Training and Development Specialist

Human Services – Housing Services

Status: Temporary Full Time - up to 24 months (Additional temporary vacancies may be filled through the same competition)

Salary Range: $83,507 - $99,362 per year ($45.88/hr - $54.59/hr)

The Role: You will be responsible for the development and design of training programs for new and existing staff involved in the delivery of Housing,Client Services programs and services. This includes developing, organizing and delivering training programs to meet the needs of all staff and external clients.

What you will do in this role:

Maintain working knowledge of Human Services-related legislation, policies, and procedures.
Occasionally represents the Region in Partnerships to design and deliver training province-wide.
Recommends learning and development solutions in line with needs assessment findings and/or makes referrals to other Human Services and Corporate support areas if necessary.
Occasionally represents the Region on inter-governmental committees and acts as an expert providing advice on training material and facilitation.
Coordinates learning and development programs, projects, or events that require collaboration with or obtaining consensus from a variety of internal and external clients.
Designs, develops, and implements Human Services job-specific training programs in line with performance outcomes and business measures.
Provides learning and development advice and expertise to stakeholders at all levels of the organization to support organizational and individual performance.
Designs learning experiences conducive to adult learning principles using a variety of delivery channels, including but not limited to classroom, virtual classroom, web-based learning, job aids, social learning.
Demonstrates awareness of Human Services divisional operations to assist in identifying performance trends and issues, as well as recommending process and policy changes.
Promotes and implements designed learning evaluation plan in accordance with the LAPD business process.
Prepares and conducts needs assessments with relevant stakeholders in accordance with the LAPD business process to identify performance gaps, causes, and requirements for closing gaps.
Updates training and evaluation materials as required
Reviews evaluation outcomes, recommends improvements, and implements required changes to learning solutions.
Develops training agreements with clients in accordance with the LAPD business process.
Identifies goals, principles, and constraints for Human Services job-specific training programs.
Establishes learning objectives and evaluation plan for agreed upon learning and development solutions based on client needs.
Develops training and evaluation materials, including lesson plans, manuals (e.g. learner guides and facilitator guides), e-learning modules, tests, and surveys in accordance with the LAPD business process.
Delivers content and activities based on design and ensures learning experience supports desired outcomes.
Creates physical and/or virtual learning environments that meet the needs of learners and support learning.
Engages learners and fosters learning by delivering content and instructions, leading group discussions, optimizing use of visual aids, and facilitating activities.
Assesses learner achievement of learning objectives.
Designs activities and materials that help learners apply newly acquired knowledge and skills to their job.
Coaches learners and their supervisors to support transfer of learning.
Other related duties as assigned.

What the role requires:

Minimum of a college diploma plus one year formal education in the area of Adult Education, combined with 3-5 years experience in the social assistance field
Ability to identify training needs, and plan, design, and deliver programs to meet the Divisions goals
Extensive knowledge of multiple computer applications, including but not limited to MS Office, HTI, HET, Dom Doc and local applications
Extensive knowledge of the Housing Services Act, Residential Tenancy Act, MFIPPA, and all other applicable or proposed relevant legislation
Excellent knowledge of community resources
Valid driver’s license and access to a vehicle

Skills and Abilities:

Effective facilitation skills to convey information and the ability to employ a variety of instructional techniques
Excellent communication skills including written skills for a variety of audiences at all levels and verbal skills to facilitate and to exchange and provide information as necessary
Exceptional interpersonal skills to handle classroom problems effectively
Effective time management and organizational skills to prioritize and manage a variety of different projects and ever-changing priorities
Ability to adapt to technology and business changes on an ongoing basis
Intermediate skills in web-based learning tools and software, such as: e-learning authoring applications, video creation software, and video conferencing applications.
Advanced skills in a variety of Human Services-related software.
Ability to apply a structured instructional design process, from needs assessment to program evaluation, to meet client needs and in line with departmental and organizational objectives.
Excellent time management and organizational skills to manage a variety of projects and priorities within timeconstraints and deadlines.
Ability to work independently and collaboratively in a highly consultative and team-oriented environment.
Ability to effectively interact with, coach, and advise staff at all levels of the organization.
Excellent change leadership and change management skills.
Ability to employ a variety of instructional techniques in line with adult learning principles.

This position is a bargaining unit position represented by CUPE Local 966. Continuous employment is not guaranteed and may be subject to layoffs as outlined in the Collective Agreement Article 15.

Work Mode & Job Location: In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection.
