Job Title: Senior Full-Stack Developer (Oracle APEX)
Location: National Capital Region (NCR) – Gatineau, QC (Hybrid / Onsite as Required)
Overview
We are currently looking for a
Senior Full-Stack Developer to support a long-term
4-year Federal Government contract focused on the development, modernization, and sustainment of enterprise applications built using Oracle technologies. The work is primarily performed in the National Capital Region and candidates should be prepared for onsite work when required.
An active Government of Canada SECRET Clearance is mandatory.
This role will support the development and sustainment of mission-critical aerospace management systems. The successful candidate will be responsible for both front-end and back-end development activities, including Oracle APEX application development, Oracle database programming, user interface design, and full-stack software development.

Key Responsibilities- Develop, enhance, and maintain Oracle APEX applications
- Design and develop front-end user interfaces and application workflows
- Develop complex Oracle SQL and PL/SQL code
- Create and maintain stored procedures, functions, packages, and triggers
- Translate business requirements and user stories into technical solutions
- Design user experiences, workflows, wireframes, and prototypes
- Develop and maintain application backend logic and database structures
- Document software designs, architecture, and technical solutions
- Participate in Agile development and modernization initiatives
Mandatory Requirements
Candidates must demonstrate:
Education- Post-secondary degree or diploma in Computer Science, Engineering, Mathematics, Science, or another technology-related discipline. The degree or diploma must be from either a recognized Canadian institution or a Canadian Forces Institution, or the equivalent as established by a recognized Canadian academic credentials assessment service.
Experience- 10+ years of experience working as a Software Developer and/or Database Modeller within the last 15 years.
- 7+ years of experience developing applications using Oracle Application Express (Oracle APEX). This reflects the maximum score available under the rated criteria.
- 7+ years of demonstrated experience developing and maintaining:
- Oracle PL/SQL
- Complex SQL queries
- Stored procedures
- Functions
- Packages
- Triggers
- Oracle database objects.
- 7+ years of demonstrated experience designing user interfaces for applications, including:
- Translating business requirements into UI designs
- User workflow design
- Wireframe development
- Prototyping
- User experience design. This reflects the maximum score available under the rated criteria.
Highly Desirable Experience
Candidates will be strongly preferred if they possess:
- Aviation experience
- Aerospace experience
- Royal Canadian Air Force (RCAF) experience
- Director General Aerospace Equipment Program Management (DGAEPM) experience
- Microsoft Access experience
- Microsoft Azure DevOps experience
- Oracle SQL Developer experience
- Unified Codes APEX Office Print (AOP) experience
- Enterprise application modernization experience
- Large-scale Oracle development initiatives.

- Ability to work in an environment subject to Controlled Goods requirements.
