Context:
SAP S/4HANA migration project. The client is looking for a Program Project Control Officer (PCO) with strong expertise in project financial analysis and governance. The successful candidate will support a Program Director and multiple Project Managers.

Required Qualifications
- Minimum 10 years of experience as a Project Control Officer (PCO).
- Minimum 5 years of experience as a Program/Portfolio PCO.
- Strong experience in project financial management and governance.
- Experience implementing and improving processes to enhance and/or measure project performance and financial governance.
- Experience supporting portfolios, projects, or programs valued at $20 million or more.
- Experience working in a multi-project environment.
Preferred Qualifications
- Knowledge of the SAP environment is a strong asset.
Job Description:
Key Responsibilities
- Monitor the financial performance of IT projects and programs, including budgets, actual costs, forecasts, commitments, and CapEx/OpEx.
- Prepare and analyze monthly financial reports, budget forecasts, and quarterly re-baselines.
- Develop, monitor, and present Key Performance Indicators (KPIs) related to costs, schedules, and variances.
- Support Project Managers and Program Managers with planning, cost tracking, schedule management, and resource capacity planning.
- Participate in procurement activities, including Purchase Requisitions (PRs), Purchase Orders (POs), and invoice approvals.
- Manage funding requests, multi-year commitments, and financial processes in collaboration with the Finance team.
- Maintain project documentation, approvals, and SharePoint sites.
- Prepare governance reports, portfolio reports, and weekly status reports.
- Assess and improve complex ERP program financial structures, including budgets, actuals, forecasts, commitments, and cost categories, to establish a solid foundation for year-over-year tracking.
- Support both detailed project-level financial tracking and high-level program roadmap estimates, ensuring active projects, future phases, annual forecasts, and multi-year commitments remain aligned and clearly documented.
- Support financial governance activities with Finance, including monthly cost reports, forecasts, and quarterly re-baselines, and review monthly KPIs with Program Managers and Project Managers.
- Establish KPIs and produce the required reports.
- Support project financial processes, including accruals, year-end rollovers, funding requests, and project closures, in coordination with Finance.
- Maintain centralized project financial documentation, approvals, and SharePoint sites, and support user access, onboarding, and offboarding where applicable.
- Support procurement activities, including purchase requests (PRs), purchase orders (POs), and invoice approvals.
- Support project funding requests, including CapEx/OpEx classification and multi-year commitments, in collaboration with Finance.
- Support project teams with planning and tracking schedules, costs, and resource capacity.
- Follow the Project Management Framework (PMF) throughout the project and program lifecycle and train new team members on PMO methodologies as required.
- Support program and portfolio reporting, including internal and external governance reports and Weekly Status Reports.
- Structure and improve an existing program control environment where financial tracking, reporting, ownership, or governance practices are not yet fully standardized.
- Identify gaps and implement practical improvements that enhance scalability, consistency, and year-over-year financial tracking.
- Experience working as a PCO on IT/IS projects using Microsoft Project is required.
- Minimum 10 years of experience in IT project planning, administration, coordination, or management.
- Experience working as a PCO on large-scale programs.
- Ability to work within a global organization with both nearshore and offshore resources.
- Ability to collaborate with other PCOs and Project Managers across both IT and business teams.
- Strong organizational, collaboration, communication, and documentation skills.
- Demonstrates initiative, leadership, and a proactive approach.
