The Ombudsman is an independent, non-partisan Officer of the Ontario Legislature whose role is to ensure that the provincial government and broader public sector serve people fairly, transparently, and respectfully.
The Office of the Ontario Ombudsman reviews and resolves complaints about the administrative decisions and actions of more than 1,000 public sector and government bodies, in addition to French language services and the child protection sector.
About the role
The Programmer Analyst supports the reliable, secure and effective operation of the Office’s information technology and communications environment. The role administers and supports cloud services, identity and access, end-user devices, business applications, networks, collaboration tools and related systems, helping Ombudsman staff serve the public efficiently.
Working within a collaborative IT team, the Programmer Analyst provides hands-on technical support and contributes to the administration, improvement and modernization of the Office’s technology services. The successful candidate will develop expertise in one or more areas, act as an internal subject matter resource, recommend practical solutions, document standards and procedures, and share knowledge with colleagues and users.

Key Responsibilities
- Analyze business requirements and translate them into technical solutions and Administer, maintain, and support the organization’s hybrid and cloud-based technology environment, with a primary focus on the Microsoft 365 ecosystem.
- Manage identity and access services, including Microsoft Entra ID administration, user provisioning, authentication, and security controls.
- Oversee endpoint and mobile device management through Microsoft Intune, ensuring compliance, security, and device lifecycle management.
- Support and maintain Windows 11 devices and Microsoft 365 applications across the organization.
- Administer and support Microsoft Teams, SharePoint, and OneDrive to enable collaboration and information sharing.
- Manage application deployment, software updates, and patch management processes.
- Support and maintain network infrastructure, VPN connectivity, and VoIP services to ensure reliable and secure operations.
- Monitor security events, respond to incidents, and implement measures to protect organizational technology assets.
- Collaborate with vendors and contractors on technology acquisitions, implementations, and related projects.
- Contribute to project activities including requirements gathering, solution evaluation, testing, deployment, and implementation.
- Develop and maintain technical documentation, standards, and procedures.
- Provide technical guidance, training, and end-user support to promote effective use of technology solutions.
What you will bring
Required skills and competencies:
- Five or more years of progressively responsible experience administering and supporting enterprise information technology services in a Microsoft 365 and Windows environment.
- A university or college credential in computer science, information technology, cybersecurity, network infrastructure or a related field, or an equivalent combination of education and experience.
- Hands-on experience administering Microsoft 365 services, including Microsoft Entra ID, Exchange Online, Teams, SharePoint Online and OneDrive.
- Experience managing Windows or iOS endpoints with Microsoft Intune, including device enrolment, configuration and compliance policies, application deployment, patching and Windows Autopilot.
- Knowledge of modern identity and security practices, including multi-factor authentication, Conditional Access, least privilege, privileged access, endpoint detection and response, vulnerability remediation, data protection and Zero Trust principles.
- Hands-on cybersecurity experience, including security monitoring, incident response, vulnerability remediation and endpoint protection.
- Ability to automate routine administration and reporting using PowerShell and Microsoft Graph.
- Strong analytical, documentation and service-management skills, including experience with incident, problem, change, asset and configuration management practices.
- Strong interpersonal and written communication skills, with the ability to explain technical issues clearly, provide user training, collaborate with colleagues and vendors, and manage competing priorities with limited supervision.
Preferred Qualifications
- Experience administering VMware ESXi virtualization environments, Windows Server, and on-premises Active Directory.
- Experience supporting network, firewall, secure remote access, VPN, Wi-Fi, VoIP and related infrastructure.
- Experience troubleshooting business applications and integrations, working with relational databases and SQL, and supporting backup, recovery and business continuity processes.
- Experience with Fortinet technologies.
- Familiarity with APIs, scripting, workflow automation or low-code tools.
- Relevant current certifications in Microsoft 365, Azure, security, networking or IT service management.
