About The Role
The key aim in the role as an MEP Technical Services Manager with OCS Technical Services is to support, review and guide the development of Mechanical, Electrical and Public Health (MEP) engineering solutions, identify opportunities and risks within projects, and ensure the efficient delivery of compliant, innovative and best value technical solutions. The successful candidate will be required to travel between the London and Bristol corridor / surrounding areas.
As a business that operates across multiple sectors, we become involved in projects at varying stages of design maturity and delivery. Therefore, we require knowledgeable and pragmatic individuals who can effectively review, challenge and develop engineering solutions whilst ensuring compliance, quality and best value outcomes.
The projects we undertake are of a diverse nature ranging from and including new build, refurbishment, fit-out, infrastructure, renewable energy, building services upgrades and complex engineering projects. The key function of the role is to manage and support the technical services elements of prospective and secured projects, working collaboratively with design consultants, contractors, suppliers and internal teams to define efficient, innovative, compliant and deliverable engineering solutions.
Key Responsibilities
With a background in Mechanical, Electrical or Building Services Engineering, you'll take on the role of leading and managing the technical services aspects of projects through pre-construction, design development, procurement, construction, commissioning and handover. You'll influence project outcomes through informed technical decision-making, ensuring engineering excellence whilst minimising risk and maximising value.
- Working with the Technical Services Director and project teams to effectively implement technical services management across single or multiple projects, depending on scale and complexity.
- Review and challenge mechanical, electrical and public health designs, drawings, calculations and technical submissions to identify compliance issues, coordination concerns, value engineering opportunities and potential project risks.
- Coordinate with project leads, consultants and specialist subcontractors to ensure the technical requirements of the project are fully understood and delivered.
- Support and implement technical strategies during pre-qualification, bid and tender stages.
- Clarify and articulate to the OCS team a clear understanding of the client's technical requirements, performance criteria and project objectives from the outset.
- Provide the capability to identify technical, operational, programme, commercial and compliance risks and develop practical solutions to mitigate them.
- Manage, coordinate and liaise with internal and external design teams throughout project development to ensure client requirements and engineering standards are achieved.
- Providing leadership and technical direction to consultants, specialist contractors and internal project teams throughout project development and delivery.
- Lead design reviews and technical workshops to ensure building services are fully coordinated with architectural, structural and specialist systems.
- Review contractor design submissions, technical queries, commissioning strategies and installation methodologies to ensure compliance with Building Regulations, the Building Safety Act, project specifications and client requirements.
- Promote innovative, sustainable and energy-efficient engineering solutions that support Net Zero ambitions, carbon reduction objectives and whole-life asset performance throughout project development.
- Support project teams through installation, testing, commissioning, witnessing and handover activities.
- Contribute to project presentations, technical interviews, client meetings and bid submissions.
- Establishing and maintaining OCS technical standards and engineering best practice.
- Reviewing regional project designs to ensure consistency and compliance.
- Developing and implementing company-wide technical standards, specifications and design best practice guidance across the Technical Services business.
- Supporting lessons learned and continuous improvement initiatives.
- Acting as the escalation point for complex MEP design challenges.
Key Communications And Relationship Skills
You'll be engaging with clients, consultants, supply chain partners, subcontractors and internal delivery teams to develop engineering solutions and project delivery strategies. Therefore, confidence in communicating clearly, whilst understanding differing project priorities and stakeholder objectives, is essential in providing a successful technical services function.
As such, some exposure or experience in producing, understanding and challenging the following is advantageous.
- Managing the development, review and approval of MEP design information.
- Producing and managing technical risk and opportunity registers.
- Identifying and promoting positive health, safety and sustainability strategies throughout project development and delivery.
- Reviewing compliance with Building Regulations, British Standards, CIBSE guidance and industry best practice.
- Forming strong working relationships with clients, consultants, statutory authorities and key supply chain partners.
- Supporting BIM and digital engineering activities, coordinating multidisciplinary design reviews and resolving interdisciplinary design clashes.
- Managing technical submittals, RFIs, commissioning plans and handover documentation.
- Leading internal and external design, technical and project coordination meetings.
- Providing technical guidance and mentorship to project teams.
Key Skills And Professional Experience
All the responsibilities, experience and technical expertise outlined above will likely have been developed through years of experience within Building Services Engineering, Construction Contracting, Specialist MEP Contracting, Consultancy or Client-Side Estates environments. Some of our fundamental requirements are:
- Experienced knowledge of mechanical, electrical and public health building services systems.
- Strong understanding of MEP design development, coordination and construction interfaces.
- Knowledge and understanding of project delivery processes from pre-qualification, tender and design stages through to construction, commissioning and handover.
- Working knowledge of UK Building Regulations, British Standards and CIBSE guidance.
- Working knowledge of RIBA Plan of Work design stages and technical approvals processes.
- Experience of Design & Build and traditional procurement routes.
- Ability to review and challenge consultant and contractor design submissions.
- Experience of commissioning, testing and handover processes for building services systems.
- Ability to prioritise workload and manage multiple projects simultaneously.
- Ability to manage multiple stakeholders and work to challenging deadlines.
- Strong written and verbal communication skills with the ability to communicate at all levels and represent the business professionally.
- Excellent client-facing and stakeholder management skills.
- Contracting, consultant or specialist subcontractor background.
- Degree, HNC or HND in Mechanical Engineering, Electrical Engineering or Building Services Engineering, or equivalent experience.
- Membership of a recognised engineering institution (CIBSE, IET, IMechE or equivalent), with Chartered Engineer status or demonstrable progression towards Chartered status desirable.
- Commensurate IT skills (Word, Excel, PowerPoint, Projects, Teams, SharePoint, AutoDesk, Revit, Navisworks and BIM platforms).
- Commercial awareness together with Construction HSEQ knowledge and understanding.
