Client: Supply Ontario

We are looking for an experienced Project Control Officer – Intermediate to support procurement activities and project teams within the Ontario Health environment. The ideal candidate will have strong procurement knowledge, experience with procurement tools such as Workday and Flextrack, excellent organizational skills, and the ability to coordinate with multiple internal and external stakeholders.

Public Sector Experience: Nice to Have

Must Have

4+ years' experience with, and understanding, of Procurement principles and processes.
4+ years' experience proficient with Workday, Flextrack and/or sourcing.
Demonstrated ability to work well with various groups of internal and external clients while demonstrating customer service.
Detail-oriented with excellent organizational and time management skills.
Proficient in MS Office, including MS Teams document repository and Excel.

Description

Background

A Project Control Officer is required to support Ontario Health procurement activities. The Project Control Officer will be responsible for performing multiple procurement-related process tasks.

Responsibilities

The Supply Chain Project Control Officer will work with the Supply Chain (Procurement) and project teams to support procurement needs and ensure project processes are in compliance with Ontario Health policies.

Responsibilities Will Include

Work with internal stakeholders to ensure sourcing documents are complete and accurate.
Complete entries as required into the applicable procurement system, such as Workday and Flextrack.
Maintain required documents and ensure a complete audit trail.
Analyse and prepare reports and other documentation as required.

Required Skills

Strong leadership skills, accountability and a demonstrated ability in delivery.
Strong verbal and written communication skills.

Desired Skills

Knowledge of Procurement methodologies and public sector procurement processes.
Knowledge of Project Management concepts, including project goals, risk, scope, participant roles, planning, cost and quality management.
Demonstrated experience working in a professional environment supporting multiple project managers and critical projects to ensure project deliverables are delivered on time and adhere to agency standards and policies.
Experience collaborating with internal and external clients, developing and managing project schedules, deliverables and status reports.
Experience working alongside project managers to provide updates, escalate where required, identify risks, and lead project document deliverables.
Experience routing documents for signature via DocuSign, monitoring project document repositories and ensuring all documents are reviewed and maintained in the repository.
Ability to adequately monitor, track and coordinate project requirements and provide reporting and input to ensure targets are met.
Ability to handle client relationships, manage expectations, provide updates as required, and identify and mitigate potential conflicts between project and functional areas.

Evaluation Criteria

Procurement Activities – 20 Points

Minimum 4 years’ experience supporting procurement activities.

Procurement Tools – 15 Points

Minimum 2 years hands-on experience with procurement tools such as Workday, Flextrack and Ontario Tender Portal.

Communication Skills – 15 Points

Strong communication skills, including verbal communication, written communication, active listening, conflict resolution and stress tolerance.

Time Management & Multitasking – 15 Points

Effective time management and multi-tasking skills.

Documentation & Reporting – 15 Points

Skilled in creating, tracking and maintaining project documentation and reporting.
Detail-oriented approach.

MS Office – 10 Points

Advanced experience with MS Office, including MS Teams document repository and Excel.

Client Management – 10 Points

Experience working with multiple internal and external clients.

Deliverables

Work with internal stakeholders and clients to ensure the sourcing process is followed and documents are complete and accurate.
Complete entries as required into the applicable procurement system, such as Workday and Flextrack.
Maintain required documents and ensure a complete audit trail.
Analyse and prepare reports and other documentation as required.

Additional Terms

Term

The term of this Engagement Assignment is 113 Business Days, with an option to extend for 250 business days at the Agency's discretion. The Engagement Assignment may also be extended for unused Business Days at the Agency's discretion.

Agency Policies

The resource will comply with Agency policies and procedures.

Equipment & Home Office Requirements

The resource will be issued an Agency laptop and is expected to provide, at their own expense:

At least one additional monitor.
An external keyboard.
A mouse.

When working from their home location, the resource must have a private office space and is not permitted to work in an open communal space.

The internet connection must be hard-wired and have suitable bandwidth to support the IT requirements of this role.

If these conditions cannot be met within the home office space, the resource will transition to full-time in-office work, and the hybrid option will no longer be available.

Ontario Work Location Restriction

Agency systems cannot be accessed from outside the province of Ontario. Agency assets, including laptops and related equipment, cannot be removed from the province of Ontario without prior written approval from the Agency.

Assignment Type

This position is currently Hybrid. The resource under this request will be required to work onsite as per the Hiring Manager's sole discretion.

Onsite Requirement

Up to 3 days onsite, subject to the Hiring Manager's discretion.
