Proxylink is teaming up with a government client to identify an experienced Senior Business Analyst to support a large-scale public sector healthcare initiative.

The successful candidate will provide senior-level business analysis and system analysis services across the full project lifecycle. This role will work closely with business stakeholders, public health organizations, technical teams, architects, developers, quality assurance teams, vendors, subject matter experts, and government stakeholders to analyze business needs, define requirements, identify opportunities for improvement, and support the implementation and modernization of healthcare technology solutions.

The ideal candidate will bring extensive experience working on complex public sector healthcare IT projects, with strong expertise in business analysis, system analysis and design, requirements management, data discovery and profiling, process improvement, stakeholder engagement, and technical documentation.

Key Responsibilities

Business Analysis & Requirements

Lead and conduct business analysis at varying levels of detail based on project scope, objectives, and lifecycle stage.
Engage with stakeholders and subject matter experts to understand current business processes, challenges, opportunities, defects, and improvement requirements.
Assess business problems and opportunities and translate them into clear, actionable business and technical requirements.
Gather, analyze, validate, document, and maintain business requirements throughout the project lifecycle.
Develop detailed business analysis plans and ensure requirements remain aligned with approved project objectives.
Identify changes to requirements and assess their potential impact on business operations, technology solutions, and project timelines.
Conduct business needs assessments and recommend appropriate technology solutions.
Provide ongoing I&IT business analysis advice and recommendations to support business development and continuous improvement.
Develop and maintain business process documentation and user documentation.
Apply business process re-engineering concepts to identify more efficient, effective, and cost-conscious service delivery approaches.

System Analysis & Design

Conduct system analysis and contribute to system design activities.
Translate business requirements into technical requirements and specifications that can be used by development and technical teams.
Conduct impact analysis and create requirements/specifications for new functionality, enhancements, defects, and solution upgrades.
Analyze existing systems, processes, integrations, and business workflows to identify gaps and improvement opportunities.
Support the development of conceptual and logical data models.
Develop process models, data flow models, use case models, business rules, and non-functional requirements.
Collaborate with architects, developers, QA teams, vendors, and technical leads to ensure requirements are properly understood and implemented.
Provide technical and business analysis guidance throughout solution implementation.

Data Analysis & Data Quality

Conduct data discovery, profiling, and analysis across complex datasets.
Analyze data to identify trends, anomalies, root causes, data quality issues, and opportunities for business improvement.
Investigate data-related defects and work with technical and business teams to determine appropriate resolutions.
Support business teams in understanding and resolving data issues.
Provide analysis, queries, and scripts where required to support data investigation and troubleshooting.
Support data migration activities, including migration from legacy systems to new provincial solutions.
Validate data and business rules associated with system changes and migration activities.
Experience with immunization data and/or dispensed drug data is an asset.

Stakeholder & Subject Matter Expert Engagement

Lead stakeholder and subject matter expert working groups.
Facilitate workshops, requirements sessions, discovery sessions, and solution discussions.
Work with public health units, government stakeholders, technical teams, vendors, and other relevant organizations.
Build and maintain strong working relationships with stakeholders at various organizational levels.
Serve as a knowledgeable liaison between business and technical teams.
Communicate complex technical and business information clearly to both technical and non-technical audiences.
Facilitate issue resolution through effective listening, negotiation, collaboration, and consensus-building.
Present findings, recommendations, risks, issues, and options to project leadership and decision-makers.

Healthcare & Public Sector Solutions

Support business processes associated with public health and healthcare technology solutions.
Develop and maintain documentation supporting public health activities, including areas such as:
Infectious disease case management
Contact and outbreak investigation
Immunization administration
Vaccine distribution and delivery
Inventory management
Support changes associated with public health system implementations, enhancements, mergers, and modernization initiatives.
Conduct gap analysis of vendor software releases and upgrades.
Identify changes required to business processes, configurations, reports, integrations, and supporting documentation.
Support the assessment and implementation of changes to provincial healthcare solutions.

