Responsibilities
- Provide end-to-end project and product management leadership for large-scale, complex, high-profile, and high-risk technology initiatives within enterprise IT and operations environments.
- Lead projects through the full lifecycle, including initiation, planning, requirements gathering, design, development, implementation, deployment, transition to operations, and project closure.
- Ensure project deliverables align with business objectives, customer requirements, technical standards, approved scope, timelines, and budgets.
- Define and execute product vision, strategy, objectives, and delivery plans in collaboration with business stakeholders, technical teams, vendors, and senior leadership.
- Develop and maintain detailed product roadmaps, release plans, delivery schedules, milestones, dependencies, and prioritization frameworks.
- Gather, analyze, document, validate, and prioritize business, customer, functional, non-functional, and technical requirements.
- Translate business needs and complex operational challenges into clearly defined product capabilities, features, epics, user stories, acceptance criteria, and actionable delivery plans.
- Manage multi-year, multi-million-dollar projects, including financial planning, forecasting, budget tracking, resource management, scope management, risk mitigation, and change control.
- Conduct project assessments and support the preparation of required governance and compliance documentation, including Threat Risk Assessments (TRA), Privacy Impact Assessments (PIA), business cases, financial analysis, Requests for Service, and related project documentation.
- Coordinate cross-functional teams consisting of product owners, project managers, business analysts, architects, developers, infrastructure specialists, security and privacy professionals, vendors, and operational support teams.
- Establish project governance structures, reporting mechanisms, decision-making processes, issue escalation paths, and stakeholder communication plans.
- Identify, assess, and mitigate project risks, issues, assumptions, dependencies, and constraints throughout the project lifecycle.
- Monitor project performance against approved scope, schedule, budget, quality, and business outcomes, providing regular status reporting to stakeholders and leadership.
- Facilitate workshops, discovery sessions, requirements meetings, backlog refinement, sprint planning, demonstrations, retrospectives, and stakeholder review sessions.
- Support Agile and hybrid delivery methodologies by establishing appropriate product and project artifacts, ceremonies, workflows, and delivery controls.
- Manage product backlogs and prioritize features and enhancements based on business value, customer impact, technical feasibility, risk, dependencies, and organizational priorities.
- Coordinate deployment and integration activities across development, testing, infrastructure, security, cloud, and production environments.
- Support change management, release planning, operational readiness, implementation planning, and transition-to-support activities.
- Collaborate with technical teams to ensure solutions are scalable, secure, maintainable, and aligned with enterprise architecture and technology standards.
- Provide leadership in resolving complex business and technical issues, removing delivery impediments, and maintaining alignment across multiple stakeholder groups.
- Ensure project and product documentation is accurate, complete, current, and aligned with organizational governance and compliance requirements.
- Establish and maintain strong relationships with business stakeholders, technical teams, senior management, suppliers, and external partners.
- Provide executive-level reporting and presentations covering project health, financial status, milestones, risks, issues, dependencies, decisions, and delivery outcomes.
Skills and Experience
Product Management Experience – 50%
- Proven experience in product planning, product development, and end-to-end product lifecycle management.
- Demonstrated ability to define, communicate, and execute product vision, strategy, goals, and delivery objectives.
- Strong experience gathering, analyzing, documenting, and prioritizing customer, stakeholder, business, and technical requirements.
- Advanced experience developing and maintaining detailed product roadmaps, release plans, feature backlogs, and delivery schedules.
- Experience assessing complex IT initiatives and supporting project governance activities, including Threat Risk Assessments (TRA), Privacy Impact Assessments (PIA), financial analysis, business cases, and project assessments.
- Proven ability to manage multi-year, multi-million-dollar technology projects, including budget management, financial forecasting, stakeholder engagement, risk mitigation, scope control, resource planning, and dependency management.
- Strong ability to formulate business and technical requirements and translate complex business problems into practical technology solutions.
- Demonstrated expertise defining product visions, objectives, outcomes, success measures, and delivery strategies.
- Experience coordinating cross-functional teams throughout product discovery, development, testing, implementation, deployment, and operational transition.
- Strong stakeholder management skills with the ability to work effectively with executives, business leaders, technical teams, vendors, and delivery partners.
- Experience managing product backlogs and prioritizing epics, features, user stories, enhancements, defects, and technical requirements based on business value and delivery priorities.
- Strong understanding of Agile, Scrum, Kanban, and hybrid project delivery methodologies.
- Ability to balance strategic product objectives with operational requirements, technical constraints, project timelines, and financial considerations.
Technical, Deployment and Project Integration Skills – 25%
- Working knowledge of the Microsoft Azure cloud platform and cloud-based technology environments.
- Experience managing end-to-end project lifecycles using Jira, Trello, Microsoft Project, Kanban, and Azure DevOps.
- Experience supporting technology deployments, integrations, release management, implementation planning, and production transition.
- Proficiency with collaboration and documentation platforms including Miro, Microsoft Teams, Atlassian Confluence, Trello, Microsoft 365/Office 365, Google Drive, Zoom, and Slack.
- Ability to work effectively with technical architects, developers, infrastructure teams, cybersecurity professionals, cloud teams, QA/testing teams, and operational support groups.
- Understanding of application, system, data, infrastructure, and business process dependencies within complex enterprise environments.
- Experience coordinating technical activities across multiple teams and delivery streams to support successful implementation and integration.
- Ability to identify technical dependencies, delivery risks, integration challenges, and environmental constraints and develop appropriate mitigation strategies.
Documentation and Governance Skills – 20%
- Extensive experience developing and maintaining project, product, business, technical, financial, privacy, security, and operational documentation.
- Experience preparing business cases, Privacy Impact Assessments (PIAs), Threat Risk Assessments (TRAs), Requests for Service (RFS), financial documentation, communication plans, project charters, and governance materials.
- Strong experience creating Agile delivery artifacts, including product roadmaps, release plans, epics, features, user stories, acceptance criteria, product backlogs, sprint objectives, and delivery plans.
- Ability to develop executive-level presentations, project status reports, dashboards, decision documents, risk and issue logs, and steering committee materials.
- Strong documentation and communication skills, with the ability to convert complex technical and business information into concise, stakeholder-friendly materials.
- Experience maintaining project governance documentation and ensuring deliverables satisfy organizational standards, policies, controls, and approval requirements.
Public Sector / Enterprise IT Experience – 5%
- Experience working within public-sector or highly governed enterprise IT environments.
- Knowledge of ITIL-aligned processes, including incident management, problem management, change management, release management, service transition, operational support models, and service management.
- Familiarity with PMO governance frameworks and Stage Gate processes used to assess and approve technology initiatives.
- Experience working within structured enterprise governance environments involving financial approvals, privacy and security reviews, architecture assessments, procurement processes, and project delivery controls.
- Understanding of public-sector business processes, governance requirements, project management standards, business rules, and compliance obligations.
- Ability to work effectively within highly structured environments with multiple approval authorities, stakeholder groups, delivery partners, and regulatory requirements.
