Responsibilities
- Perform high-level analysis of functional and non-functional requirements and translate them into technical design documents.
- Identify gaps, risks, and opportunities across existing systems and proposed solutions.
- Develop and present technical solution options, evaluating each for feasibility, scalability, cost, and alignment with business goals.
- Recommend the most suitable solution with supporting rationale, including analysis of library and plugin dependencies and documented upgrade paths.
- Create detailed design documentation and data flow diagrams that adhere to organizational standards and integrate with existing systems.
- Design, develop, unit test, and implement enhancements to existing systems and new custom applications or portals using traditional or low-code platforms.
- Produce unit test plans and test cases, conduct unit testing, and support integration testing.
- Deliver functional, reviewed source code and push it to Git repositories following branching and version control standards.
- Develop database DDL and DML scripts to build or update tables as required.
- Conduct code reviews to ensure code quality and maintainability, aligning with Government of Canada standards and organizational policies.
- Conduct root-cause analysis for production issues and provide and implement recommended fixes.
- Conduct knowledge transfer sessions and provide training materials and documentation so the team can maintain and enhance solutions post-deployment.
Qualifications
- 10+ years of experience as a Programmer Analyst developing enterprise-level, Java-based web applications that are multi-user, scalable, multi-tier, business-critical, and highly available, handle large data volumes, integrate with other systems, and include security features such as authentication, authorization, role-based access control, encryption, and auditing.
- 3+ years of experience in each of the following technologies developing web applications: J2EE, Spring Frameworks, SpringBoot, JSP, JMS, AJAX, JavaScript, JUnit, XML, JSON, SQL, Web Services (SOAP and RESTful), enterprise-level application servers, and OpenID Connect / OAuth 2.
- Experience developing web applications using Java 11 or higher.
- 3+ years of experience as a Programmer Analyst on teams with a minimum of three developers.
- 2+ years of experience translating complex business and technical requirements into systems design and specifications.
- 1+ years of experience providing operations support for enterprise-level web applications by investigating production issues, debugging application logic, and preparing database adjustments.
- Experience with PL/SQL, Oracle 14C (or greater) Application/WebLogic Server, Oracle 19C (or greater) Database, Struts, iText, Hibernate, and JQuery.
- Experience with Web Content Accessibility Guidelines (WCAG) 2.1 AA, the Web Experience Toolkit (WET), and Canadian Centre for Cyber Security guidelines.
- Experience with MS or Adoxio portals, ASP, .NET, C#, MS Power Platform (Model-Driven Applications, Canvas Applications, Power BI, and Power Automate), MS Azure DevOps, MS Visual Studio, MS Dynamics CRM v2104 or greater, MS Dynamics 365 workflows and plugins, SQL Server, SQL Server Reporting Services (SSRS), XrmToolBox, PowerShell, and Python.
- 6+ months of experience developing software in a team coding environment of at least three developers using Eclipse / MyEclipse integrated with a distributed source control system such as Git / GitHub.
