Your Opportunity at SECURE
As the Measurement Specialist, you will play a key role in ensuring accurate, compliant, and defensible measurement across SECURE’s Energy Infrastructure assets. Reporting to the Measurement Lead, you will support measurement assurance, data integrity, custody transfer, facility balancing, volumetric reporting, and commercial decision-making. You will administer the Measurement Compliance Plan, investigate measurement exceptions, validate TMS transactions, support audits and system improvements, and collaborate with Operations, Accounting, Engineering, Maintenance, and technical vendors. This role also provides an opportunity to coach junior team members and take ownership of improvements that strengthen measurement performance across the business.
This role is based out of Calgary, Alberta
The Team
You will join a collaborative technical team that works closely with field Operations, Engineering, Maintenance, Volumetric Accounting, Logistics, and business partners across SECURE. The team values accountability, sound judgment, knowledge sharing, and proactive problem-solving.
Work Environment
This role combines technical analysis, systems and data management, field support, and cross-functional collaboration. While much of the work involves reviewing data, documentation, systems, and compliance requirements, travel to facilities and field locations may be required to support audits, troubleshooting, commissioning, proving, and operational initiatives.
A Day in The Life
Measurement Compliance and Operational Assurance
- Maintain and distribute the Measurement Compliance Plan (MCP), measurement practices, operating procedures, and related documentation, with technical review by the Senior Measurement Engineer and approval by the Measurement Lead.
- Conduct measurement audits, records reviews, and field follow-up to assess compliance, identify corrective actions, track completion, and escalate material or recurring non-compliance.
- Train and support Operations and facility administration staff on measurement practices, transaction controls, documentation requirements, and the MCP.
- Prepare measurement-related EPAP documentation, audit evidence, follow-up responses, and submission packages.
- Apply approved measurement practices across LACT gathering-system inlets, truck offload risers, inventories, outbound custody transfer, blending, and product ticketing for oil, water, condensate, and butane products.
TMS, Measurement Data, and Troubleshooting
- Manage day-to-day TMS transaction validation, exception review, measurement data quality monitoring, configuration records, and change documentation, within delegated authority.
- Complete user acceptance testing (UAT), validate integrations and downstream outputs, document results, resolve defects, and verify system performance following approved changes.
- Investigate measurement anomalies, customer and intercompany inquiries, and data-quality issues by reviewing source data, configurations, and prior results; document findings and recommend corrective actions.
- Coordinate approved volume corrections, estimates, and revised transactions with Operations and Volumetric Accounting while maintaining original data, correction rationale, approval history, and auditability.
Inventory, Balancing, and Measurement Improvement
- Support facility and pipeline balancing for receipts, deliveries, inter-facility transfers, inventories, and oil and water movements; investigate exceptions with Operations and Volumetric Accounting.
- Review tank inventories, product movements, outbound measurement, cut-off timing, and reconciliation data; support pipeline leak detection investigations as directed.
- Complete month-end hydrocarbon blend shrinkage calculations, distribute results, and distinguish calculated shrinkage, confirmed corrections, and unexplained imbalances.
- Support implementation of measurement validation and balancing software, including data mapping, validation rules, test cases, site verification, training, and ongoing exception-management workflows.
- Maintain KPIs related to measurement errors, transaction exceptions, estimated volumes, facility balances, and corrective-action closure; identify trends and recommend improvements.
- Maintain accurate, auditable measurement records and take ownership of assigned issues through resolution.
Team Coordination and Project Support
- Provide measurement maintenance priorities and findings to the E&I Maintenance Planner, and review completion evidence and data impacts.
- Support field technicians, advisors, and vendors with calibration, proving, configuration troubleshooting, commissioning, and water-draw activities, within the role’s defined authority.
- Support greenfield and brownfield projects, approved flow-computer and PLC changes, measurement schematic updates, and related coordination with Crude Oil Quality, Logistics, Volumetric Accounting, Marketing, Operations, and technology teams.
- Supervise and develop the Junior Measurement Analyst or Intern, when staffed, by assigning work, coaching investigations, reviewing data validation, UAT and documentation deliverables, and providing feedback in partnership with the Measurement Lead.
Skills, Experience & Qualifications
- Instrumentation Technician background and/or an engineering degree, or equivalent relevant field experience.
- Experience with liquid custody transfer measurement, meter performance, sampling, density, sediment and water determination, and volumetric correction.
- Knowledge of Western Canadian measurement requirements, Petrinex and EPAP; ability to apply relevant provincial/state and industry requirements to assigned operations.

- Leadership and coaching skills, including directing and reviewing junior staff work.
- Strong communication, customer service and collaboration skills; experience liaising with facility managers, Operations and technical vendors.
- Proficiency in Microsoft Office, particularly Excel for data analysis, and experience with measurement, terminal management or volumetric data systems.
- Experience with UAT, SCADA/PLC/DCS systems, operational historians, CMMS data or measurement validation and balancing software is considered an asset.
