PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel - including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.
JOB SUMMARY
The Tunneling Project Manager will oversee design, construction and technical coordination across the Spring Creek Culvert Tunnels, which will function as a relief system to the existing triple box culvert serving the north airfield complex. Within the challenging operational environment of an active airfield, the twin water conveyance tunnels are proposed to be constructed beneath runways, taxiways, and critical airport infrastructure using mechanized Tunnel Boring Machine (TBM) methods, specifically micro-tunnelling techniques.
This role bridges engineering and field execution, providing leadership in design management, constructability reviews, stakeholder engagement, subcontractor management and delivery readiness to ensure safe, efficient, and compliant project execution.
RESPONSIBILITIES
- Lead and align multidisciplinary project teams comprised of internal resources and Joint Venture partners to achieve project objectives.
- Provide leadership and direction to Project Coordinators, Tunnel Engineers, Construction Superintendents, and other project personnel.
- Assume overall technical and commercial accountability for successful contract execution and delivery.
- Oversee all phases of tunnel construction, ensuring adherence to safety, quality, budget, and schedule requirements.
- Manage site operations, subcontractors, and field teams while coordinating closely with project engineers, designers, clients, and key stakeholders.
- Ensure full compliance with project specifications, contractual obligations, regulatory requirements, and industry standards.
- Monitor Tunnel Boring Machine (TBM) performance, analyze operational data, and implement corrective actions to optimize productivity and efficiency.
- Demonstrate strong leadership through clear communication of priorities, effective decision-making, proactive problem-solving, and issue resolution.
- Plan, coordinate, and oversee airside tunnelling, civil works, and associated construction activities.
- Foster a collaborative environment by empowering key team members and encouraging participation in project planning and decision-making.
- Promote and maintain a strong safety culture, ensuring consistent application of health, safety, and progressive discipline policies across all project activities.
- Ensure the successful delivery of all contractual obligations while meeting or exceeding client expectations and quality standards.
- Maximize project profitability while maintaining a strong commitment to safety, quality, and the company's overall business interests.
- Direct and manage projects from initiation through closeout, including workforce planning, subcontractor management, and overall project execution.
- Develop, review, and oversee project budgets, construction methodologies, schedules, work plans, and technical submittals.
- Lead the implementation and continuous improvement of the Occupational Health and Safety (OHS) program on site.
- Maintain a comprehensive understanding of tender documents, drawings, specifications, contract amendments, and project requirements to support successful project delivery.
- Oversee project documentation and controls, including correspondence, RFIs, submittals, NCRs, change management, and contract records.
- Ensure accurate preparation and maintenance of project closeout documentation, including as-built drawings, reports, presentations, and turnover packages.
- Support and participate in field activities and site operations as required to ensure project objectives are achieved.
- Assist in managing project budgets, mitigating risk exposure, and ensuring procurement and proposal development activities remain on schedule.
- Build and maintain effective working relationships with subcontractors, suppliers, vendors, clients, and consultants throughout the project lifecycle.
- Coordinate and integrate the efforts of owners, architects, consultants, contractors, and subcontractors to ensure successful project execution.
- Monitor construction progress, prepare regular performance reports, and lead project status meetings with clients, consultants, and project stakeholders.
- Maintain strict adherence to corporate quality assurance and safety management standards.
- Identify, evaluate, and implement innovative technologies, tunnelling techniques, and construction methodologies to improve productivity and project outcomes.
- Support the development of post-award execution plans, procurement strategies, project schedules, and cost control initiatives.
- Promote collaboration, innovation, continuous improvement, and knowledge sharing across project and program teams.
- Perform additional duties and responsibilities as required to support successful project delivery.
WORKING CONDITIONS
The position will be based at our office or site office in Mississauga, Ontario, with frequent visits to the Airport site as required. Your work schedule will be Monday to Friday during regular office or site hours. At times, operational needs may require work outside these hours, with reasonable notice provided. All schedule or on‑call adjustments will comply with applicable employment standards legislation. It is mandatory for all employees to complete a Criminal Background check and successfully attain a Restricted Access Identity Card (RAIC) and an Airside Vehicle Operator’s Permit (AVOP) upon joining the company.
DESIRED SKILLS, KNOWLEDGE, COMPETENCIES
- Bachelor’s or Master’s degree in Civil Engineering, Construction Management, or a related discipline.
- Professional Engineer (P.Eng.) and/or Project Management Professional (PMP) designation is considered a strong asset.
- Minimum 8 years of progressive experience managing the design and construction of major airfield, transportation, or civil infrastructure projects.
- 5+ years of experience delivering mechanized tunnelling projects utilizing Tunnel Boring Machines (TBM) and Micro TBM technologies.
- Strong working knowledge of Tunnel Boring Machine operations, tunnelling systems, and associated mechanical, civil, and geotechnical engineering principles.
- Extensive field experience in tunnelling operations, including Micro TBM, Slurry TBM, Earth Pressure Balance (EPB), and conventional mined tunnel construction methods.
- Demonstrated experience in tunnel excavation management, including both on-site supervision and remote performance monitoring.
- Minimum 5 years of experience in a Project Manager, Construction Manager, or equivalent leadership role within heavy civil construction, mining, underground infrastructure, or related sectors.
- Ability and willingness to work in active construction environments, including underground tunnel and confined-space settings.
- Advanced proficiency with Microsoft Office Suite, AutoCAD, and Bluebeam; experience with Primavera P6 scheduling software is considered an asset.
- Strong technical and commercial acumen, with the ability to assess engineering and construction decisions in relation to project cost, risk, schedule, and overall business objectives.
- Proven leadership capabilities with exceptional communication, coordination, stakeholder management, and team development skills.
- Experience utilizing project management, digital collaboration, and document control platforms within large-scale infrastructure projects.
- Demonstrated ability to manage multiple priorities in a fast-paced, complex project environment while delivering high-quality results.
- Strong commitment to health and safety, operational excellence, innovation, and continuous improvement.
- Valid driver’s license and eligibility for RAIC clearance and AVOP required.
