New Value Solutions, a national IT consulting company, is seeking a Senior Program Manager to lead large, complex technology initiatives from inception through implementation and transition to operations.
The successful candidate will combine strong project and program management discipline with product management experience to align business and technology stakeholders, manage multiple interdependent workstreams, and deliver measurable business outcomes. This role requires experience adapting waterfall, Agile, and hybrid delivery approaches, along with strong executive communication skills and the ability to bring structure and clarity to complex programs.
Responsibilities
- Lead end-to-end delivery of large, multi-project initiatives and programs, from initiation and business case through planning, execution, implementation, cutover, stabilization, and closure.
- Select, tailor, and apply the appropriate delivery methodology (waterfall, Agile, or hybrid) for each initiative, and enable teams to work effectively within the chosen approach.
- Develop and maintain the integrated program roadmap and delivery plan across projects, workstreams, product teams, vendors, and business areas, including milestones, critical path, and release plans.
- Establish and operate program governance, including steering committees, decision forums, status reporting, scope and change control, stage-gate readiness, and escalation paths.
- Apply product management practices to define product vision, roadmaps, and outcomes in partnership with business owners, and prioritize the backlog based on user impact, business value, and technical feasibility.
- Translate business objectives into clear scope, requirements, epics, and acceptance criteria, and ensure traceability from business intent to delivered capability.
- Manage program financials, including budget planning, forecasting, tracking of actuals, and variance reporting, and support funding requests and business case updates.
- Proactively identify and manage risks, issues, assumptions, and dependencies (RAID) across projects and teams, driving mitigation plans and timely escalation.
- Manage vendor and partner delivery, including statements of work, deliverable acceptance, and performance management.
- Prepare and deliver clear, tailored communications for all audiences, from day-to-day guidance for working-level teams to concise executive briefings, dashboards, and decision papers for senior leadership.
- Facilitate planning sessions, backlog refinement, sprint and release reviews, and cross-team (PI or quarterly) planning, as well as traditional project planning and milestone reviews.
- Define success metrics and benefits, and track benefits realization through implementation and transition to business owners.
- Lead organizational change and business readiness activities, including stakeholder impact assessment, training, communications, and operational handover.
- Produce and maintain program artefacts, including charters, integrated plans, roadmaps, RAID logs, status reports, decision logs, and lessons learned, in line with WorkSafeBC delivery standards.
Requirements
- 10+ years of experience in project and/or program management, including 5+ years leading large, complex technology initiatives or programs with multiple interdependent projects or workstreams.
- 3+ years of product management or product ownership experience, including defining product vision, roadmaps, and prioritized backlogs.
- Demonstrated experience delivering initiatives using both traditional (waterfall) and Agile methods, and selecting or blending approaches to suit the initiative.
- Project Management Professional (PMP) or equivalent program/project management certification.
- Strong program governance, integrated planning, financial management, risk and dependency management, and vendor management skills.
- Excellent written and verbal communication skills, with proven ability to tailor messaging for working-level teams and senior executive audiences.
- Strong facilitation, negotiation, and stakeholder management skills, with the ability to influence across business and technology teams in a matrix organization.
- Ability to bring structure and clarity to ambiguous problem spaces and move teams from uncertainty to clear plans, decisions, and accountability.
- Proficiency with project and Agile delivery tools (e.g., Microsoft Project, Azure DevOps, Jira, Smartsheet).
- Undergraduate degree in Business, Computer Science, Engineering, or a related discipline (an equivalent combination of education and experience may be considered).
