We are seeking a Senior Specialized IT Consultant with extensive hands-on experience in Microsoft Dynamics 365 CRM, Model-Driven Apps (MDA), Power Pages Portal development, Power Automate, Azure services, Azure Attachment Storage, C# plugin development, and enterprise application integration. The successful candidate will support the stabilization and enhancement of the Rental Offences Complaint System (ROCS), optimize case management solutions, develop portal applications, remediate defects, improve performance, and ensure compliance with accessibility, security, and Ontario Public Service (OPS) standards.

Must Have

More than 7 years of experience with technical hands-on solutions development and configuration.

Description

The Rental Housing Enforcement Unit (RHEU) in the Business Management Division of the Ministry of Municipal Affairs and Housing (MMAH) monitors compliance with offences under the Residential Tenancies Act, 2006 (RTA), investigates cases of alleged failure to comply, and prosecutes alleged offenders where warranted. RHEU also attempts to obtain compliance.

A modernization initiative was undertaken in line with the Government’s “Digital First” Agenda to deliver simpler, faster, and better services. This significantly improves the administration of licensed and unlicensed childcares. This initiative will be a key step towards improving safety standards in childcare facilities, covering regulated and unregulated settings throughout Ontario.

The investigation details for both licensed and unlicensed care providers are to be stored in an electronic database, offering immediate visibility into ongoing cases. This will continue to facilitate proactive decision-making and enable quicker responses to critical issues encountered in the field. The modernized solution brought the Rental Offences Complaint System (ROCS) Application into compliance with the ODAS regulation and GO-ITS standards.

The Modernized Rental Offences Complaint System (ROCS) Application went live in May 2025. Further enhancements and refinements are being made to the Modernized Application subsequent to go-live as per client needs.

This engagement focuses on ROCS stabilization post-May 2025 go-live, including Model-Driven Apps (MDA) optimization for case management and Power Pages Portal development for external stakeholder access. The consultant will identify and remediate defects, enhance performance, ensure accessibility compliance, and implement stakeholder enhancements.

Deliverables

Deliverables to be provided by the Vendor include the following:

Analysis
Analyse Business Requirements to identify gaps along with recommended solutions.
Architecture Design
Update/Create Architecture Artefacts (Business Architecture, Logical Architecture, and Physical Architecture Artefacts).
Update/Create Functional Design Documentation for the Solution.
Update/Create Technical Design Documentation for the Solution.
IT Solutions Enhancement / Sustainment
Design, Configure, and Implement Enhancement(s) / Remediate Defects for the Case Management System.
Systems Integration
Design, Configure, and Implement Enhancement(s) / Remediate Defects for the Integration with OPS Service(s).
Testing and Quality Assurance (QA)
Contribute to the Quality Assurance Activities.
Implementation
Collaborate and Coordinate with all Project Stakeholders involved to ensure smooth and timely completion of Activities and Deliverables.
Ensure compliance with:

Accessibility for Ontarians with Disabilities Act (AODA)
Ontario Digital Service Design Guidelines
OPS Security Directive (GO-ITS 25.0 General Security Requirements)

Systems Deployment Operations and Management
Provide Packaging, Deployment, and Migration Strategy for all Cloud-Based Environment(s).
Knowledge Management
Conduct Knowledge Transfer Session(s) for the CSC Internal Project Team.

Experience And Skill Set Requirements

Technical Experience and Expertise – 70%

More than 8 years of experience in technical solution development, configuration, and customization, with strong expertise in Model-Driven Apps (MDA), Power Pages Portal, C# plugin development, custom connectors, Power Automate, and case management.
Experience with Microsoft cloud technologies, including Dynamics 365 CRM, Power Apps, Power Automate, Power Pages, Azure services, Azure Attachment Storage, Azure Active Directory, Azure DevOps, Key Vault, API Management, Logic Apps, and Power BI.
Hands-on experience in architecting and implementing case management solutions using Dynamics 365 Model-Driven Apps, including forms, views, dashboards, Fetch XML, business process flows, queues, routing, activity management, and role-based security.
Hands-on experience designing and developing Power Pages Portals with self-service forms, authentication, accessibility compliance, responsive design, Dataverse integration, Azure Blob Storage, App Insights, Key Vault, and SQL optimization.
Hands-on experience with MDA security and data controls, including RBAC, FLS, role-based access, document management, and secure data handling.
Hands-on experience designing and developing Azure Logic Apps and Function Apps for system integration and automation.
Hands-on experience with C# plugin development, including synchronous and asynchronous plugins, Fetch XML optimization, transaction handling, security impersonation, custom workflow activities, and Plugin Profiler debugging.
Hands-on experience with Power Automate workflows and RPA, including approvals, conditional logic, desktop automation, error handling, retry logic, and Dynamics 365 integration.
Knowledge of ODAS and WCAG 2.1 accessibility standards for MDA forms and Power Pages portals.
Experience with third-party / OPS IAM, authentication, security, and encryption tools and services.
Demonstrated experience with Kingsway Soft, Oracle-to-Dataverse migration, Azure Blob Storage, and ETL processes.
Hands-on experience with Azure services, data integration, Dataverse and SQL, testing and QA, ALM and DevOps, SharePoint integration, Power BI, monitoring and diagnostics, and security best practices.

Testing, Communication, and Collaboration Skills – 30%

Strong knowledge of and experience with Testing and Quality Assurance Methodologies and best practices.
Strong ability to work under pressure, work with aggressive timelines, and be adaptive to change.
