- WIN is used to maintain OPS employees' human resources (HR), payroll, benefits, absence management, and compensation information.
- It operates on PeopleSoft HCM 9.2 (Image 48) on PeopleTools 8.61.09, as of July 2026.
- The WIN system administers compensation for approximately 68,000 OPS employees, processes payroll, and enables appropriate deductions and remittances to third parties, such as income tax payments to the Canada Revenue Agency.
- It is the repository of employee and position data, job descriptions, and grievances/dispute data within the OPS. The WIN system also maintains socio-demographic data voluntarily provided by OPS employees.

The WIN Digital Onboarding Project will enhance the WIN system in various ways. The project will:
- Digitize critical human resources and payroll processes that are currently manual or paper-based, including onboarding, benefits enrolment, and life events management.
