Who We Are Looking For
Reporting to Sr. Manager Fraud Prevention the Manager, Fraud Investigations & Controls is responsible for leading complex fraud investigations, identifying control weaknesses, and driving enhancements to fraud detection, prevention, and operational effectiveness across Rogers Bank.
This role leads a team of fraud investigators responsible for uncovering fraud trends, organized fraud networks, emerging attack patterns, and process vulnerabilities that are not effectively detected through existing systems, rules, or controls. The successful candidate will serve as a key liaison with industry partners, including Canadian banks, the Canadian Bankers Association (CBA), the Banking Crime Prevention and Investigation Forum (BCPIF), law enforcement agencies, and other external stakeholders to support cross-sector investigations and information sharing.
The Manager will leverage advanced investigative techniques, data analysis, intelligence gathering, and network-linkage analysis to identify hidden fraud risks, recommend control enhancements, and improve fraud detection rates while minimizing customer impact. This role requires strong leadership, investigative expertise, analytical capability, and the ability to influence stakeholders across multiple business functions.
What You'll Do
- Lead, coach, and develop a high-performing team of fraud investigators and analysts responsible for complex fraud investigations, organized fraud activity, and control gap identification.
- Conduct and oversee investigations involving application fraud, account takeover, identity fraud, first-party fraud, synthetic identity fraud, and emerging fraud threats.
- Act as Rogers Bank's primary liaison with the Canadian banking industry, including participation in BCPIF, CBA working groups, law enforcement engagement, and cross-industry fraud intelligence sharing initiatives.
- Coordinate investigative support related to production orders, law enforcement requests, and industry-led investigations while ensuring compliance with legal, regulatory, and privacy requirements.
- Identify fraud losses that were not detected through existing fraud systems, controls, policies, or operational processes and perform detailed root cause analysis to determine contributing factors.
- Analyse fraud events and operational breakdowns to understand how existing controls, procedures, or processes were bypassed and recommend enhancements to strengthen the control environment.
- Develop actionable recommendations to improve fraud detection rules, authentication strategies, operational controls, policies, procedures, and investigative practices.
- Utilize investigative analytics, SQL, data querying tools, fraud platforms, and link-analysis techniques to identify relationships, anomalies, organized fraud networks, and second-order fraud scenarios.
- Develop investigative methodologies that identify hidden fraud trends and emerging attack patterns before losses become material.
- Partner closely with Fraud Strategy team to convert investigative findings into enhanced fraud rules, predictive models, operational controls, and monitoring capabilities.
- Collaborate with Telecom Fraud team to strengthen enterprise fraud intelligence sharing, improve investigative effectiveness, and identify opportunities for cross-channel fraud prevention.
- Establish effective partnerships with Technology, Fraud Strategy, Credit Risk, AML, Finance, Legal, Regulatory Compliance, Project Delivery, Operations, and external vendors to accelerate fraud mitigation efforts.
- Create, maintain, and continuously improve fraud investigation procedures, investigative standards, escalation protocols, and control governance documentation.
- Design and enhance fraud reporting, management dashboards, and investigative oversight reporting to improve visibility into emerging fraud risks, fraud performance, and control effectiveness.
- Present investigative findings, fraud trends, and control recommendations to senior leadership in both technical and business-friendly formats to facilitate expedited decision-making.
- Stay current on emerging fraud techniques, organized crime trends, industry best practices, investigative tools, and regulatory developments.
What You Bring
- Minimum 5 years of progressive experience in bank fraud investigations, fraud risk management, fraud strategy, or financial crimes within a banking, credit card, payments, or financial services environment.
- Demonstrated leadership experience managing investigative, fraud, intelligence, risk, or analytical teams.
- Strong expertise in conducting complex fraud investigations including identity fraud, application fraud, account takeover, synthetic identity fraud, organized fraud rings, and financial crime schemes.
- Experience working directly with law enforcement agencies, production orders, information requests, and industry investigative forums.
- Established relationships within the Canadian banking fraud community, law enforcement, BCPIF, CBA, or similar investigative networks are strongly preferred.
- Proven ability to identify fraud trends, investigate unexplained losses, uncover root causes, and develop effective control improvements.
- Advanced analytical and investigative skills with the ability to connect seemingly unrelated activities and identify fraud networks through linkage analysis and intelligence gathering.
- Experience utilizing SQL, data mining, fraud detection platforms, reporting tools, and investigative technologies to support complex investigations.
- Strong understanding of fraud controls, customer authentication, operational risk management, investigative practices, and fraud detection methodologies.
- Ability to translate investigative findings into actionable business recommendations, operational controls, policy enhancements, and fraud strategy improvements.
- Exceptional communication skills with the ability to present complex fraud issues clearly and effectively to frontline teams, technical partners, executive leadership, regulatory stakeholders, and external law enforcement agencies.
- Proven ability to influence stakeholders and drive action across diverse functions including Technology, Fraud Operations, Credit Risk, AML, Finance, Legal, Compliance, and external partners.
- Strong operational mindset with the ability to balance fraud mitigation, customer experience, operational efficiency, and regulatory expectations.
- Experience with fraud analytics, visualization tools, case management platforms, and reporting solutions is considered an asset.
- Post-secondary education in Business, Finance, Criminology, Data Analytics, Law Enforcement, or a related discipline is preferred. Equivalent experience will be considered.
