Position Summary:

Reporting to the Manager, PMO, the Sr. IT Project Manager provides senior-level leadership for a portfolio of high-complexity, high-visibility projects within PEO’s Operational and Strategic Plans. This role goes beyond project execution: the Senior Project Manager shapes project governance frameworks, mentors junior project staff, drives continuous improvement within the PMO, and serves as a trusted strategic advisor to senior leadership and Council. The successful candidate will bring deep expertise in managing multi-stream, multi-stakeholder initiatives in regulated or public-sector environments, and will play a pivotal role in advancing PEO’s 2026–2030 Strategic Plan.

Responsibilities:

Strategic Project Leadership & Delivery

Lead end-to-end delivery of a portfolio of high-complexity, cross-functional projects from initiation through closure, ensuring alignment with PEO’s strategic and operational priorities.
Develop and implement comprehensive project plans including integrated schedules, cost baselines, resource plans, and risk frameworks; apply lessons learned to continuously improve planning quality.
Apply sound judgment to select and adapt project management methodologies (Waterfall, Hybrid, Agile/SAFe) to the nature and complexity of each initiative.
Proactively identify, escalate, and resolve project-level risks, issues, and interdependencies; develop mitigation strategies that protect project scope, schedule, and budget.
Ensure all project artifacts meet PMO quality standards; lead post-implementation reviews and document lessons learned for organizational benefit.

Program Management & PMO Advancement

Manage an assigned portfolio of concurrent projects, balancing priorities and resources across initiatives to maximize delivery effectiveness.
Contribute to the development, refinement, and adoption of PMO frameworks, templates, processes, and governance standards.
Lead or co-lead PMO maturity initiatives, including methodology improvements, tool enhancements, and reporting standardization.
Serve as an internal subject matter expert on project management best practices; advise the Manager, PMO on emerging trends, tools, and approaches.

Reporting, Governance & Strategic Plan Oversight

Lead the enterprise-level reporting of PEO’s 2026–2030 Strategic Plan, including development and oversight of scorecards, progress dashboards, and Council-facing reporting.
Prepare and present high-quality project status reports, portfolio dashboards, and briefing materials for the PMO, Senior Executives, Board, and Council.

Mentorship & Team Development

Review and provide constructive feedback on the work of junior project staff, including project plans, risk registers, status reports, and stakeholder communications.
Support the onboarding of new PMO team members; share institutional knowledge, organizational context, and project management expertise.
Model a culture of accountability, continuous learning, and professional excellence within the PMO.

Specialized Skills and Knowledge:

Required Skills

7-10+ years of progressive project management experience, with a minimum of 3 years leading large-scale, high-complexity projects in public sector, regulatory, or professional association environments.
Demonstrated track record of successfully delivering multi-million-dollar or multi-stream programs on time, within scope, and on budget.
Experience managing a portfolio of concurrent projects and balancing competing organizational priorities.
Advanced knowledge of project management methodologies (Waterfall, Hybrid, Agile/SAFe); able to advise on methodology selection and adaptation.
Proven ability to engage, influence, and communicate effectively with C-suite executives, Boards, and Council-level stakeholders without formal authority.
Experience leading or contributing to PMO development, governance frameworks, or organizational change management initiatives.
Demonstrated coaching or mentoring experience with junior project professionals.
Strong business analysis foundation: gathering, analyzing, and translating complex business requirements into executable project plans.
Exceptional written and verbal communication skills; able to prepare executive-ready briefings, Board reports, and Council presentations.
Experience overseeing technology-enabled transformation projects, including solution design, configuration, UAT, and change adoption.
Proficiency with enterprise project management tools (e.g., Microsoft Project, Azure DevOps, Power BI, Smartsheet, Visio) and Microsoft Office Suite.

Education & Qualifications

Relevant post-secondary degree in Business Administration, Information Technology, or a related field.
Project Management Professional (PMP) certification is required.
SAFe Scaled Agilist, SAFe POPM, or equivalent Agile certification is an asset.

Preferred / Asset Skills

Experience with competency-based assessment programs, workforce development, or professional regulatory frameworks.
Familiarity with PEO, Canadian engineering licensure, or regulated profession governance models.
Change Management certification (e.g., Prosci ADKAR, CCMP) or demonstrated change leadership experience.
Experience in strategic plan reporting, balanced scorecard development, or organizational performance measurement.
Experience developing or implementing programs, services, or processes in a complex public-sector environment.

Hybrid Work Environment

We have embraced hybrid working, and for us this means coming to the office twice a week. However, if you wish to work in the office more often, you are welcome to.
Occasional travel within Ontario may be required for project delivery, stakeholder engagement, or Council meetings.

Anticipated Salary

The expected annual salary for this position is $107,000 - $117,000.
