Position Overview

Power your future with Qualus in our Grid Engineering Canada business as a Program Manager. Reporting to the Director of Integrated Delivery, this role is accountable for the successful delivery of an assigned portfolio of projects. The Program Manager integrates project plans, priorities, resources, controls, and stakeholder requirements to achieve safe, predictable, and commercially successful outcomes.

The Program Manager provides strategic and operational leadership across the portfolio, coordinates the work of assigned Project Managers and multidisciplinary teams, and serves as the primary point of accountability for portfolio performance. The role works closely with the Manager of Project Management and other functional managers on staffing, capability, project assurance, and escalation matters while maintaining ownership of scope, schedule, cost, risk, quality, contracts, and client outcomes.

Responsibilities

Program and Portfolio Delivery

Lead the execution of an assigned portfolio of projects from initiation through closeout.
Establish portfolio priorities, integrated plans, delivery strategies, milestones, and performance measures aligned with business and client objectives.
Coordinate Project Managers and multidisciplinary teams to manage dependencies, interfaces, constraints, and competing priorities.
Ensure projects are delivered safely, on schedule, within budget, and in accordance with Qualus, client, contractual, and quality requirements.
Monitor portfolio performance and direct corrective or recovery actions when outcomes are at risk.

Financial and Commercial Management

Own portfolio financial performance, including budgets, forecasts, revenue, margin, cash flow, and variance management.
Review and approve project estimates, schedules, forecasts, change requests, and recovery plans within delegated authority.
Identify commercial risks and opportunities and implement appropriate mitigation or value-enhancement strategies.
Oversee contract administration and ensure compliance with contractual commitments, notices, and change-control requirements.

Risk, Quality, Safety, and Governance

Ensure effective project controls and governance processes are applied consistently across the portfolio.
Lead portfolio-level risk and opportunity identification, assessment, mitigation, escalation, and reporting.
Conduct portfolio reviews and sponsor project health checks in collaboration with the Manager of Project Management.
Ensure compliance with company policies, industry standards, regulatory requirements, and client expectations.
Promote a culture of safety, quality, accountability, and operational excellence.

Client and Stakeholder Management

Develop and maintain strong relationships with clients, sponsors, partners, and internal stakeholders.
Serve as the senior delivery escalation point for portfolio issues, decisions, and client concerns.
Lead executive reviews and client meetings, providing clear reporting on status, risks, financial performance, and required decisions.
Act as a trusted advisor by providing strategic delivery insights and recommendations.
Support business development, account planning, proposal strategy, and review activities.

Resource Integration and Team Leadership

Define portfolio resource requirements and coordinate with the Manager of Project Management and other functional leaders to secure appropriate capacity and capabilities.
Provide day-to-day delivery direction to assigned Project Managers while respecting functional reporting relationships.
Support coaching and performance feedback by sharing timely observations with the Manager of Project Management.
Resolve cross-project resource conflicts and escalate unresolved capacity or capability constraints.

Continuous Improvement

Capture and apply lessons learned across the portfolio.
Identify opportunities to improve delivery performance, reporting, client satisfaction, and operational efficiency.
Partner with the Manager of Project Management to strengthen methods, tools, training, and governance based on portfolio experience.

Minimum Qualifications

Bachelor’s or Master’s degree in Engineering, Business, Project Management, Construction Management, or a related field.
Project Management Professional (PMP) designation considered an asset.
Minimum of 15 years of engineering, project management, and/or operations experience on transmission, substation, or distribution projects, including demonstrated leadership of complex, multidisciplinary projects or programs.
Proven success managing a portfolio of projects with accountability for scope, schedule, cost, risk, quality, contracts, and client outcomes.
Strong commercial acumen and experience with forecasting, change management, contract administration, and financial reporting.
Demonstrated ability to lead through influence, coordinate multidisciplinary teams, and resolve cross-project dependencies and constraints.
Excellent client relationship, executive communication, negotiation, decision-making, and organizational skills.
Ability to analyze complex problems, evaluate alternatives, and implement actions that support portfolio scope, schedule, cost, safety, and quality objectives.