Production Support & Defect Resolution

Analyze application and business defects and work with relevant teams to resolve issues.
Review production information and logs to identify potential issues and recommend proactive solutions.
Analyze proposed system changes to identify potential impacts on business operations.
Work with development and technical teams to validate changes and minimize operational disruption.
Support production deployments and change implementation activities.
Develop or contribute to procedures that help ensure changes are introduced into production with minimal business impact.

Business Cases & Strategic Analysis

Develop strategies and recommendations for business and I&IT initiatives.
Prepare business cases and cost-benefit analyses.
Conduct feasibility studies and provide recommendations to support decision-making.
Evaluate alternative solutions and service delivery approaches.
Identify risks, dependencies, impacts, and opportunities associated with proposed solutions.
Develop performance measures for evaluating business analysis activities and conduct follow-up assessments.

Training & Documentation

Develop and maintain business processes, user documentation, procedures, and supporting materials.
Support the development of training materials for new or enhanced solutions.
Deliver or support training for users and stakeholders within areas of responsibility.
Respond to questions and information requests from project leadership and executives.
Ensure technical and business documentation follows established standards and methodologies.

Required Qualifications

Business Analysis Experience

The successful candidate must have 10+ years of experience with:

Leading and conducting business analysis across complex IT projects.
Assessing business problems, opportunities, defects, enhancements, and operational requirements.
Gathering and documenting detailed business requirements.
Translating business requirements into technical requirements and specifications.
System analysis and system design.
Business process analysis and modeling.
Requirements management and traceability.
Impact and gap analysis.
Use case and business rules development.
Data and process flow modeling.
Defining functional and non-functional requirements.
Supporting solution implementation and production operations.

Data Analysis Experience

Proven experience in data discovery and profiling.
Experience analyzing complex datasets to identify:
Trends
Root causes
Data quality issues
Data anomalies
Business improvement opportunities
Experience investigating and resolving data-related issues.
Ability to communicate data findings and recommendations to business and technical stakeholders.
Experience supporting data migration and data validation activities.

Public Sector Healthcare Experience

Candidates must have:

5+ years of experience working with federal, provincial, or broader public sector healthcare organizations.
Experience supporting large and complex healthcare IT projects.
Knowledge of public sector healthcare business processes.
Experience working with government stakeholders and healthcare organizations.
Understanding of public sector IT project approval and governance processes.
Familiarity with public sector architecture, project management, and systems development methodologies.

Public Sector Methodology & Governance

Experience with or knowledge of the following is highly desirable:

Public sector Unified I&IT Project Methodology or comparable methodology.
Public sector Enterprise Architecture processes and artifacts.
Architecture and gating processes.
Standard Systems Development Methodologies.
Agile delivery methodologies.
Project Management Institute (PMI) practices and principles.
Government IT project approval and governance processes.

The successful candidate should be comfortable producing professional business and technical documentation that aligns with established public sector standards and methodologies.

Technical & IT Knowledge

Candidates should have strong general IT knowledge and experience, including:

Awareness of emerging IT trends and technologies.
Strong understanding of enterprise applications and technology solutions.
Experience working with development, QA, architecture, infrastructure, and vendor teams.
Advanced proficiency with Microsoft Office, including Word, Excel, PowerPoint, and related tools.
Understanding of cloud-based technologies and solutions is an asset.
Experience with Salesforce is an asset but is not mandatory.

Must-Have Requirements

Candidates must be able to clearly demonstrate the following experience on their resume:

10+ years of business analysis experience
10+ years of system analysis and system design experience
Proven ability to translate business requirements into technical requirements
Strong requirements gathering, documentation, and analysis experience
Proven experience with data discovery and profiling

Candidates who do not demonstrate the core requirements above - particularly the 10+ years of business/system analysis experience, system analysis and design, requirements-to-technical translation, data discovery/profiling, and public sector healthcare experience - may not be suitable for submission.
