The Role

The Manager, Enterprise Portfolio Governance supports the day-to-day execution of enterprise portfolio governance practices within the Enterprise Delivery Office (EDO). Reporting to the Senior Manager or Director, Enterprise Portfolio Governance, the role is responsible for conducting portfolio analysis and governance reviews, preparing governance reporting, identifying exceptions and emerging concerns, and coordinating follow-through across the Bank’s enterprise project and program portfolio.

The role is accountable for the accurate and timely execution of assigned governance processes and for supporting the quality, transparency, consistency, and traceability of portfolio information. The incumbent works across EDO, CIO organizations, Divisional Portfolio Management Offices (DPMOs), Finance, Risk, Audit, Compliance, Technology and delivery teams to analyze and validate portfolio information, investigate data-quality concerns and performance anomalies, assess adherence to enterprise requirements, and escalate material findings through the appropriate governance channels.

The incumbent translates portfolio information into clear findings, proposed recommendations, escalation materials, and action plans for review by the appropriate governance leader and consideration by senior leaders and governance forums. Success in the role is measured through reliable governance execution, accurate and decision-useful reporting, effective identification of trends, anomalies, and contributing factors, timely escalation of concerns, effective remediation tracking, measurable improvement in information quality and process efficiency, and sustained adoption of governance requirements within the assigned area of responsibility.

What will you do?

Portfolio Governance & Oversight

Supports the day-to-day operation and administration of enterprise portfolio governance standards, policies, controls, processes, guidance, and supporting tools within established direction and delegated authority.
Monitors adherence to enterprise governance requirements across assigned programs and projects; identifies exceptions, control gaps, recurring themes, and matters requiring escalation or management attention.
Conducts portfolio health assessments and targeted reviews of reported status, schedule health, financial performance, risks, issues, dependencies, benefits, and governance compliance using established methodologies and evidence-based analysis. Analyzes portfolio performance trends, forecast variances, data anomalies and emerging delivery risks; investigates contributing factors; and highlights matters requiring management attention, escalation, remediation or further review.
Translates portfolio findings into concise insights, proposed recommendations, escalation materials, and clearly assigned actions for review by the appropriate governance leader. Maintains traceability between identified findings, supporting evidence, decisions, action owners and target completion dates, and tracks follow-through to closure.

Portfolio Reporting, Analysis & Insights

Prepares governance scorecards, portfolio health reporting, executive dashboards, management presentations, and materials for senior leadership and governance forums. Performs portfolio analysis, data profiling, validation, reconciliation, commentary review, and variance investigation. Applies production controls to ensure outputs are accurate, consistent, traceable, timely, decision-useful, and audit-defensible, and obtains required review and approval before distribution.
Supports the development, implementation, and maintenance of governance KPIs, KRIs, scorecards, and performance measures, including definitions, calculation logic, data sources and lineage, thresholds, targets, ownership, refresh frequency, validation controls, and escalation requirements. Assesses metric reliability, identifies unexpected results, and supports approved refinements.
Identifies and recommends opportunities to automate reporting, improve data quality, strengthen controls, reduce manual effort, and enhance governance effectiveness. Documents business and governance requirements, expected outcomes, and acceptance criteria; supports testing and implementation of approved improvements; and validates that delivered changes meet the intended governance need.

Data Quality & Reporting Integrity

Monitors the quality and completeness of assigned portfolio and governance information, identifies recurring errors, unexplained variances and control breakdowns, and coordinates investigation with information owners and system partners.
Supports the definition and application of data-quality rules, validation checks, exception thresholds, and remediation requirements for governance reporting and performance measures.
Maintains visibility of material data-quality concerns, contributing factors, accountable owners and remediation status, and escalates unresolved or recurring matters through the appropriate governance channel.
Distinguishes between changes in underlying portfolio performance and changes caused by data, organizational, classification or reporting issues, and clearly communicates limitations affecting interpretation.

Governance Enablement & Stakeholder Engagement

Promotes consistent awareness and application of the Enterprise Delivery Framework and associated policies, standards, stage gates, controls, and minimum delivery requirements.
Builds effective working relationships across governance, portfolio, delivery, Finance, Risk, Technology, data, and reporting stakeholders. Facilitates working sessions to clarify requirements, validate findings and proposed solutions, resolve information issues, document decisions, assign actions, and confirm next steps.
Provides practical guidance, communications, training and enablement support for new or revised governance policies, standards, methodologies, metrics, tools and reporting processes in accordance with approved materials and direction. Supports stakeholder-impact and readiness assessments, monitors assigned adoption and compliance indicators, gathers feedback, and identifies barriers or opportunities requiring follow-up.
Provides task coordination, peer support, and quality review for governance analysts, portfolio specialists, project resources, or other contributors, as assigned; escalates decisions outside delegated authority through the appropriate governance channel.

Controls, Risk & Culture

Coordinates assigned governance monitoring, attestations, compliance reporting, evidence collection, and responses to audit, risk, regulatory, and control information requests, including tracking agreed remediation actions.
Contributes to effective and efficient operations within the area of accountability and performs assigned day-to-day business-control activities in accordance with applicable operational risk, regulatory compliance risk, AML/ATF risk, conduct risk, and Code of Conduct requirements.
Actively contributes to a high-performance, respectful, and inclusive work environment by fostering collaboration, valuing diverse perspectives, and supporting an environment where colleagues feel comfortable raising questions and concerns.

What do you need to succeed?

5 to 7 years of progressively responsible experience in portfolio management, PMO governance, program or project delivery, enterprise governance, delivery risk, portfolio analysis, performance reporting, or data-enabled governance, ideally within a large financial institution or similarly complex regulated organization.
Post-secondary education in Business, Technology, Finance, Engineering, Project Management, or a related discipline, or equivalent experience.
Experience with enterprise delivery frameworks, governance policy or standard implementation, enterprise PPM platforms, portfolio analytics, executive reporting, KPI or performance-measure implementation, data-quality management, control monitoring, data governance, or audit and regulatory response is preferred.
Project Management Professional (PMP) certification or a relevant portfolio, risk, governance, business analysis, analytics, data, or change-management designation is considered an asset.
