Client: Ministry of Public and Business Service Delivery and Procurement - RQ11503

We are seeking an experienced Solutions Designer – Senior to support the Ministry of Public and Business Service Delivery and Procurement on enterprise-level technology initiatives. The successful candidate will have extensive experience in backend design and development, enterprise integration, REST Web Services, JPA, Hibernate, SQL, PL/SQL, Spring Integration, middleware, enterprise service buses, cloud-based integration solutions, and large-scale mission-critical systems.

The successful candidate will also be responsible for designing hosting technology solutions, assessing client requirements, supporting solution development activities, evaluating system performance and capacity, and working collaboratively with technical and business teams.

Must Have

10+ years of experience on backend design and development using REST Web Services, JPA, hibernates, database, SQL, PL/SQL.
Strong expertise in enterprise integration design, including experience with integration patterns, technologies, design principles and best practices.
In-depth knowledge of Spring Framework, especially Spring Integration, and experience designing and building integration solutions using it.
Strong knowledge of message-oriented middleware and enterprise service buses such as IBM App Connect Enterprise (ACEs) or MuleSoft and experience designing and building solutions using them.
Experience with integration technologies, such as JMS, AMQP, or REST, and an understanding of how to use them in Azure context.
Experience with cloud-based integration solutions.
10+ years of experience on backend design and development using REST Web Services, JPA, hibernates, database, SQL, PL/SQL.
Experience leading other developers as Team Lead.

Nice Have

Prior OPS/Public Sector experience.

Responsibilities

Undertakes the design of hosting technology solutions based on the client’s service specifications, standards, policies, best practices and cost models in order to meet client application business requirements and project/initiative deliverables.

General Skills

Knowledge of integrated networking technologies, mainframe, midrange server, enterprise storage and SAN, and personal computer system technologies.
Knowledge of related best practices, OPS directory/messaging standards, standard facilities infrastructure/architecture management, facility service delivery processes, infrastructure policies, procedures and direction, cost models and procurement processes.
Ability to gather client business requirements, corporate I&IT information mandates, client information technology strategic plans, environment and standards.
Ability to participate in the development of solutions and provide advice on short-term and long-term solution service development activities.
Knowledge of leading-edge technology design criteria, security and recovery procedures, and preparation of technical specifications for installation, testing and performance of integrated, multi-services systems.
Ability to assess performance and capacity of existing systems, make recommendations for improving performance, and develop technical documentation.
Experience planning, migrating, implementing and sustaining large, complex system development projects.
Knowledge of technology developments, trends and new products to evaluate their application to client short-term and long-term technology requirements.
Basic knowledge of project management methodology, such as PMBOK, analytical tools and processes.
Conceptual and analytical skills to assess and evaluate client needs and conduct cost/benefit analyses for new technology requirements in planning and designing solutions.
Experience designing and developing large, complex, highly available, mission-critical server applications.
Experience with systems evaluation to assess conditions, technical performance and capacity of existing systems and determine the need and feasibility of expansion, renovation or replacement.

Technical Skills – 30%

Development Skills – 25%

10+ years of experience on backend design and development using REST Web Services, JPA, hibernates, database, SQL, PL/SQL.
Hands-on experience with integration technologies, such as APIs, Message Queues and Middleware, Enterprise Service Bus (ESB).
Experience in designing solutions from business requirements, especially using UML, JEE, Service Bus, and ETL.

System Analysis – 20%

Experience in System Analysis, requirements gathering and designing use cases.
Experience with prototyping solution for presentation to the client or Sr. management.

Communication Skills – 15%

Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
Experience with facilitating and leading discussions with technical teams as well as business.
A team player with a track record for meeting deadlines.

Public Sector Experience – 10%

Experience in working with Enterprise Architecture within OPS, following standards and documentation artifacts and template.
