What is the opportunity?

This role provides direction and advice to covered business lines on Anti-Money Laundering (AML), Anti-Terrorism Financing (ATF), and sanctions compliance. It advises on AML/ATF matters for new products, process changes, and risk assessments, while leading risk identification for acquisitions and joint ventures. The position escalates compliance concerns to senior leadership, develops policy and procedural content, and collaborates across business partners to provide expert guidance. It manages high-risk client approvals, ensures effective oversight testing and controls, works with Internal Audit to address gaps, supports ABAC compliance, and conducts annual risk assessments to ensure KYC, transaction monitoring, sanctions scanning, and reporting controls operate effectively across the business sector.

What will you do?

AML Centre of Expertise for covered businesses

Act as Subject Matter Expert (SME) for covered businesses in the provision of direction and information on AML and ATF.
Liaise with the AML FIU, AML I&A, AML HRC, GES, RCM, Product Groups, RBC Law, and Contact Centres to provide guidance, direction, and oversight, as appropriate, related to AML and ATF issues.
Act as AML SME for the implementation of AML solutions to address policy and regulatory requirements in impacted businesses.
Provide guidance and direction on AML issues and risks as they relate to new acquisitions / initiatives / joint ventures involving impacted businesses.
Work with relevant areas in the drafting of necessary AML and ATF communications.
Provide direction and oversight over the HRC KYC Refresh program executed by CB Operations and work with the AML HRC team to review AML risk for specific HRC cases involving impacted business as required.
Provide direction and oversight as it relates to RCM testing of AML/ATF record keeping and identification requirements for covered businesses ensuring any identified AML gaps are being reported and addressed by the Business.
Work with IAS to ensure auditors understand AML issues as they relate to impacted businesses and products and that issues are valid.
Liaise with business partners in respect of proposed new changes to AML regulations that affect impacted businesses.

New / Amended Products / Services

Provide guidance and direction on the way AML / ATF requirements affect the impacted businesses and their proposed new products / services and substantial changes to existing products / services.
Work with business product groups and related areas to ensure that AML / ATF risks and obligations stemming from new products / services and substantial changes to existing products / services are addressed appropriately.

New / Revised Policies and Procedures

Responsible for drafting of new policies relating to AML / ATF obligations as needed for impacted businesses and provide AML / ATF input into folios / procedures.
Work with business partners, as required, in the operationalization of policies and procedures as they affect the impacted businesses, products, and services.

AML Risk Assessments

Conduct AML risk assessments for impacted businesses identifying gaps / risks and ensuring gaps / risks are addressed / mitigated.

High Risk Clients

Understand RBC’s policy and regulatory requirements and obligations in respect of high-risk clients and liaise with the HRC team, as appropriate to deal with high-risk clients in the impacted businesses.

AML / ATF Training

Work with AML Governance team responsible for training to ensure appropriate training is provided to impacted businesses.
Identify areas in impacted businesses where additional / specialized training may be required and work with Governance team to ensure it is created, as appropriate.

Managerial Excellence

Ensure that employees understand RBC vision, as well as support and reinforce targeted behaviors that contribute to RBC goals.
Provide focus and clarity in establishing individual goals, driving performance management, supporting career development, and rewarding strong performance.

What do you need to succeed?

Must have

7-10 years’ experience in AML
In depth knowledge of Canadian AML / ATF laws and regulations
Knowledge of relevant US AML / ATF laws and regulations
In depth understanding of RBC policies and industry best practices related to AML / ATF
Strong analytical skills
Excellent written and verbal communication skills
Understanding of relevant RBC business units
Attention to detail and strong organizational/time-management skills
Ability to effectively manage competing priorities

Nice to have

CAMS Certification, Certified Internal Audit, Association of Financial Crimes Specialists (ACFS)
