POSITION SUMMARY
Reporting to the Head of IT and Security, the Senior Business Analyst helps OSBIE improve how it serves members and internal teams by translating business needs into effective technology, process, and operational solutions. Working collaboratively across business units, the Senior Business Analyst leads requirements gathering, process improvement, solution definition, system enhancements, and business initiatives from concept through implementation.
As a member of the IT and Security team, the Senior Business Analyst establishes business analysis standards, develops business cases, and ensures requirements are clear, complete, and traceable. The role brings together business, technology, privacy, security, and regulatory considerations at the outset of each initiative, helping ensure solutions are practical, sustainable, secure, and aligned with organizational priorities.
KEY RESPONSIBILITIES
Portfolio Intake and Business Case Development
- Assess and qualify new requests from IT and Operations, clarify the underlying business problem, and evaluate whether the appropriate approach is to fix, buy, build, enhance, or discontinue.
- Develop business cases that outline options, costs, benefits, risks, dependencies, and recommended approaches for Leadership Team consideration.
- Define project scope, objectives, success criteria, expected outcomes, and measurable benefits before initiatives proceed.
- Support prioritization of the combined IT and Operations portfolio against strategic priorities, organizational capacity, risk, and business value.
- Identify dependencies, constraints, and potential risks early in the initiative lifecycle.
Requirements and Solution Definition
- Lead requirements elicitation through interviews, workshops, job shadowing, surveys, process observation, and document review.
- Develop clear, comprehensive, and traceable business analysis deliverables, including Business Requirements Documents (BRDs), user stories, use cases, functional and non-functional requirements, process models, and acceptance criteria.
- Maintain requirements traceability from the original business need through solution design, development, testing, implementation, and release.
- Define non-functional requirements in collaboration with IT and Security, including access roles, data classification, retention, privacy, availability, audit logging, business continuity, and recovery objectives.
- Facilitate review and validation of proposed solutions with architects, developers, vendors, and business stakeholders to ensure solutions meet business needs.
- Identify gaps, assumptions, dependencies, and potential impacts associated with proposed solutions.
Operational Process Improvement
- Analyze and document current-state and future-state processes using Business Process Model and Notation (BPMN) across areas such as Claims, Risk Management, Underwriting, Finance, and Member Services.
- Identify bottlenecks, duplicate effort, unnecessary manual activities, inefficient handoffs, control gaps, and opportunities for standardization.
- Quantify the operational impact and cost of identified issues and opportunities.
- Recommend process improvements and automation opportunities, including workflow automation, Power Automate, system integrations, and other technology-enabled solutions.
- Develop standard operating procedures, process controls, RACI (Responsible, Accountable, Consulted, Informed) matrices, and other supporting documentation for redesigned processes.
- Establish and monitor operational KPIs before and after implementation to assess whether improvements have delivered the intended results.
Systems Delivery, Integration and Testing
- Support the implementation, enhancement, upgrade, and integration of business systems, including the member portal, staff intranet, claims and policy administration systems, document management, ERP, CRM, and data lake environments.
- Analyze system interfaces, data flows, integrations, and data mappings and support the resolution of data quality and integration issues.
- Develop and coordinate User Acceptance Testing (UAT), including test strategies, scenarios, scripts, defect tracking, triage, and go/no-go recommendations.
- Validate data migration, system configuration, business rules, and interfaces prior to implementation.
- Support cutover planning, implementation activities, and post-go-live hyper care to ensure a smooth transition and timely resolution of issues.
- Identify opportunities to improve system usability, efficiency, data quality, and user experience.
Data, Reporting and Analytics
- Gather reporting and analytics requirements and establish clear KPI definitions, measurement methodologies, and data ownership.
- Collaborate with the data team to develop, validate, and enhance business intelligence reports and dashboards.
- Support data governance activities, including business glossaries, data lineage, data ownership, and data quality standards.
- Analyze data to identify trends, opportunities, risks, and operational improvements.
- Translate complex analytical findings into clear, practical recommendations for managers and executives.
Vendor, Risk and Compliance Support
- Develop business and technical requirements for Requests for Proposal (RFPs), evaluate vendor responses, and participate in demonstrations, evaluations, and reference checks.
- Collaborate with IT and Security on third-party risk assessments, privacy impact assessments, and contractual requirements related to data residency, privacy, breach notification, security, and audit rights.
- Assess proposed uses of artificial intelligence tools against the organization’s AI governance requirements and applicable risk considerations.
- Ensure business and technology solutions appropriately address audit, privacy, security, and regulatory expectations, including PIPEDA and FSRA requirements.
- Maintain appropriate documentation and evidence of key decisions, approvals, requirements, controls, and compliance considerations.
Change Management, Leadership and Practice Development
- Support stakeholder engagement, communications, training, and adoption activities associated with new processes, systems, and organizational changes.
- Establish and maintain business analysis standards, templates, methodologies, and a centralized requirements repository.
- Promote consistent business analysis practices across projects and initiatives.
- Coach and provide guidance to junior analysts, project coordinators, and business subject-matter experts on business analysis practices and requirements development.
- Facilitate discussions among business and technical stakeholders and influence outcomes without direct authority.
- Provide clear reporting on project status, risks, issues, dependencies, decisions, and emerging concerns to project sponsors and steering committees.
- Contribute to the continuous improvement of the organization’s project delivery and business analysis capabilities.
QUALIFICATIONS
Education
- Bachelor’s degree in Business Administration, Information Systems, Computer Science, Finance, Actuarial Science, Engineering, or a related field; or an equivalent combination of education and relevant experience.
Experience
- 6 or more years of progressive experience in business analysis, including at least 3 years leading analysis activities on complex or cross-functional initiatives.
- Demonstrated experience delivering both operational process improvement and technology implementation initiatives from analysis through implementation.
- Experience working in a regulated environment, preferably insurance, financial services, or the public sector.
- Experience working collaboratively with business leaders, technical teams, vendors, and external partners.
- Demonstrated experience translating complex business needs into practical, sustainable solutions.
Assets
- Certified Business Analysis Professional (CBAP) or Certification of Capability in Business Analysis (CCBA) through IIBA.
- IIBA Agile Analysis Certification (IIBA-AAC).
- Project Management Professional (PMP), PMI Professional in Business Analysis (PMI-PBA), Certified ScrumMaster/Product Owner, or Lean Six Sigma Green Belt.
- Experience with data lake, data warehouse, or enterprise data initiatives.
- Experience with Microsoft Power Platform and workflow automation.
Success in the role will be demonstrated through:
