Preferred Qualifications

Accreditation from the International Institute of Business Analysis (IIBA) is considered an asset.
Knowledge of the Business Analysis Book of Knowledge (BABOK) is considered an asset.

Description

A clean criminal record check status will be required at the proponent's expense before the successful Service Provider Resource(s) arrive onsite. Maintaining a clean status is required throughout the Proponent's contract.

An enhanced background check, completed by Manitoba, may be required on certain projects due to the confidentiality of the materials shared with the Proponent. If the Proponent fails, they must rectify the issue at their own cost and time.

The following are the minimum qualifications and/or experience required for the delivery of the Services.

The Resource must have the minimum qualifications or experience outlined in the Must Have and Preferred Qualifications sections above.

Services and Deliverables

All Services will be performed onsite, with the primary location at 215 Garry Street, Winnipeg, Manitoba, regardless of the location of residence of the Proponent's Resource. The service location of the Resource may change as part of the Statement of Work (SOW) between the Proponent and Manitoba.

This is an onsite-only Resource position.

Standard working hours for the Resource will be in accordance with Manitoba's usual working hours of 8:30 AM to 4:30 PM CST, Monday to Friday (7.25 hours per day).

Manitoba offices are closed on all Manitoba statutory holidays, and these days will be unpaid.

Manitoba, at its sole discretion, may decide that extended working hours are needed at certain times to meet project deadlines. However, extended working hours are intended to cover exceptional circumstances and may not be available throughout the entire duration of the engagement with the Proponent's Resource.

Overtime work cannot be used and billed unless approved by Manitoba in advance through written approval.

Duration and Contract Terms

The duration of the engagement may be for up to a 24-month term. Due to the nature of the projects, there may be exceptional circumstances where the total term may be extended beyond 24 months.

The anticipated 24-month term is expected to start with a 6-month initial term, followed by up to 18-month renewal(s). The final term structure will be concluded as part of the contract/Statement of Work (SOW) negotiations.

Responsibilities

Lead requirements-gathering sessions with stakeholders to understand business objectives and document detailed business requirements.
Analyze and document current business processes and workflows, identifying areas for improvement and optimization.
Develop comprehensive business cases outlining the costs, benefits, and risks of proposed solutions.
Collaborate closely with cross-functional teams, including IT, operations, and management, to ensure alignment between business and technology solutions.
Create functional specifications and user stories, ensuring they are clear, complete, and feasible for implementation.
Conduct impact analysis for proposed changes and enhancements to existing systems and processes.
Provide guidance and mentorship to junior Business Analysts and team members as needed.
Participate in testing and quality assurance efforts, ensuring solutions meet business requirements and are fit for purpose.
Assist in developing training materials and conduct training sessions for end users as necessary.
Define and document business processes involving current and future states.
Act as a liaison between departmental end users, technical teams, consultants, and other governmental organizations in the analysis, design, configuration, testing, and maintenance of solutions.
Identify opportunities to improve business processes through the use of technology and/or business process changes.
Read and interpret technical literature and translate it into terms understandable to end users or non-technical staff.
Plan, organize, and conduct business process re-engineering/improvement projects and/or management reviews of programs.
