We are seeking a highly experienced Digital Architect – Data to support service innovation, program review, and digital transformation projects across the Government of Alberta (GoA). The successful candidate will provide architectural expertise and strategic guidance, lead solution architecture, support cross-functional agile product teams, and help deliver user-centric digital services aligned with enterprise architecture, technical standards, and emerging technologies.

Maximum Extension Term: 24 Months

Work Arrangement: Primarily Remote / Hybrid

Onsite Requirement: Up to 10% of total hours in Edmonton, as required by the Province

Must Have

Demonstrated experience leading cross-functional agile product teams, providing architectural direction, and mentoring developers and technical leads – 5 years
Experience as a data architect, software architect, or senior data engineer, where the proposed resource’s focus has been collaborative work on and/or with cross-functional teams to create new software applications – 8 years
Experience in leading solution architecture and introducing the overall technical vision for a large-scale Enterprise project with integrations between systems – 5 years
Experience leading domain modelling and database schema design for transactional and reporting systems – 4 years
Strong communication skills with the ability to convey technical concepts to non-technical stakeholders and influence decision-making – 5 years

Experience aligning data architecture with organizational data strategies, digital service delivery goals, and emerging AI-enabled business capabilities – 3 years
Experience applying data governance principles to ensure data consistency, quality, compliance, metadata management, and responsible use of data for analytics and AI solutions – 3 years
Experience applying secure development practices and managing identity and access using role-based or attribute-based access control and Zero Trust Architecture principle – 4 years
Experience architecting solutions that leverage relational and non-relational databases, analytics platforms, and AI technologies, including data modelling, performance optimization, and the delivery of actionable insights – 5 years
Experience collaborating with cross-functional teams to embed data interoperability and standardization practices into product development workflows – 2 years
Experience incrementally transforming legacy systems into modern digital and data-driven services across multiple releases, leveraging cloud-native and AI-enabled technologies where appropriate – 5 years
Experience with the Government of Alberta's Information Technology/Information Management policies, standards and guidelines – 2 years
Experience working within an organization equivalent in size and complexity to the Government of Alberta, supporting enterprise-scale data, analytics, and digital transformation initiatives – 3 years

Role Overview

The province requires up to five (5) Digital Architect - Data, to work with 3D on service innovation, program review and digital transformation projects across the GoA.

The Digital Architect, Data will work as part of cross-functional program review or product delivery teams. These teams, led by GoA product owners and 3D work collaboratively and collectively participate in a full range of activities including: field research, backlog definition and refinement, and sprint planning and execution.

Digital transformation projects review the current state of services, identify future opportunities, and then deliver new services that are efficient, effective and affordable.

A Digital Architect provides architectural expertise and strategic guidance and is responsible for overseeing the software architecture of digital services, the alignment of services to a common architecture vision, and the iterative delivery of solutions to create a complete digital service.

As the senior technical resource on the team, the Digital Architect(s) -Data will guide the team in the rapid, iterative delivery of user-centric services with solution designs that align to the overall architectural vision and are in support of technical standards, coding standards, common tools and platforms.

The Digital Architect(s) will also guide the product owner and team in balancing the allocation of team capacity between user stories and technical tasks.

The Digital Architect(s) - Data may perform some development work if needed. Therefore, a Digital Architect must have a strong technical understanding of current and emerging technologies, balanced with strong business acumen and project leadership skills.

Responsibilities

Services and project deliverables should evolve as the work progresses, in response to emerging user and business needs, as well as design and technical opportunities. However, the following must be delivered (iteratively) over the course of the project:

Lead The Solution Architecture Of Digital Services By

Developing the overall architectural plan, ensuring a citizen-centered design and agile software approach;
Uncovering existing system context;
Providing recommendations and prototypes for technical discovery and feasibility;
Providing and being accountable for the solution designs that account for iterative implementation; and
Analysing impacts, exposure, and risk as it pertains to the solution design.

Guide the Team in the Implementation of Digital Services By:

Facilitating frequent delivery of products to ensure that the target architecture is successfully created;
Determining the tactical approach on each integration and the target state of system boundaries and interactions;
Identifying opportunities to leverage common components and capabilities of other digital services;
Encouraging team contribution towards developing opportunities to leverage other digital services;
Providing guidance on the creation of detailed designs for solution implementation;
Reviewing code changes;
Contributing to code changes in order to implement user stories and to complete technical tasks; and
Providing coaching and mentorship to the product team.

Architectural Vision and Standards

Contribute to the architectural vision for a platform of user-centric services, particularly as it relates to the use of common components and capabilities to accelerate service delivery.
Contribute to the development of principles, metrics, and standards for service quality and delivery.
Provide software architecture information to technical and non-technical audiences by creating materials (documents, diagrams, presentations, etc.) appropriate to the audience.
Actively participate in the development and continuous improvement of the architecture practice.
The Province and the Contractor shall determine changes to Services and Materials as required. The Province and the Contractor will determine changes to Services and Materials through the Artifacts.

Work Arrangement

The Digital Architect will primarily work remotely; however, the Digital Architect may be required to attend meetings or work sessions in Edmonton on reasonable notice from the province, up to 10% of total hours.
