Position Summary
The Senior Manager, Risk, Analytics, and Technology Enablement is a strategic leadership role responsible for advancing the College's ability to protect the public and improve regulatory outcomes through the effective use of risk intelligence, analytics, data governance, and technology. Reporting to the Director, Corporate Services, the position leads the Information Technology and Information and Data Management teams and is accountable for developing the capabilities, frameworks, and systems that support evidence-informed decision-making, effective technology services and risk-informed, outcome-focused regulation, and continuous improvement in support of the College’s public protection mandate.
The Senior Manager also provides strategic leadership for technology enablement, ensuring that information systems, data assets, and technology solutions support organizational priorities and evolving regulatory needs. Through the integration of risk analysis, analytics, data governance, and technology, the position strengthens the College's ability to understand and improve the performance of the regulatory system, demonstrate regulatory effectiveness, and adapt its approaches to better achieve public protection outcomes.
What you’ll do at OCP
Risk Intelligence & Program Oversight
- Lead program-level risk intelligence activities including the identification, assessment, monitoring, and communication of risks relevant to the College's public protection mandate.
- Develop and maintain regulatory risk frameworks, methodologies, and intelligence capabilities that support the proactive identification, assessment, and mitigation of risks to safe pharmacy practice and public protection.
- Partner with business areas to embed risk-informed decision-making into program design, delivery, and continuous improvement activities.
- Lead the development of predictive and early-warning intelligence capabilities to identify emerging risks, trends, and vulnerabilities affecting pharmacy practice and public protection outcomes.
- Conduct environmental scanning, trend analysis, and risk assessments to support strategic and operational decision-making.
- Ensure risk intelligence and evidence inform regulatory priorities, strategies, and interventions while maintaining focus on the College's public protection mandate.
- Collaborate with the Performance Reporting team to ensure risk and analytical evidence supports organizational evaluation, reporting, and continuous improvement activities.
- Develop, implement, and maintain evidence-based frameworks and methodologies for identifying, assessing, monitoring, and communicating risks relevant to the College's public protection mandate.
- Enable the College to better understand current and emerging risks, evaluate the effectiveness of regulatory strategies and interventions, and focus regulatory efforts where they can have the greatest impact on public protection outcomes.
Analytics & Decision Support Leadership
- Establish the College's analytical and evaluative methodologies, standards, and practices for decision support, business intelligence, and regulatory insight generation.
- Lead the generation of actionable insights in collaboration with business areas across the organization.
- Build predictive, prescriptive, and advanced analytics capabilities to support regulatory decision-making.
- Design and deliver analytical products, including dashboards, reports, models, and intelligence tools that translate data into meaningful insights.
- Lead the development and application of analytical models, business intelligence tools, and decision-support capabilities that transform data into actionable insights for regulatory and organizational decision-making.
- Partner with business areas to identify information needs and develop analytical and evaluative approaches that assess the effectiveness and impact of regulatory strategies, programs, and interventions.
- Provide independent advice and evidence-based recommendations to support strategic planning, program development, and operational decision-making that ultimately serve the public interest.
- Foster evidence-informed dialogue among regulatory programs and stakeholders through clear and transparent communication of analytical findings.
- Collaborate with the Performance Reporting team to ensure analytical evidence, methodologies, and insights are aligned and support organizational reporting and evaluation activities.
- Assess and communicate evidence regarding the effectiveness and impact of regulatory strategies, programs, and interventions to support outcome-focused regulation and continuous improvement.
Data Governance & Chief Data Stewardship
- Serve as the College's senior data steward, accountable for enterprise data architecture, governance, quality, standards, and taxonomy.
- Establish and enforce data governance policies, standards, frameworks, and quality requirements across the organization.
- Design and maintain enterprise data models supporting regulatory operations, registrant information, complaints, investigations, quality assurance, and other core business functions.
- Oversee data quality monitoring and remediation initiatives to ensure the accuracy, consistency, reliability, and integrity of data assets.
- Lead the development and implementation of the College's data strategy in alignment with organizational priorities and regulatory objectives.
