Client: Ministry of Public and Business Service Delivery and Procurement – RQ11598

We are seeking a Senior Software Developer with extensive experience in software development, Identity and Access Management (IAM), Microsoft Entra ID, Oracle IAM tools, .NET applications, Microsoft Azure, Oracle technologies, and enterprise application integration. The successful candidate will lead development activities, maintain and enhance existing branch platforms such as EDCS and Picasso, support applications across the Data Product Services Branch, troubleshoot technical issues, improve business processes, and develop technical documentation. The ideal candidate will also have strong expertise in continuous integration, source control management, automated build systems, performance monitoring, accessibility standards, and Oracle E-Business applications.

Responsibilities

  • Required to translate technical systems specifications into working, tested applications.
  • This includes:
    • Developing detailed programming specifications.
    • Writing and/or generating code, compiling data-driven programs, maintaining applications, and conducting unit tests.
  • Resolve and troubleshoot technical problems that arise during the use and operation of software packages, including providing technical assistance with implementation, conversion, and migrations.
General Skills

  • Experience in programming and analysis, including specialized software package support at the specified experience level.
  • Ability to collaborate with IT professionals throughout the Software Development Life Cycle (SDLC).
  • Experience with structured methodologies for the development, design, implementation, and maintenance of applications.
  • Experience in designing, coding, testing, debugging, and documenting applications.
  • Experience using object-oriented and/or third-generation language development tools.
  • Experience with one or more programming languages.
  • Experience in application design, latest design patterns, deployment, and troubleshooting.

Desirable Skills

  • Knowledge and experience with programming Internet-ready applications.
  • Knowledge and experience in Rapid Application Development (RAD) methodologies.
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices.
  • Experience with middleware and gateways.
  • Experience reviewing, analysing, and modifying product installation scripts, including encoding, testing, and debugging.

Additional Skills For Oracle Software Developer

  • Experience conducting impact assessments on Oracle E-Business application customizations and extensions.
  • Strong conversion experience in Accounts Receivable Collection modules.
  • Strong programming skills in Oracle Database, PL/SQL, SQL, XML, Unix shell scripts, and Oracle Data Integrator.
  • Proven business knowledge of the General Ledger, Accounts Receivable, Collections, Accounts Payable, and Inventory modules of Oracle E-Business.
  • Excellent knowledge of Oracle E-Business table structures related to GL, AR, Collections, AP, INV, and FND.
  • Strong knowledge of SQL tuning and the use of partition tables.
  • Demonstrated experience and understanding of data warehousing, ETL methodologies, and OBIEE.
  • Demonstrated work experience with Java and Oracle Application Development Framework (ADF) will be a great asset.
  • Strong verbal and written communication skills and leadership abilities to oversee project quality assurance from a technical perspective.

The Resource Will

  • Lead development-related activities in maintaining and enhancing existing branch platforms, such as EDCS and Picasso.
  • Support the entire suite of applications, including infrastructure-related work (e.g., IAM Modernization, analytics platform improvements, etc.), across all projects in the Data Product Services Branch.
  • Support the resolution of application issues and perform analysis of existing business processes; recommend process improvements to effectively harness the benefits of using the applications.
  • Develop technical documentation to assist with branch activities, such as build books and programming specifications.
  • Resolve and troubleshoot technical problems that arise during the use and operation of software packages, including technical assistance in implementation, conversion, and migrations.

Experience And Skill Set Requirements

  • Software Development - 55%
  • Experience designing, developing, and debugging Identity and Access Management (IAM) solutions that utilize Microsoft Entra ID or Oracle IAM tools.
  • Demonstrated experience managing a source control system, including responsibility for branching and merging, and setting up pipelines using tools such as Azure DevOps.
  • Demonstrated prior experience developing a custom and reusable solution that provides a flexible authorization-layer service that can be used for multiple applications.
  • Demonstrated experience managing automated build systems and Continuous Integration (CI) systems.
  • Experience designing, developing, testing, and debugging .NET applications to be deployed to three-tier infrastructure with load balancing on both the presentation and application tiers.
  • Demonstrated experience developing web applications that adhere to WCAG AA 2.1 accessibility standards and run on multiple web browsers and different browser versions.
  • Demonstrated experience developing in Microsoft Azure.
  • Demonstrated experience developing reports in Microsoft Power BI and working with different Business Intelligence solutions.
  • Demonstrated experience conducting performance testing and monitoring using tools such as App Insights.
  • Other Technical Skills - 35%
  • Demonstrated experience configuring and administering operating systems, including Microsoft Windows and Linux or other varieties of UNIX.
  • Demonstrated experience configuring and administering TCP/IP networks, including working with central IT services to resolve networking issues.
  • Experience designing, developing, testing, and debugging code for system enhancements using C#, Windows Communication Foundation, Web API, Crystal Reports, ASP.NET, AngularJS, Entity Framework, LINQ, and Oracle.
  • Demonstrated experience setting up and administering Continuous Integration with build systems such as Azure DevOps Pipeline, Build Master, CruiseControl.NET, Nant, or similar tools.
  • Demonstrated experience leading code reviews and implementing code standards among other developers.
  • Communication Skills - 5%
  • Excellent analytical, problem-solving, and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
  • Demonstrated experience making technical recommendations to Project Managers and senior leadership.
  • Public Sector Experience - 5%
  • Experience and understanding of public sector project delivery methodologies and standards would be an asset.
