Here's how a Workforce Manager for Construction PCL Inc. within Montreal district contributes to our team:

Responsibilities

Extend offers and ensures that all related correspondence and onboarding requirements for crafts persons are met.
Actively sources candidates through a variety of channels to improve candidate quality and maintain a balanced pipeline of candidates for hard-to-fill roles.
Work closely with project team to review and understand project demands and needs.
Ensure that required safety training for new hires is complete and pre-employment testing is accurately completed.
Work with appropriate project and field team members to identify training needs and coordinate safety training for new hires on each jobsite.
Guide and coach supervisors through progressive disciplinary process for crafts persons, including the development and delivery of performance improvement plans and/or progressive disciplinary strategies on employee-relations issues up to and including termination.
As a key liaison with union representation, work with unions and management to resolve grievances, and investigate and evaluate union complaints for viability
Analyzes, understands, and handle labor agreements.
Advance issues that meet predefined criteria and uses judgment to assess risk and sensitivity to discern when to bring forward to labor relations management.
Advise management on matters related to the administration of contracts or employee discipline or grievance procedures.
Presents the position of the company during arbitration and/or other labor negotiations. Leads the collective bargaining team as the spokesperson for the management side.
Works with union to develop project labor agreements to establish rates, travel allowances and any other specific terms.
Lead all aspects of the administration and implementation of the drug and alcohol programs; this includes training, compliance, and substance abuse assistance.

Qualifications

Craftsperson certificate or bachelor’s degree in a related field preferred. Certificate in negotiation or equivalent experience preferred.
10 years of progressive experience in lead hand/foreperson role and/or labor relations or a related field preferred.
5+ years of supervisory experience.
Ability to effectively lead a team comprising of craft recruiters, workforce specialists, and workforce supervisors.
Seen as a trusted advisor with outstanding relationship leadership skills with the ability to establish and maintain effective relationships with key partners and handle confidential information.
Effective verbal and written communication skills with the ability to negotiate and present content and ideas that influence a favorable outcome.
Demonstrates knowledge and experience with full-cycle recruitment and development of talent acquisition strategies and Labor Market Impact Assessment (LMIA) applications.
Knowledge of Health, Safety, and Environment (HSE), Workers Compensation, and alcohol and drug testing protocol and laws.
Extensive experience with collective bargaining, labor negotiations, mediation, formal complex investigations and providing appropriate recommendations.
Experience building and implementing a labor relations strategy for the organization. Knowledge of the Personal Information Protection and Electronic Documents Act (PIPEDA).
Experience with succession planning for departments and/or divisions.
Validated critical-thinking skills.
