PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel - including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.

Reporting to the Commercial Manager (or Senior Commercial Manager), the Commercial Coordinator plays an integral role in driving commercial governance, financial control, and rigorous contract administration across PACT’s multi-asset infrastructure portfolio. This role is responsible for the day-to-day administration of subcontracts, progressive payment evaluations and certifications, commercial change management, cost reporting, and quantity verification. Collaborating seamlessly with project controls, procurement, field engineering, and site operations across airport sub-programs (including Airfield Civil & Electrical, Interim Infrastructure, and Terminal modernizations), the Commercial Coordinator safeguards contract compliance, mitigates commercial risk, and maintains transparent reporting within an active, critical aviation operating environment.

KEY RESPONSIBILITIES

Review, evaluate, assess, and certify monthly progress applications for payment from trade contractors and suppliers, performing quantity take-offs and verifying site milestones in strict alignment with contract terms.
Administer commercial change control processes, including logging, reviewing, analyzing, and negotiating Requests for Information (RFIs), Change Orders, Potential Change Notices (PCNs), compensation events, and delay claims.
Maintain comprehensive, audit-ready commercial registers for payment certificates, change notices, subcontract commitments, instructions, and contractual amendments.
Support the Commercial Manager with monthly cost forecasting, accruals, cash flow projections, cost variance analysis, and internal/external commercial reporting across assigned packages.
Interface directly with field engineering and construction inspection teams to physically validate on-site progress against submitted payment applications, bills of quantities, and schedule milestones.
Draft formal commercial and contractual correspondence, payment notices, certificates of completion, and dispute notices in compliance with contractual provisions and statutory requirements.
Enforce subcontract compliance regarding holdbacks, back charges, statutory declarations, insurance renewals, and WSIB clearance certificates.
Support procurement and commercial packaging, including scope of work alignment, bid analysis, commercial leveling, and subcontract drafting/execution.
Participate actively in commercial, progress, and risk review meetings with trade partners and project stakeholders, documenting commercial action items and mitigating potential cost and schedule exposure.

QUALIFICATIONS, SKILLS, KNOWLEDGE & COMPETENCIES

Post-secondary degree or diploma in Construction Management, Quantity Surveying, Civil Engineering, Construction Law, or a related discipline.
2 to 5 years of hands-on commercial administration, quantity surveying, or project coordination experience supporting major civil infrastructure, transit, rail, aviation, or large-scale multi-disciplinary construction programs.
Proven expertise in administering subcontracts, preparing and certifying progress payment applications, change management, cost reporting, and commercial governance.
Strong working knowledge of standard Canadian construction contracts (CCDC, bespoke Design-Build, or Target Price contracts) and prompt payment/holdback requirements under the Ontario Construction Act.
Familiarity with NEC contract suites (e.g., NEC3/NEC4) or other collaborative, target cost/risk-sharing delivery models is highly desirable.
Professional qualification or active pursuit of a recognized industry designation such as PQS (Professional Quantity Surveyor), CEC (Certified Estimating Consultant) via CIQS, MRICS (Royal Institution of Chartered Surveyors), CPCM (Certified Professional Contract Manager), P.Eng, or CET is considered a strong asset.
Proficiency in commercial management and project controls platforms (e.g., Viewpoint, SAP, Procore, Prolog, HeavyBid, or Smartsheet) alongside advanced MS Excel skills.
Strong technical acumen to interpret, cross-reference, and reconcile complex engineering drawings, contract specifications, and bills of quantities.
Demonstrated negotiation, analytical, and dispute resolution skills when interfacing with trade contractors and commercial stakeholders.
Excellent written and verbal communication skills with demonstrated ability to draft formal commercial notices, contractual correspondence, and executive-level cost summaries.
Experience operating within complex, live brownfield infrastructure or operational airport environments is a strong advantage.
