About the Opportunity

Proxylink is seeking an experienced Systems Testing & Quality Assurance (QA) Specialist to support the development, enhancement, maintenance, and ongoing quality assurance of enterprise-level corrections management applications and integrated technology solutions.

This opportunity is ideal for a technically strong professional with experience in software testing, quality assurance, test automation, application development, debugging, and defect resolution. The successful candidate will contribute to delivering reliable, secure, accessible, and maintainable applications that support critical operational services.

The role involves working with complex enterprise applications, including Offender Tracking Information System (OTIS), Youth Offender Tracking Information System (YOTIS), and their associated integrations and interfaces. The specialist will collaborate with developers, business stakeholders, technical teams, architects, vendors, and project managers throughout the software development lifecycle (SDLC).

The successful candidate must be comfortable combining hands-on QA and automated testing with application coding, troubleshooting, root cause analysis, and technical problem-solving.

Key Responsibilities

1. Quality Assurance and Test Planning

• Develop and maintain comprehensive QA strategies, test plans, test cases, test scripts, and test data based on business and technical requirements.
• Translate functional and non-functional requirements into structured testing scenarios and measurable acceptance criteria.
• Conduct functional, integration, system, regression, end-to-end, and user acceptance testing.
• Perform accessibility testing and validate compliance with applicable security, privacy, architecture, and operational standards.
• Assess application changes and enhancements to identify potential risks and minimize production defects.

2. Test Automation and Continuous Quality Improvement

• Design, develop, execute, and maintain automated test scripts and reusable testing frameworks.
• Establish and maintain automated regression testing suites to validate application stability following enhancements and defect fixes.
• Leverage Microsoft Azure DevOps and related testing tools to support test execution, defect tracking, reporting, and continuous quality improvement.
• Identify opportunities to improve test coverage, reduce manual testing effort, and increase testing efficiency.
• Maintain test documentation, reusable test assets, and automation solutions throughout the application lifecycle.

3. Application Development and Defect Resolution

• Investigate, troubleshoot, debug, and resolve application defects and production issues.
• Perform root cause analysis and implement code fixes, enhancements, and break/fix solutions.
• Support application maintenance and the resolution of issues affecting integrations, interfaces, and connected systems.
• Work with .NET technologies, C#, Entity Framework, ReactJS, JavaScript, HTML, CSS, and SQL databases to investigate and resolve technical issues.
• Participate in code reviews and promote adherence to coding standards, development best practices, and maintainable software design.

4. Release Management and Production Support

• Support deployment activities, release preparation, and post-deployment validation testing.
• Execute regression and verification testing to confirm that changes meet requirements and do not introduce unintended impacts.
• Assist with production troubleshooting, application maintenance, and operational support activities.
• Collaborate with development and infrastructure teams to investigate technical issues and support stable application releases.

5. Stakeholder Collaboration and Documentation

• Work closely with business stakeholders, developers, architects, vendors, project managers, and cross-functional delivery teams.
• Communicate testing progress, risks, defects, dependencies, and recommendations clearly and effectively.
• Prepare and maintain technical documentation, test evidence, operational procedures, and knowledge transfer materials.
• Produce QA metrics, status reports, and recommendations to improve testing processes and application quality.
• Share technical knowledge, lessons learned, best practices, and troubleshooting approaches with project team members.

Mandatory Qualifications and Technical Requirements

Candidates must demonstrate the following qualifications and experience:

• Relevant credentials, certifications, or demonstrated knowledge aligned with current IT technology standards and application testing and development practices.
• Proven experience developing and executing test strategies, test plans, test cases, test scripts, and test data.
• Hands-on experience with application development, coding, troubleshooting, debugging, defect resolution, enhancements, and break/fix support.
• Experience with, or the demonstrated ability to learn, enterprise corrections applications and integrations, including OTIS and YOTIS.
• Practical experience with the following technologies and platforms:
• Microsoft Azure DevOps
• .NET technologies, including ASP.NET, ADO.NET, and the .NET Framework
• C#
• Entity Framework
• ReactJS
• HTML5, CSS, and JavaScript
• SQL databases

Candidates should also demonstrate an understanding of application testing principles, software development practices, and the relationship between application quality, system reliability, and operational requirements.

Preferred Qualifications and Additional Experience

The following skills and experience will strengthen a candidate’s application:

Software Testing and Automation

• Experience developing, maintaining, and executing automated test scripts and regression test cycles.
• Familiarity with Microsoft Azure DevOps test management and automation capabilities.
• Experience managing defects, conducting root cause analysis, and coordinating defect resolution.
• Knowledge of test coverage, test evidence, quality metrics, and risk-based testing.
• Experience validating application functionality across integrated systems and interfaces.

Application Development and SDLC

• Experience across all phases of the Software Development Lifecycle, including requirements analysis, design, development, testing, deployment, maintenance, and support.
• Knowledge of Agile, Scrum, and DevOps methodologies.
• Experience using source code management, testing, defect management, and development tools.
• Ability to analyze complex technical issues and develop practical, maintainable solutions.
• Experience preparing technical, testing, and operational documentation.

Enterprise and Public Sector Experience

• Experience with enterprise applications and complex system integrations.
• Knowledge of corrections-related services and an appreciation of their operational and public safety implications.
• Experience collaborating with multiple business units, ministry partners, vendors, and technical teams.
• Previous experience within the Ontario Public Service (OPS), particularly in systems testing, QA, or software development on enterprise application projects within the last two years, is an asset.
