Lead, Treasury
PetroChina Canada (PCC) is a wholly owned subsidiary of PetroChina Company Limited which is partially owned by China National Petroleum Corporation (CNPC), a state-owned enterprise. CNPC is China's largest oil company and the world's third largest oil company, operating 91 energy-related projects in over 35 countries and regions. PCC has invested billions of dollars in an asset-rich portfolio of upstream, midstream and downstream operations. In Alberta, this includes our MacKay River and Dover oilsands projects, Duvernay Shale Gas and a 50% interest in the Grand Rapids Pipeline. In British Columbia, we hold joint venture interests in the Groundbirch tight gas project and LNG Canada.
PetroChina Canada is recruiting for a Lead, Treasury to join the Finance & Accounting Team in Calgary.
Reporting to the Manager of Tax, Treasury and Insurance, the Lead, Treasury is responsible for providing day-to-day leadership and hands-on support for the company’s treasury function. The role will lead the Treasury team in managing liquidity, cash-flow forecasting, banking relationships, debt and credit facilities, credit support, foreign exchange, financial risk management, treasury controls, and treasury reporting. The Lead, Treasury will be expected to balance operational execution with team leadership, ensuring that treasury activities are completed accurately, efficiently, and in alignment with company policies, internal controls, lender requirements, and business priorities. The ideal candidate will bring strong treasury knowledge, sound judgment, leadership capability, and the ability to translate complex financial matters into clear recommendations to management, internal stakeholders, and external financial partners.
This is a full-time in office role located in Calgary.
Accountabilities
Provide overall leadership, guidance, and hands-on support to the Treasury team, including the following responsibilities:
- Lead, mentor, and support the Treasury team to ensure timely and accurate completion of treasury deliverables.
- Plan and prioritize treasury work, clarify roles and accountabilities, and support cross-training, knowledge sharing, and continuous improvement within the team.
- Provide technical guidance and review on treasury matters, including cash management, financial assurance, banking, credit support, foreign exchange, and financing activities.
- Lead daily cash management and liquidity activities across the organization, including monitoring cash inflows, cash outflows, funding needs, and cash positioning.
- Develop, maintain, and review short-, medium-, and long-term cash-flow forecasts to ensure an appropriate level of liquidity is maintained.
- Monitor operating, capital expenditure, acquisition, divestiture, and other business-related cash requirements.
- Optimize cash balances, funding sources, intercompany cash movements, and short-term investment opportunities where applicable.
- Assess liquidity requirements under various commodity-price, operating, project, and financing scenarios.
- Manage the company’s revolving credit facilities, term debt, shareholder loans, and other financing arrangements.
- Monitor compliance with financial and non-financial covenants, borrowing-base requirements, and other lender or financing obligations.
- Coordinate periodic compliance reporting, treasury reporting, and other recurring or ad hoc submissions to lenders, management, and Head Office.
- Evaluate financing alternatives to optimize liquidity, financing costs, capital structure, and financial flexibility.
- Manage letters of credit, guarantees, surety arrangements, financial assurances, and other credit support required for operations, projects, and commercial activities.
- Maintain strong relationships with banks, lenders, financial institutions, credit-rating agencies, parent company finance teams, and other financing partners.
- Lead or support vendor and counterparty credit reviews, including assessment of financial health, credit risk, and ongoing monitoring of key third-party vendors and counterparties.
- Establish, maintain, and improve treasury policies, procedures, controls, and governance frameworks.
- Manage the foreign currency plan, foreign exchange transactions, and related reporting and analysis.
- Support bank account administration, banking platform user administration, corporate credit card programs, and related controls.
- Support asset acquisitions, disposals, major projects, and commercial transactions by providing treasury and financing expertise.
- Lead or support ad hoc treasury, finance, risk management, and corporate initiatives as required.
Qualifications
- Undergraduate degree in Finance, Accounting, Business, Economics, or a related discipline is required.
- Professional accounting, finance, or treasury designation is preferred, such as CPA, CFA, or equivalent.
- Minimum of 8 to 10 years of progressive treasury, finance, accounting, or corporate finance experience is required, preferably in the oil and gas, energy, natural resources, or large corporate environment.
- Proven formal leadership experience, including coaching, mentoring, prioritizing work, and supporting team performance, is required.
- Strong understanding of cash management, cash-flow forecasting, debt and credit facilities, banking operations, financial assurances, guarantees, letters of credit, foreign exchange, and treasury controls.
- Experience with financial risk management, vendor or counterparty credit review, and covenant or compliance reporting is an asset.
- Prior experience with large financial systems, preferably SAP, banking platforms, and treasury-related reporting tools, is an asset.
- Strong Microsoft Excel skills, including scenario analysis, and cash-flow analysis.
- Confident, detail-oriented, accountable, and collaborative team player with strong business judgment.
- Strong interpersonal, communication, organizational, analytical, and problem-solving skills.
- Able to manage multiple priorities, meet time-sensitive deadlines, and remain effective under pressure in a dynamic business environment.
- Able to communicate complex treasury and financial matters clearly to finance and non-finance stakeholders, senior management, external financial partners, and Head Office.
