing Government of Canada Reliability Status or Secret security clearance.
