- Configure and monitor enterprise budgets, usage-based billing, cost centers, spending limits, and alerts; generate routine license consumption and usage reports.
- Conduct recurring platform hygiene, including monthly dormant-account audits, compliance logs, and linking each organization with Microsoft Defender for Cloud.
- Support the onboarding and operational transition of Application Management Services (AMS) vendor teams into standardized org and repo structures.
- Maintain comprehensive platform documentation, Standard Operating Procedures (SOPs), and user knowledge base articles.
- Technical Administration, Integrations & Build Management
- Serve as the primary technical subject matter expert (SME) on source control management, build automation, CI/CD pipelines, and artifact management for internal development and delivery teams.
- Evaluate, install, scope, and troubleshoot pre-built integrations, including GitHub Apps, Marketplace apps, OAuth apps, and webhooks connecting GitHub with cloud platforms, code quality, and security tooling.
- Diagnose and resolve complex technical issues including failed workflow runs, self-hosted runner errors, API rate limit issues, and integration/SSO authentication failures (escalating to GitHub Support as required).
- Administer GitHub Copilot Business at scale - managing access, enterprise settings, usage tracking, and security policy enforcement.
- Support the setup, configuration, and governance of GitHub Copilot custom agents using Markdown profiles and repository-specific instruction sets.
- Participate in research and testing of enterprise interoperability between Jira Rovo and GitHub Copilot, assessing data security and access controls.
- GitHub Advanced Security (GHAS) Administration
- Oversee and administer GitHub Advanced Security (GHAS) across enterprise, organization, and repository scopes.
- Configure and maintain CodeQL code scanning, secret scanning, push protection, Dependabot alerts, and dependency vulnerability reviews.
- Partner with Cybersecurity and Cloud/Application Security teams to tune scanning rules, establish exception and alert dismissal workflows, and report on security remediation metrics.
- Repository Management & Jira Integration (SDLC Initiative)
- Support the GitHub track of ’s Phase 1 SDLC and CI/CD platform initiative (Jira Cloud + GitHub) delivered alongside Deloitte and CCoE leadership.
- Implement standardized repository archetypes, templates, rulesets, branch protection rules, CODEOWNERS policies, pull-request checks, and reusable GitHub Actions workflows.
- Configure, test, and support the Jira Cloud to GitHub integration (e.g., GitHub for Jira app, webhooks) to ensure full traceability between Jira work items and commits, branches, PRs, builds, and deployments.
- Lead platform and security control testing, participate in knowledge transfer sessions with Deloitte, and transition new platform capabilities into ongoing operational sustainment.
- Minimum 3 to 5 years of hands-on experience administering GitHub Enterprise Cloud (GHEC) at both the Enterprise Owner and Organization Owner levels within a large, multi-org enterprise environment.
- Demonstrated, hands-on background in code and build management within a DevOps ecosystem, including source control management (SCM), release management, CI/CD pipelines, and package/artifact management.
- Proven experience going beyond basic procedural ticketing to perform deep technical administration - configuring, debugging, and maintaining GitHub Apps, Marketplace apps, webhooks, and REST/GraphQL/CLI integrations.
- Direct experience configuring and tuning GHAS features: CodeQL scanning, secret scanning, push protection, Dependabot, and security configurations.
- Advanced experience with branching strategies, organization rulesets, branch protection rules, CODEOWNERS, repository templates, and repo lifecycle management.
- Hands-on experience building, configuring, and troubleshooting GitHub Actions workflows, reusable workflows, runner infrastructure (hosted & self-hosted), and runner groups.
- Practical experience integrating GitHub with Jira Cloud (e.g., GitHub for Jira app, webhooks) for end-to-end SDLC visibility and traceability.
- Solid knowledge of enterprise identity integration, including SAML SSO, Entra ID (Azure AD) group synchronization, GitHub Apps, fine-grained Personal Access Tokens (PATs), and service accounts.
- Working understanding of DevSecOps frameworks, shift-left security, and secure software development practices (SSDLC).
