PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel - including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.
JOB SUMMARY
The Risk Manager plays a critical role in supporting the successful delivery of construction projects by identifying, assessing, and managing project risks throughout the PACT project lifecycle. This position works closely with project managers, estimators, health and safety teams, and senior leadership to ensure proactive risk mitigation strategies are in place, enabling informed decision‑making and enhancing project performance.
RESPONSIBILITIES
- Manage sub-program and project risk registers, maintaining an up-to-date record of identified risks and their mitigation strategies.
- Qualitative and quantitative risk analysis.
- Collaborate closely with the sub-program team to facilitate joint risk evaluation, fostering a culture of shared responsibility in identifying and addressing potential risks.
- Provide valuable input to the QCRA/QSRA process, contributing insights to inform target price and schedule decisions.
- Develop and implement strategies to proactively manage and mitigate risks throughout all phases of the project.
- Ensure compliance with risk management standards and procedures and contribute to continuous improvement initiatives.
- Support with other duties as needed.
WORKING CONDITIONS
The position will be based at our office in Mississauga, Ontario, with visits to the Airport site as required. Your work schedule will be Monday to Friday during regular office or site hours. At times, operational needs may require work outside these hours, with reasonable notice provided. All schedule or on call adjustments will comply with applicable employment standards legislation. It is mandatory for all employees to complete a Criminal Background Check and successfully attain a Restricted Access Identity Card (RAIC) upon joining the company.
DESIRED SKILLS, KNOWLEDGE, COMPETENCIES
- Bachelor’s degree in Civil Engineering, Construction Management, Risk Management, Finance, Business, or a related discipline. A Master’s degree in a relevant field is considered an asset.
- Professional designation or certification, such as P.Eng., PMP, PMI-RMP, AACE certification, CRM, or an equivalent recognized project/risk management qualification is preferred. Comparable current senior roles also identify certifications such as PMI-RMP, AACE and PMP as advantageous.
- Minimum of 8 years of progressive experience in project/program risk management, project controls, or the delivery of major capital projects, preferably within large-scale infrastructure, transportation, aviation, or complex construction environments.
- Demonstrated experience implementing and supporting project and program risk management frameworks throughout the project lifecycle, including risk identification, assessment, response planning, monitoring, reporting, and escalation.
- Strong experience developing, maintaining, and assuring project and program risk registers, including the identification and assessment of threats and opportunities, assignment of risk ownership, development of mitigation strategies, monitoring of actions, and assessment of residual risk.
- Demonstrated experience planning and facilitating risk identification workshops, risk reviews, interviews, and collaborative risk sessions involving multidisciplinary teams, contractors, consultants, clients, and senior stakeholders.
- Excellent facilitation, communication, presentation, and stakeholder-management skills, with the ability to engage effectively with technical teams, contractors, project leadership, executives, and other internal and external stakeholders.
- Ability to communicate complex technical and risk information clearly and concisely through risk reports, dashboards, presentations, and executive-level briefings.
- Strong practical experience conducting Qualitative and Quantitative Risk Analysis, including Quantitative Cost Risk Analysis (QCRA) and Quantitative Schedule Risk Analysis (QSRA), preferably using Monte Carlo simulation and other recognized risk-modelling techniques.
- Advanced proficiency with risk management and quantitative risk-analysis software, such as Safran Risk Manager, Safran Risk Analyzer, Primavera Risk Analysis (PRA), @RISK, or equivalent platforms.
- Ability to interpret quantitative risk-analysis results and translate complex risk information into clear, practical and actionable insights that support contingency development, management decision-making, and project delivery.
- Demonstrated understanding of the integration between risk management and other project controls disciplines, including cost management, scheduling, estimating, change management, commercial management, forecasting, and performance reporting.
- Solid understanding of construction and infrastructure project delivery, including experience with collaborative and progressive delivery models. Experience with Progressive Design-Build, Design-Build, P3, Alliance/IPD, CMAR, or similar alternative delivery models is considered an asset.
- Strong analytical, critical-thinking, and problem-solving capabilities, with demonstrated ability to identify emerging risks, challenge assumptions, evaluate uncertainty, and recommend appropriate risk-response strategies.
- Demonstrated ability to work collaboratively in a multidisciplinary project environment, while also exercising independent judgement, initiative, and accountability.
- Experience supporting or delivering major infrastructure or aviation programs is strongly preferred. Experience working within highly regulated, operationally complex, or safety-critical environments is also considered an asset.
- Proficiency in Microsoft Office, particularly Excel and PowerPoint. Experience with Power BI, Primavera P6, or other project-controls/data-visualization platforms is considered an asset.