- Collaborate with the Privacy Officer and other business areas to ensure appropriate privacy, security, classification, retention, and stewardship practices are incorporated into data governance and management activities.
- Promote a culture of data literacy, stewardship, and evidence-informed decision-making throughout the organization.
Technology Enablement & Digital Capability
- Provide strategic direction for technology, information, and digital capabilities that support risk-informed and outcome-focused regulation.
- Provide strategic direction and oversight to the Manager, Technology Enablement, ensuring technology priorities, investments, operations, and initiatives align with organizational objectives and business needs.
- Ensure the delivery of reliable, secure, and effective technology services, infrastructure, enterprise applications, and user support services that meet organizational needs and service expectations.
- Evaluate and recommend technology solutions that enhance analytical capability, regulatory effectiveness, and organizational performance.
- Support the implementation and optimization of analytical platforms, automation tools, data systems, and digital solutions.
- Champion innovation through the adoption of modern technology practices, including cloud-based solutions, APIs, advanced analytics, artificial intelligence, and intelligent automation.
- Provide strategic leadership regarding emerging technologies and innovation opportunities, directing the evaluation and adoption of technologies that improve regulatory effectiveness, decision-making, operational efficiency, and service delivery.
- Promote the effective integration of technology, data, information, and business processes across the organization.
Leadership & Management
- Provide leadership, direction, coaching, performance management and professional development to managers and staff within the teams.
- Manage departmental budgets and resources, ensuring effective and efficient use of financial, technological, and human resources.
- Foster a culture of collaboration, innovation, accountability, continuous learning, and service excellence.
- Recruit, develop, retain, and support high-performing employees, ensuring appropriate succession planning and capability development.
- Monitor departmental performance and identify opportunities to improve effectiveness, efficiency, and service delivery.
- Lead organizational and departmental change initiatives related to risk intelligence, analytics, data governance, technology, and process improvement.
- Build strong working relationships with internal and external stakeholders to advance strategic objectives and achieve desired outcomes.
What we’re looking for
- Demonstrated experience developing and applying risk assessment frameworks, methodologies, and intelligence capabilities, ideally within a regulatory, public-protection, healthcare, or compliance-related environment.
- Strong track record leading business intelligence, analytics, evaluative, or decision-support functions, including translating data into actionable insight for non-technical audiences.
- Solid working knowledge of information technology, including systems architecture, enterprise applications, integrations, cybersecurity principles, and vendor management, sufficient to provide strategic leadership and informed oversight of technology functions.
- Experience with data governance, data quality management, data stewardship, and enterprise data modelling concepts.
- Exposure to predictive and prescriptive analytics methodologies and familiarity with emerging technologies such as cloud platforms, APIs, artificial intelligence, intelligent automation, and advanced analytics.
- Proven people leadership experience, including the leadership and development of multidisciplinary teams and leaders across multiple functional areas.
- Excellent ability to communicate complex technical, analytical, and risk-related concepts clearly to executives, Council, committees, and non-technical audiences.
- Strong strategic thinking, analytical, and problem-solving abilities, with the capacity to identify patterns, assess implications, and support complex decision-making.
- Demonstrated ability to build collaborative relationships and influence stakeholders across diverse business areas and levels of the organization.
- Experience leading organizational change and fostering adoption of new analytical, technological, and evidence-informed approaches.
- Commitment to ethical data practices, sound governance, transparency, accountability, and public protection.
- Familiarity with health profession regulation, professional self-regulation, or public-interest regulatory frameworks is an asset.
- Familiarity with outcome-based regulatory approaches, risk-informed regulation, collaborative regulation models, or evaluative approaches to regulatory effectiveness is an asset.
What experience we prefer
Education
- Degree in a related field such as Data Science, Statistics, Public Health, Business Analytics, Information Systems, Public Administration, Health Systems, or a related discipline. Post-graduate degree is considered an asset OR preferred.
Work Experience
- Minimum 8-10 years of progressive leadership experience related to analytics, data governance, risk analysis, and technology enablement, ideally experience in regulatory oversight.
