Client: Ministry of Public and Business Service Delivery and Procurement

We are looking for a highly experienced Senior Project Manager/Leader to manage large-scale, complex, high-profile, and high-risk projects for OPS Gov Tech ON initiatives. The ideal candidate will have extensive experience managing PeopleSoft HCM or other HCM-related projects, with strong expertise in ERP implementations, PeopleSoft HCM applications, PeopleSoft Fluid and Classic Plus user interfaces, PeopleTools and PUM upgrades, and project delivery within public sector environments.

Must Have

Extensive experience as a Project Manager working with PeopleSoft-related projects or other HCM projects.

Nice to Have

Prior OPS/public sector experience with HCM/PeopleSoft-related project work as a Project Manager.

Description

Provides project management on large-scale, complex, high-profile, and high-risk projects for OPS Gov Tech ON initiatives.
Ensures project deliverables meet clients’ business requirements on time, within scope and budget, with a focus on cost-effectiveness, efficiencies, and compliance with OPS project management methodologies and frameworks.

General Skills

Leads organizational development, strategy development, business planning, and Ministry funding requests.
Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan.
Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met.
Experience developing and managing project schedules, deliverables, and scope.
Ability to promote I&IT project management best practices and adherence to standard methodologies.
Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards.
Extensive experience coordinating and monitoring project processes, and developing and communicating guidelines and procedures.
Sources, selects, and onboards team members in various disciplines; clarifies roles and responsibilities and sets task, deliverable, and performance expectations for resources who are both OPS unionized employees and fee-for-service (FFS) consultants.
Resolves resourcing and interpersonal conflicts, negotiates changes to resourcing, and ensures knowledge is shared among team members so that project objectives and deliverables are met.
Develops complex project budgets based on multiple funding channels and cross-ministry dependencies.
Effectively manages large project budgets and ensures a high level of fiscal control and accountability, including estimates, forecasts, and reconciliation/confirmation of actuals.
Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
Establishes and participates in steering committees and stakeholder forums.
Provides project, program, and/or portfolio reporting to multiple stakeholders at senior executive levels.
Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects, including concept, definition, planning, implementation, and close-out.
Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and control of the use of I&IT resources.

Desirable Skills

Knowledge and understanding of the Project Management Institute’s Project Management Body of Knowledge (PMBOK).
Knowledge and understanding of Information Management principles, concepts, policies, and practices.
Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
Ability to make recommendations on the acquisition of software, hardware, and technology resources.
Experience managing and coordinating project monitoring, anticipating and troubleshooting issues, providing ongoing expertise, resolving problems, and ensuring project effectiveness.
Ability to identify conflicts between project and functional areas and develop responses to successfully address conflicts.
Ability to handle client relationships, manage expectations, provide updates as required, and identify potential conflicts between project and functional areas.

Experience And Skill Set Requirements

Hands-On Project Management and Large ERP Projects – 30%

A hands-on Project Manager who has led multiple large ERP projects.

PeopleSoft HCM Application Expertise – 25%

Significant expertise and experience in the PeopleSoft HCM application.

PeopleSoft Implementation and Upgrades – 25%

Experience implementing PeopleSoft Fluid and Classic Plus user interfaces, including experience implementing PeopleTools and PUM upgrades.

Microsoft Azure, RHEL/Windows OS and Oracle Database – 10%

Experience working on the Microsoft Azure cloud platform with RHEL/Windows operating systems and Oracle Database.

Public Sector Experience – 10%

Experience working in a public sector environment.
