Project Overview: Workforce Information Network (WIN)
The Workforce Information Network (WIN) system is a business-critical Ontario Public Service (OPS) system based on the Oracle PeopleSoft Human Capital Management (HCM) Enterprise Resource Planning (ERP) application.
- WIN is used to maintain OPS employees' human resources (HR), payroll, benefits, absence management, and compensation information.
- As of July 2026, the system is operating on PeopleSoft HCM 9.2 (Image 48) and PeopleTools 8.61.09.
- The WIN system administers compensation for approximately 68,000 OPS employees, processes payroll, and enables appropriate deductions and remittances to third parties, such as income tax payments to the Canada Revenue Agency.
- WIN serves as the repository for employee and position data, job descriptions, and grievances and dispute data within the OPS. The system also maintains socio-demographic data voluntarily provided by OPS employees.
The WIN Digital Onboarding Project will enhance the WIN system in several ways. The project will:
- Digitize critical human resources and payroll processes that are currently manual or paper-based, including onboarding, benefits enrolment, and life events management.
- Enhance the WIN system by expanding employee and manager self-service capabilities, including extension or end of probationary period, certificate numbers, and badge numbers. These enhancements will enable pay and benefits staff to focus on administrative efficiencies achieved through implementation and redirect their efforts towards more value-added activities.
