Senior Program Manager to lead and support digital health, EHR modernization, and provincial strategic clinical initiatives. The ideal candidate will have extensive experience managing electronic health-related projects, healthcare technology implementations, stakeholder relationships, governance structures, budgets, risks, and program strategy, with strong knowledge of Ontario’s healthcare landscape and Electronic Medical Record systems.

Description
Background Information
The
Patient Access & Navigation Services team is tasked with the digital planning and implementation of provincial strategic clinical projects. These are often complex multi-year endeavours that require senior resource oversight to coordinate stakeholders and project activities.
The Senior Program Managers, Under The Director Of The Consumer Access And Client Integrations Team, Take On Strategic Projects, Such As The Provincial Primary Care Program Where They Will Work On
- Arranging oversight meetings.
- Program Performance Monitoring.
- Promotion of Strategic Partnerships between stakeholders of the Programs.
Responsibilities
The
Senior Program Manager will lead and support various
EHR Modernization initiatives, including management of activities, issues, risks, and service change requests to ensure successful and on-time deployment.
- Work with internal stakeholders to report project progress and provide budgeting oversight, tracking, and reporting.
- Define, implement, and operate the program governance.
- Establish and manage relationships with Agency's product owners.
- Establish and manage relationships with Canada Health Infoway.
- Engage with Legal, Privacy, and Security authorities to evaluate program responsibilities.
Desired Skills
- College/University undergraduate degree in Health, Computer Science, Engineering, Business, or related discipline from a recognized institution, or equivalent experience.
- Professional certifications: Project Management Professional; knowledge and understanding of the Project Management Institute’s Project Management Body of Knowledge and/or Lean Six Sigma.
- Demonstrated project management software skills and experience, e.g., MS Project, MS Teams, etc.
- Knowledge of Ontario’s healthcare landscape, including the Electronic Health Record, EMR Systems (TELUS Health, WELL EMR, and Accuro), Provincial Digital Services, Hospital Information Systems (Epic, Meditech, and Cerner), and other Healthcare Information Systems used throughout the province.
- Experience with health system business implementation and deployment projects.
- Proven track record working with multidisciplinary teams.
- Experience in liaising with customers/stakeholders where customer service was a key focus, including responding to queries, issues/risk management, etc.
- Relationship building, facilitation, and influencing skills to successfully partner with internal and external stakeholders.
- Ability to readily identify, assess, and mitigate implementation and adoption issues.
- Knowledge of change management, business process integration, and/or evaluation/quality improvement, preferably in the health sector.
- Experience operating in highly political environments and across various organizational cultures.
- Working knowledge of privacy policies and legislative processes – Health Protection and Promotion Act (HPPA), Freedom of Information and Protection of Privacy Act (FIPPA), and Personal Health Information Protection Act (PHIPA), and associated Health Information Custodian (HIC) requirements would be an asset.
Required Skills
- 7 to 10 years’ experience project managing digital health projects, ideally with experience deploying clinical software systems, including health information systems, electronic medical records, referral solutions, and patient portals.
- Experience with and knowledge of Project Management concepts, including project goals, risk, scope, participant roles, planning, quality management, risk management, and change management.
- Excellent leadership, team building, and communication skills, including experience presenting to C-suite and Executive Leadership Groups across the health sector.
- Strong stakeholder management, vendor relations, planning, and resource management skills.
- Time management, with the ability to manage tight deadlines and prioritize multiple projects.
- Collaboration, coordinating tasks, and ensuring that everybody works together effectively, including conflict resolution.
- Demonstrated experience leading and overseeing program strategy development from inception through to project close-out.
- Demonstrated ability to develop successful relationships and build agreement with high-level internal and external stakeholders.
- Demonstrated experience understanding and articulating executive expectations and translating them into program deliverables.
- Experience developing budgets based on multiple funding channels and cross-organization dependencies.
- Demonstrated experience with privacy and security requirements of software development and integrations in a healthcare or clinical context.
Required Experience
- Experience working with healthcare professionals in the field.
- Knowledge and experience with Electronic Medical Records systems.
- Experience with the provincial Electronic Health Record and its assets like OLIS, DHDR, and CDR.
- Knowledge of clinical workflows and associated business processes.
- Experience managing programs with complex governance structures, funding streams, and many stakeholders.
- Demonstrated excellent time management, with the ability to manage tight deadlines and prioritize multiple projects.
- 7 to 10 years’ experience program/project managing electronic health-related projects and the complex relationships associated with them.

Deliverables Include, But Are Not Limited To
The Senior Program Manager will be required to work with the appropriate teams to provide:
- Organizing program and activities.
- Creating and managing short- and long-term goals.
- Developing a budget and operating plan for the program.
- Developing an evaluation method to assess program strengths and identify areas for improvement.
- Managing a team with a diverse array of talents and responsibilities.
- Client Engagement and Client Management, including but not limited to health care organizations and technology providers.
- Manage Program Go-live schedules.
- Manage Project Risk/Issue Management.
- Implementing and managing changes and interventions to ensure project goals are achieved.
Additional Terms
The term of this Engagement Assignment is for
144 Business Days, with an option to extend for up to an additional
129 days at the Agency’s discretion. The Engagement Assignment may be extended for unused Business Days at the Agency’s discretion.
The resource will comply with the Agency’s policies and procedures.
The resource will be issued an Agency laptop and is expected to provide at least one additional monitor, an external keyboard, and a mouse at their own expense. In addition, when the resource is working from their home location, they must have a private office space and are not permitted to work in an open communal space.
Internet connection must be hard-wired and have suitable bandwidth to support the IT requirements of this role. If these conditions cannot be met within their home office space, the resource will transition to full-time in-office work, and the hybrid option will no longer be available.
The Agency systems cannot be accessed from outside the province of Ontario, and Agency assets, including laptops and related equipment, cannot be removed from the province of Ontario without prior written approval from the Agency.
