Overview

Are you passionate about building modern, people-centered workplace experiences? Join our People & Culture team and play a key leadership role in shaping how we support, engage, and empower our workforce.

Reporting to the Director, People & Culture, the Manager, People Operations leads a team responsible for compensation, total rewards, HR systems, payroll, people data, and employee lifecycle services. This role combines strategic leadership with operational excellence to deliver innovative, efficient, and employee-focused HR services.

As a member of the People & Culture leadership team, you will drive HR transformation initiatives, leverage technology and AI-enabled solutions, and enhance the employee and leader experience across the organization. Working closely with leaders in a unionized environment, you will help shape programs, systems, and processes that support organizational success while fostering a culture of inclusion, innovation, and continuous improvement.

Responsibilities

Provide leadership aligned with People & Culture goals and objectives to enable excellent client support for key operational processes related to the employment lifecycle.
Lead the organization's HCM systems and HR technology roadmap, including system implementations, business requirements gathering, process documentation, reporting, analytics, and governance. Drive continuous improvement and digital transformation initiatives that enhance the employee and people leader experience through data-driven and AI-enabled solutions. Provide leadership and oversight to the
People & Culture Business Analyst and support the effective delivery of HR systems and processes across the organization.
Oversee payroll processing, pension, and benefits administration.
Oversee job evaluation for unionized and non-represented roles, conducting thorough evaluations of OEB positions to ensure consistency, fairness, and alignment with organizational standards.
Oversee incentive pay for performance, merit programs, salary adjustments.
Create and manage policies to ensure effective program administration, maintaining compliance with collective agreements and legislation (e.g., pay equity, ESA) while offering competitive packages for employees.
Oversee HR transactional processes, ensuring accurate and compliant execution of changes (e.g., new hires, terminations, wage adjustments, transfers) in accordance with policies and procedures.
Oversee HR systems release management, including testing, change management, stakeholder communications, and implementation of system updates. Ensure effective controls and governance, resolve system issues, and drive continuous improvements to enhance functionality, user experience, and operational performance.
Liaise with vendors for pension, benefits and insurance plans, benchmarking data.
Lead the delivery of annual compensation programs and collective agreement wage increases, ensuring accurate implementation, regulatory compliance, and continuous process improvement.
Leads and coaches the People & Culture Operations team to productively meet defined goals and service standards.
This role will oversee the following roles on the People & Culture Team:
- Payroll, Specialist
- People and Culture Business Analyst
- Total Rewards Lead
- HR & Payroll Coordinator
Work closely with People & Culture team members and OEB executive leadership committee to align Operations processes with organizational goals.
Liaise with internal stakeholders to provide expertise and guidance on various compensation topics and issues.

Qualifications

Post-Secondary Degree/Diploma in Human Resources, Business, or a related field
CEBS and Payroll Designation or a post graduate degree is considered an asset.
7 + years of progressive HR Operations experience
Certified Human Resource Leader (CHRL) designation preferred.
Demonstrated experience leading and managing a team of HR Operations professionals
Must have a good understanding of HR delivery service administration including managing payroll and benefits programs, experience managing third party payroll services is highly preferred.
A high level of functional HR knowledge supporting data exploration and trend analysis, with the ability to develop meaningful recommendations from data analyses.
Advanced knowledge of compensation and payroll practices.
Experience with job evaluation methodologies
Expert knowledge of HR Systems, significant experience with Cloud-based ERP/HCM solutions (e.g. Workday or SuccessFactors) is preferred
Data driven mindset with experience in HR reporting and analytics.
Excellent communication, organizational, and leadership skills,
Proven skills in influencing building rapport and stakeholder relations.
Proficient knowledge of Microsoft Office (Word, Excel, PowerPoint), Teams.
Strong practical knowledge of ESA, Human Rights, Pay Equity, and other related legislation and regulations.
Experience in a public sector unionized environment is preferred.
